【摘要】：正經(jīng)濟(jì)繁榮對(duì)城市發(fā)展至關(guān)重要。歐洲城鎮(zhèn)化地區(qū)擁有70%的人口,卻貢獻(xiàn)80%的經(jīng)濟(jì)產(chǎn)出[1]。與此同時(shí),城市交通也引發(fā)諸多問題。以歐洲為例,城鎮(zhèn)化地區(qū)分擔(dān)了80%交通擁堵造成的經(jīng)濟(jì)損失、70%的有毒物質(zhì)污染以及40%的道路死亡,同時(shí)對(duì)CO2排放的貢獻(xiàn)率達(dá)14%[2]。歐洲議會(huì)認(rèn)識(shí)到問題的嚴(yán)重性,不能僅停留在城市層面進(jìn)行管理,議會(huì)與各成員國協(xié)同工作[3],鼓勵(lì)城市摸索新型交通規(guī)劃模式,即發(fā)展可持續(xù)城市機(jī)動(dòng)性規(guī)劃(Sustainable Urban Mobility Plans,SUMPs)[4]。歐洲城市進(jìn)入緩慢生長期,有時(shí)間逐漸適應(yīng)這一新方法。而對(duì)于仍保持3%人口年增長率的亞洲城市則略有不同。盡管如此,本文還是對(duì)中國城市綠色交通發(fā)展具有借鑒意義。本文將基于歐洲SUMP導(dǎo)則大綱介紹一項(xiàng)發(fā)展城
[Abstract]:Positive economic prosperity is crucial to urban development. Europe's urbanized regions, with 70% people, contribute 80% of their economic output. At the same time, urban transport also causes many problems. Take Europe, for example. Urbanized areas share the economic losses of 80% traffic jams with 70 percent of toxic pollution and 40% of road deaths, while contributing 14% to CO2 emissions. The European Parliament recognizes the seriousness of the problem. Not just at the urban level, where parliaments work with member States [3] to encourage cities to explore new modes of transport planning, namely, the development of sustainable Urban Mobility plans for sustainable urban mobility [4]. European cities enter a period of slow growth, There is time to get used to this new approach. Asian cities that still have an annual population growth rate of 3% are slightly different.
