【摘要】：自2007年浙江省杭州市率先推行公共自行車計劃以來,截止2016年底,中國已有187個城市陸續(xù)推行公共自行車計劃,且仍在不斷增長。從2007年至今,公共自行車政策在我國范圍內的擴散始終沒有停止。那么,這一擴散過程呈現(xiàn)出怎樣的時空特征?影響我國公共自行車政策擴散的因素有哪些?為什么政策擴散會受到這些因素的影響?該如何解釋這些因素對擴散結果的作用機制?在擴散的不同時段和不同地區(qū),各種擴散機制又發(fā)揮了何種不同程度的作用?這一系列問題引發(fā)了我們的思考。本文在政策擴散理論的視角下,以中國公共自行車政策為研究對象,從時間和空間兩個維度探究了政策擴散的時空演進及其發(fā)生機制。首先,本文對國內外關于政策擴散的研究進行了梳理和總結,歸納出影響公共政策擴散發(fā)生的五個維度,即城市內部經濟社會狀況、內部政治因素、組織擴散因素、鄰近區(qū)域擴散因素、公眾客觀需求和外部因素,并在此基礎上發(fā)展出影響我國公共自行車政策擴散的7個假設。其次,筆者整理了 "2007-2016年中國地級市公共自行車項目數(shù)據(jù)庫",在此基礎上著重開展了兩方面研究。一方面,從時間和空間兩個維度,對我國公共自行車政策擴散的過程進行描述分析。另一方面,筆者運用Logistic回歸統(tǒng)計,對影響公共自行車政策擴散的因素和擴散機制進行了檢驗和分析。描述分析結果顯示,從時間維度來看,基本呈現(xiàn)出S型的擴散形態(tài),在2007-2012經歷了初期緩慢擴散后,目前已進入中期快速擴散階段,且根據(jù)擴散趨勢預測,即將進入緩慢擴散的后期。從空間和行動者主體維度來看,自上而下的城市等級擴散明顯,絕大多數(shù)的擴散發(fā)生于省會城市或直轄市向周邊地級市;自下而上的試點推廣擴散路徑也在一定程度上發(fā)揮著所用,試點單位絕大多數(shù)是縣或縣級市;鄰近效應同樣在擴散中起到了一定的作用,在不考慮地形等因素的情況下,距離政策創(chuàng)新地更近的城市,會更早地采納公共自行車政策;地區(qū)差異同樣存在,東部地區(qū)處于政策先進地最早采納公共自行車政策,而中西部地區(qū)相對遲于東部地區(qū)。實證分析結果顯示,從擴散過程的整體來看,地方政府間存在的相互學習模仿和競爭,成為推動公共自行車政策擴散最主要的機制。在擴散過程中自下而上的試點推廣機制亦發(fā)揮了重要作用,尤其表現(xiàn)為縣級市的政策采納對于地級市采納該政策具有推動作用。此外,旅游城市、省會城市因其城市自身的獨特屬性,更傾向于采納公共自行車政策。在不同的政策擴散階段,效率機制和合法性機制相互競爭發(fā)揮了不同程度的作用。在政策擴散初期,作為公共自行車政策的創(chuàng)新地,城市會基于本地經濟社會狀況和公眾客觀需求因素決定是否采納該政策,伴隨著政策擴散的演進,合法性機制起到越來越重要的作用,后跟進城市競相學習、模仿周邊城市,加速了政策擴散的進程。而在不同地區(qū)之間,公共自行車政策的擴散機制也存在差異。公共自行車政策在西部地區(qū)的擴散中,行政指令性機制發(fā)揮了重要作用;在東部地區(qū),擴散的發(fā)生主要受到城市自身屬性和周邊城市的采納率影響。
[Abstract]:Since 2007 in Hangzhou city of Zhejiang province took the lead in the implementation of public bike plan, by the end of 2016, the 187 city Chinese has started the implementation of public bike program, and is still growing. Since 2007, the diffusion of public bicycle policy in our country within the scope of the never stop. Then, the diffusion process showing the spatial and temporal characteristics of how the influence factors of our country's public bike? What are the policy diffusion?
