哈爾濱市出租車行業(yè)規(guī)制問題研究

【摘要】:改革開放以來,我國經(jīng)濟(jì)快速發(fā)展,居民消費(fèi)水平也越來越高,促使出租車行業(yè)發(fā)展迅速,出租車已成為現(xiàn)代社會生活中必不可少的公共交通工具,是公共交通的重要補(bǔ)充。但是一些因市場失靈導(dǎo)致的矛盾隨著該行業(yè)發(fā)展而日益凸顯,政府為了保障乘客利益,對出租車進(jìn)行的規(guī)制越來越嚴(yán)格。哈爾濱市出租車行業(yè)發(fā)展之初就伴隨著政府規(guī)制,從市場準(zhǔn)入、數(shù)量控制、限定運(yùn)價(jià)、服務(wù)質(zhì)量等方面采取了一系列的規(guī)制措施。目前,哈爾濱市出租車保有量14362輛,行業(yè)從業(yè)人員2.8萬余人,日送客量在60萬人次左右,出租車分擔(dān)率達(dá)到28%,冬季則達(dá)到30%以上。然而,出租車經(jīng)營權(quán)“炒賣”現(xiàn)象嚴(yán)重,“黑車”泛濫、行業(yè)利益扭曲,出租車拒載、繞行、強(qiáng)行拼客、野蠻服務(wù)等服務(wù)質(zhì)量問題時(shí)有發(fā)生,服務(wù)質(zhì)量規(guī)制使公共利益得不到保障等問題仍然不斷出現(xiàn),不僅引起出租車行業(yè)的波動(dòng),還擾亂了社會的安定秩序,影響了群眾的正常生活。政府如何采取實(shí)際的措施對出租車行業(yè)進(jìn)行規(guī)制改革,成為了具有現(xiàn)實(shí)意義的研究課題。 本文首先對國內(nèi)外研究現(xiàn)狀進(jìn)行了分析,,對出租車行業(yè)規(guī)制的相關(guān)概念進(jìn)行了界定。然后回顧了哈爾濱市出租車行業(yè)規(guī)制歷程,從準(zhǔn)入規(guī)制、數(shù)量規(guī)制、價(jià)格規(guī)制、服務(wù)質(zhì)量規(guī)制四方面對哈爾濱市出租車行業(yè)規(guī)制進(jìn)行了介紹,通過調(diào)查找出其中的問題,分析問題成因,對比同等規(guī)模城市規(guī)制政策,根據(jù)哈爾濱市實(shí)際情況,提出了完善出租車市場準(zhǔn)入退出規(guī)制、科學(xué)合理的進(jìn)行數(shù)量規(guī)制、逐步優(yōu)化行業(yè)價(jià)格規(guī)制、加強(qiáng)建設(shè)服務(wù)質(zhì)量規(guī)制體系的建議,進(jìn)而更好推動(dòng)哈爾濱市出租車行業(yè)健康有序發(fā)展。
[Abstract]:Since the reform and opening up, China's economy has developed rapidly, and the level of residents' consumption has become higher and higher, which has promoted the rapid development of the taxi industry. Taxi has become an indispensable public transport vehicle in modern social life. Is an important supplement to public transport. But some of the contradictions caused by the market failure have become increasingly prominent as the industry develops, and the government is trying to protect the interests of passengers. At the beginning of the development of taxi industry in Harbin, along with the government regulation, a series of regulation measures have been taken in the aspects of market access, quantity control, limited freight rate, service quality and so on. Harbin has 14362 taxis, more than 28,000 employees, about 600,000 passengers a day, and the taxi share rate is 28%, and more than 30% in winter. The phenomenon of "speculation" of taxi management right is serious, the "black car" is overflowing, the interests of the industry are distorted, the service quality problems such as taxi rejection, detour, forced shopping, barbaric service and so on occur from time to time. The regulation of service quality makes the public interests unprotected and so on, which not only causes the fluctuation of taxi industry, but also disturbs the stability and order of the society. How the government take practical measures to regulate and reform the taxi industry has become a research topic of practical significance. This paper first analyzes the current research situation at home and abroad, defines the related concepts of taxi industry regulation, and then reviews the history of Harbin taxi industry regulation, from admission regulation, quantity regulation, price regulation, This paper introduces the regulation of taxi industry in Harbin from four aspects of service quality regulation, finds out the problems through investigation, analyzes the causes of the problems, compares the urban regulation policies of the same scale, and according to the actual situation of Harbin, Some suggestions are put forward to perfect the withdrawal regulation of taxi market access, carry out scientific and reasonable quantitative regulation, gradually optimize the industry price regulation, and strengthen the construction of service quality regulation system. Further better promote Harbin taxi industry healthy and orderly development.
