【摘要】：遠(yuǎn)東海洋運(yùn)輸是俄羅斯遠(yuǎn)東地區(qū)最傳統(tǒng)、最重要的運(yùn)輸方式之一，直接影響著地區(qū)國民經(jīng)濟(jì)的發(fā)展。太平洋沿岸分布的海港是俄羅斯面向東北亞地區(qū)和國家的門戶，它們大多與西伯利亞大鐵路和貝阿鐵路相連，在國家和地區(qū)的海運(yùn)中發(fā)揮著重要的作用。認(rèn)真關(guān)注和系統(tǒng)研究遠(yuǎn)東地區(qū)二戰(zhàn)后至今海洋運(yùn)輸?shù)臍v史、現(xiàn)狀和發(fā)展，發(fā)現(xiàn)遠(yuǎn)東地區(qū)海洋運(yùn)輸現(xiàn)存的問題并提出解決辦法，思考促進(jìn)中俄區(qū)域海洋運(yùn)輸合作持續(xù)快速發(fā)展的策略，對(duì)加強(qiáng)中俄區(qū)域經(jīng)濟(jì)合作及21世紀(jì)中俄戰(zhàn)略協(xié)作伙伴關(guān)系等，具有一定的理論和現(xiàn)實(shí)意義。 本文按照邏輯分析的層次，除緒論和結(jié)論之外可分為四章： 第一章俄羅斯遠(yuǎn)東海域和海運(yùn)概況，歸納和綜述了俄羅斯遠(yuǎn)東海域和海運(yùn)的概況，包括海域的組成和范圍，主要港口的分布和作用，海運(yùn)分類等，為進(jìn)一步研究遠(yuǎn)東地區(qū)海洋運(yùn)輸提供了理論基礎(chǔ)。 第二章1992年前遠(yuǎn)東海洋運(yùn)輸?shù)陌l(fā)展歷程，主要研究了蘇聯(lián)時(shí)期遠(yuǎn)東海洋運(yùn)輸?shù)陌l(fā)展，，包括海運(yùn)公司、船隊(duì)、海港、港口企業(yè)等業(yè)務(wù)的發(fā)展及其主要特點(diǎn)。 第三章俄羅斯聯(lián)邦時(shí)期遠(yuǎn)東海洋運(yùn)輸?shù)陌l(fā)展，主要研究了蘇聯(lián)解體后，俄聯(lián)邦時(shí)期遠(yuǎn)東海洋運(yùn)輸?shù)母母锖桶l(fā)展，分析了改革中出現(xiàn)的問題及其原因。 第四章中俄海洋運(yùn)輸?shù)膮^(qū)域合作與發(fā)展，探討了中俄海洋運(yùn)輸發(fā)展的利好因素，思考了加強(qiáng)中俄海洋運(yùn)輸區(qū)域合作及發(fā)展的措施。
[Abstract]:Ocean transport in the far East is one of the most traditional and important transportation modes in the far East region of Russia, which has a direct impact on the development of the national economy of the region. The seaport distributed along the Pacific coast is the gateway of Russia to the Northeast Asia region and countries. Most of them are linked to the Siberian and Bei'ai railways and play an important role in the shipping of countries and regions. Pay close attention to and systematically study the history, present situation and development of maritime transport in the far East since World War II, This paper finds out the existing problems of maritime transportation in the far East and puts forward some solutions. It also considers the strategies to promote the sustained and rapid development of Sino-Russian regional maritime transport cooperation, and to strengthen the Sino-Russian regional economic cooperation and the Sino-Russian strategic cooperative partnership in 21th century, etc. It has certain theoretical and practical significance. In addition to the introduction and conclusion, this paper can be divided into four chapters according to the level of logical analysis:. The first chapter summarizes and summarizes the general situation of the Russian far East sea area and maritime transport, including the composition and scope of the sea area, the distribution and function of the main ports, the classification of maritime transport, etc. It provides a theoretical basis for the further study of marine transportation in the far East. The second chapter is about the development of the far East maritime transportation before 1992. It mainly studies the development of the far East maritime transportation during the Soviet period, including the development and main characteristics of the shipping companies, fleets, seaports, port enterprises and so on. The third chapter is about the development of the far East maritime transportation in the Russian Federation period. It mainly studies the reform and development of the far East maritime transportation after the disintegration of the Soviet Union, and analyzes the problems and reasons in the reform. In chapter 4th, the regional cooperation and development of Sino-Russian maritime transport is discussed, the favorable factors for the development of Sino-Russian maritime transport are discussed, and the measures to strengthen the regional cooperation and development of Sino-Russian maritime transport are considered.
