環(huán)渤海地區(qū)通航運(yùn)營(yíng)企業(yè)發(fā)展戰(zhàn)略研究

【摘要】:近年來(lái),隨著我國(guó)社會(huì)經(jīng)濟(jì)的發(fā)展及低空空域管理改革的推進(jìn),國(guó)內(nèi)開始出現(xiàn)大量通用航空運(yùn)營(yíng)企業(yè)。本文研究遵循經(jīng)典的戰(zhàn)略管理研究方法,針對(duì)環(huán)渤海地區(qū)通用航空企業(yè)發(fā)展的共性問(wèn)題,為通航運(yùn)營(yíng)企業(yè)的發(fā)展以及戰(zhàn)略制定提供一種參考和可借鑒的思路。本文介紹了環(huán)渤海地區(qū)特殊的地域性特點(diǎn)、基本情況等,接受國(guó)內(nèi)外通用航空發(fā)展概況,通過(guò)建立通航發(fā)展要素模型,預(yù)測(cè)本地區(qū)市場(chǎng)發(fā)展前景,這是通航運(yùn)營(yíng)企業(yè)發(fā)展的依據(jù)和目標(biāo)。在此基礎(chǔ)上,梳理國(guó)通航運(yùn)營(yíng)企業(yè)經(jīng)營(yíng)發(fā)展中的困境與問(wèn)題,研究了環(huán)渤海地區(qū)通航運(yùn)營(yíng)企業(yè)的發(fā)展現(xiàn)狀,利用PEST、五力模型和SWOT分別對(duì)環(huán)渤海地區(qū)通用航空運(yùn)營(yíng)企業(yè)發(fā)展的總體環(huán)境、行業(yè)環(huán)境和內(nèi)部環(huán)境進(jìn)行分析,在制定企業(yè)發(fā)展戰(zhàn)略上,一是注意選擇差異化的道路,二是采取核心競(jìng)爭(zhēng)力戰(zhàn)略,在眾多的行業(yè)業(yè)務(wù)形態(tài)中,根據(jù)自身?xiàng)l件和業(yè)務(wù)競(jìng)爭(zhēng)激烈度、利潤(rùn)率等精心選擇,提高通用航空器利用率,三是國(guó)際化或合資合作戰(zhàn)略,考慮引入合作者或戰(zhàn)略投資者,擴(kuò)充資金實(shí)力,提高管理水平和技術(shù)水平,增強(qiáng)競(jìng)爭(zhēng)力,等等。 為了實(shí)現(xiàn)企業(yè)發(fā)展戰(zhàn)略,企業(yè)當(dāng)細(xì)化其職能戰(zhàn)略,提出通航運(yùn)營(yíng)企業(yè)的風(fēng)險(xiǎn)管理戰(zhàn)略、市場(chǎng)戰(zhàn)略、人才資源戰(zhàn)略和財(cái)務(wù)經(jīng)營(yíng)戰(zhàn)略,并營(yíng)造良好的企業(yè)文化。為了保障戰(zhàn)略實(shí)施,企業(yè)的組織架構(gòu)、資源配置應(yīng)該和企業(yè)戰(zhàn)略相適應(yīng)。在企業(yè)戰(zhàn)略控制中,正視企業(yè)戰(zhàn)略實(shí)施中可能發(fā)生的“失效”情況,正確看待,積極應(yīng)對(duì),前期加強(qiáng)溝通,后期可轉(zhuǎn)移戰(zhàn)略,以保障戰(zhàn)略執(zhí)行與外界環(huán)境的變化相適應(yīng),或者通過(guò)航空器資產(chǎn)變現(xiàn)、融資租賃等實(shí)現(xiàn)最大化的保值等。
[Abstract]:In recent years, with the development of China's social economy and the promotion of low-altitude airspace management reform, there are a large number of general aviation operators in China. In view of the common problems in the development of general aviation enterprises in Bohai Rim region, this paper provides a kind of reference for the development and strategy formulation of navigation operation enterprises. This paper introduces the special regional characteristics and basic conditions of Bohai Rim region, etc. Accept the general situation of domestic and foreign aviation development, establish the model of navigable development elements, predict the development prospect of the local market, this is the basis and goal of the development of the navigable operation enterprises. On this basis, This paper combs the difficulties and problems in the operation and development of national navigation operation enterprises, studies the current situation of the development of navigation and operation enterprises in Bohai Rim, and makes use of pest, five-force model and SWOT respectively to study the overall environment for the development of general aviation operation enterprises around Bohai Sea. The industry environment and internal environment are analyzed. In formulating the enterprise development strategy, one is to pay attention to choosing the road of differentiation, the other is to adopt the strategy of core competitiveness, according to their own conditions and the intensity of business competition in many business forms of the industry. The third is the strategy of internationalization or joint venture, considering the introduction of partners or strategic investors, expanding the capital strength, improving the management level and technical level, enhancing competitiveness, and so on. In order to realize the enterprise development strategy, the enterprise should refine its function strategy, and put forward the risk management strategy, the market strategy, the talent resource strategy and the financial management strategy of the navigable operation enterprise. In order to ensure the implementation of the strategy, the organizational structure and resource allocation of the enterprise should be adapted to the enterprise strategy. In the control of the enterprise strategy, the "failure" situation that may occur in the implementation of the enterprise strategy should be faced squarely. The correct view, the positive response, the early stage strengthening the communication, the later stage may transfer the strategy, in order to guarantee the strategy implementation to adapt to the outside environment change, or through the aircraft assets realization, the finance lease and so on realizes the maximization value and so on.
