【摘要】：城市道路是城市基礎(chǔ)設(shè)施的重要組成部分,與人們的日常生活和工作息息相關(guān),所以城市道路建設(shè)的作用越來越明顯。城市道路建設(shè)主要包括項目評估、道路規(guī)劃、給排水設(shè)計、道路路面結(jié)構(gòu)設(shè)計以及管線的綜合設(shè)計等,是一個相當(dāng)繁瑣的過程。如果僅僅是道路建設(shè),能夠很好地把握前期設(shè)計,嚴(yán)格控制施工過程,同時注重質(zhì)量管理,道路工程的質(zhì)量都能得到保證。然而城市道路建設(shè)除了包括本身路面設(shè)計之外,還包括地下空間開發(fā)利用,主要涉及諸如規(guī)劃部門、電力部門、電信部門、熱力部門、給排水部門、天然氣等等部門,需要各個部門彼此統(tǒng)籌規(guī)劃、協(xié)調(diào)管理,才能切實(shí)保障道路完好暢通,充分發(fā)揮市政道路功能。但實(shí)踐過程中往往出現(xiàn)部門之間交叉配合與協(xié)調(diào)不當(dāng),返工現(xiàn)象嚴(yán)重,甚至帶來極大的物質(zhì)浪費(fèi)和經(jīng)濟(jì)損失,有的還會影響道路使用功能,問題嚴(yán)重的甚至還會造成安全隱患,直接危及到行人的生命安全。針對呼和浩特市經(jīng)濟(jì)發(fā)展進(jìn)程中存在的道路管理體制問題,本論文通過詳細(xì)研究目前城市道路現(xiàn)狀,深刻挖掘道路建設(shè)中存在的問題,從管理體制層面深層次地探究產(chǎn)生問題的根源,同時也提出了加強(qiáng)政府職能在城市基礎(chǔ)設(shè)施建設(shè),尤其城市道路管理體制建設(shè)方面的重要性,探討改進(jìn)呼和浩特市道路建設(shè)管理體制的具體方案和措施,希望能夠?qū)艉秃铺厥谐鞘械缆方ㄔO(shè)的快速、穩(wěn)定、健康發(fā)展起到推進(jìn)作用。
[Abstract]:Urban road is an important part of urban infrastructure, closely related to people's daily life and work, so the role of urban road construction is becoming more and more obvious. Urban road construction mainly includes project evaluation, road planning, The design of water supply and sewerage, the design of road pavement structure and the comprehensive design of pipeline are a rather complicated process. If it is only road construction, it can grasp the early design, strictly control the construction process and pay attention to quality management. The quality of road works can be guaranteed. However, urban road construction includes not only its own pavement design, but also the development and utilization of underground space, mainly involving the planning departments, the power sector, the telecommunications sector, the thermal sector, Water supply and drainage departments, natural gas and other departments need each other's overall planning and coordinated management in order to ensure that roads are in good condition and smooth. The function of municipal roads is brought into full play. However, in the process of practice, there are often improper cross-coordination and coordination between departments, serious rework, and even great material waste and economic losses, some of which may also affect the function of road use. Serious problems will even cause hidden dangers to safety, directly endangering the lives of pedestrians. In view of the road management system problems existing in the economic development process of Hohhot, this paper studies the current urban road situation in detail. The problems existing in the road construction are deeply excavated, the root causes of the problems are deeply explored from the management system level, and the importance of strengthening the government functions in the urban infrastructure construction, especially the urban road management system construction, is also put forward. This paper discusses the concrete plans and measures to improve the management system of road construction in Hohhot, hoping to promote the rapid, stable and healthy development of the urban road construction in Hohhot.
