【摘要】：長(zhǎng)期以來，廣西壯族自治區(qū)對(duì)用于公路站場(chǎng)建設(shè)的財(cái)政專項(xiàng)資金一直采取有償使用的政策，對(duì)促進(jìn)公路站場(chǎng)建設(shè)發(fā)揮了積極的作用，也暴露出了資金周轉(zhuǎn)慢、難以回收等相應(yīng)問題。在實(shí)行成品油稅費(fèi)改革的新形勢(shì)下，是繼續(xù)推行財(cái)政專項(xiàng)資金的有償使用政策，還是進(jìn)行相應(yīng)的政策調(diào)整，是亟待通過深入研究予以解決的重要問題。 研究表明，公路運(yùn)輸站場(chǎng)屬于具有社會(huì)公益性的重要交通基礎(chǔ)設(shè)施。今后的公路運(yùn)輸站場(chǎng)，仍需要發(fā)揮向公路運(yùn)輸企業(yè)和客戶提供公益性服務(wù)的重要作用。是繼續(xù)推行有償使用政策，還是調(diào)整現(xiàn)行政策，取決于提供公益性服務(wù)的目標(biāo)需要。 從國(guó)家原有的政策導(dǎo)向以及廣西當(dāng)時(shí)特定的經(jīng)濟(jì)社會(huì)發(fā)展背景來看，建設(shè)基金有償使用的政策具有其歷史必然性。新形勢(shì)下，公路運(yùn)輸站場(chǎng)建設(shè)基金有償使用政策仍然具有一定的可行性；但是隨著我國(guó)投資體制的不斷改革和深化，廣西在今后的發(fā)展中也應(yīng)該逐步順應(yīng)國(guó)家相關(guān)政策的導(dǎo)向進(jìn)行投資體制改革，逐步改政府投資有償方式為無償方式。 為了促進(jìn)廣西經(jīng)濟(jì)的健康可持續(xù)發(fā)展，需要不斷完善和創(chuàng)新公路運(yùn)輸站場(chǎng)建設(shè)基金的使用政策，建立適應(yīng)于當(dāng)前發(fā)展形勢(shì)以及今后發(fā)展趨勢(shì)的政府投資方式，健全政府投資體制。
[Abstract]:For a long time, the Guangxi Zhuang Autonomous Region take compensation for the use of the policy for highway station construction of special funds has played a positive role to promote the highway construction of station, also exposed the slow capital turnover difficult recovery, etc. the corresponding problem. In the new situation of the refined oil tax reform, is to continue to carry out special funds the compensation for the use of policy, or the corresponding policy adjustments, is urgent to solve important problems through in-depth study.
Research shows that the important road transport station is a public welfare infrastructure. Highway transportation station in the future, still need to play an important role in providing public services to road transport enterprises and customers. To continue to carry out the policy of compensation for the use, or to adjust the current policy, depends on the provided public service goal.
From the national policy guidance and the original Guangxi that specific economic and social development background, compensation for the use of construction fund policy has its historical inevitability. Under the new situation, the policy of compensation for the use of road transport station construction fund still has a certain feasibility; but with the deepening and the reform of investment system of our country, Guangxi in the future the development should also gradually conform to relevant national policies to guide the direction of the reform of the investment system, and gradually change the way of government investment paid for free.
In order to promote the healthy and sustainable development of Guangxi's economy, we need to constantly improve and innovate the use policy of highway transportation station construction fund, and establish a government investment mode suitable for the current development situation and future development trend, and improve the government investment system.
