新形勢下高鐵時(shí)代到來的區(qū)域影響研究

【摘要】:高鐵的誕生是世界交通發(fā)展史上一次具有標(biāo)志性意義的重要變革。從1964年至今四十余年來,高鐵以其輸送能力強(qiáng)、速度快、安全舒適等明顯優(yōu)勢而成為鐵路運(yùn)輸發(fā)展的主力,并在拉動區(qū)域經(jīng)濟(jì)增長上產(chǎn)生了巨大作用,因而倍受世界各國青睞。如今伴隨著以“四縱四橫”為主的高鐵網(wǎng)絡(luò)建設(shè)全面展開,我國也跨步進(jìn)入高鐵經(jīng)濟(jì)時(shí)代。高鐵作為一種具有革命性突破的全新運(yùn)輸方式,將深刻影響我國區(qū)域經(jīng)濟(jì)發(fā)展的格局,為我國經(jīng)濟(jì)的騰飛奠定堅(jiān)實(shí)基礎(chǔ)。 本文基于先前與導(dǎo)師一起發(fā)表在《長江流域資源與環(huán)境》(CSSCI/CSCD)上的《高鐵時(shí)代到來的區(qū)域影響和意義》一文,進(jìn)一步深化研究,共分為六章。第一章緒論,主要介紹了選題背景、研究意義、研究方法和技術(shù)路線、以及論文的可能創(chuàng)新之處。第二章國內(nèi)外相關(guān)的理論研究,對高速鐵路、都市圈、城市群、同城化效應(yīng)等主要概念進(jìn)行了界定和辨析,對核心一邊緣理論、空間相互作用理論、“點(diǎn)一軸”理論、博弈論等高鐵區(qū)域影響相關(guān)理論進(jìn)行了概括和綜述。第三章是國外高速鐵路發(fā)展的實(shí)踐研究,主要從不同角度分析了日本新干線、法國TGV、德國ICE對區(qū)域經(jīng)濟(jì)發(fā)展的重要影響,以期為我國高鐵經(jīng)濟(jì)提供經(jīng)驗(yàn)借鑒。第四章我國高鐵時(shí)代到來的區(qū)域影響研究,為全文的核心部分。第一節(jié)以長三角都市圈為例分析了高鐵對同城化效應(yīng)的影響;第二節(jié)通過運(yùn)用引力模型定量研究高鐵影響下由城市群中心城市引領(lǐng)的大區(qū)域板塊聯(lián)動發(fā)展;第三節(jié)利用國內(nèi)成功案例分析高鐵對沿線城市產(chǎn)業(yè)和城市規(guī)劃的挑戰(zhàn);第四節(jié)運(yùn)用博弈論中的“囚徒困境”理論分析高鐵對現(xiàn)代交通運(yùn)輸市場的沖擊。第五章高鐵時(shí)代下區(qū)域發(fā)展的問題與建議,主要從區(qū)域同質(zhì)化和虹吸現(xiàn)象、運(yùn)輸市場競爭、票價(jià)制度、高鐵故障等方面提出問題,給出建議。第六章結(jié)語,主要對論文研究成果進(jìn)行總結(jié),并指出存在的不足之處和未來展望。 主要的研究觀點(diǎn)是:高鐵將加速和放大都市圈同城效應(yīng),加快由城市群中心城市引領(lǐng)的大區(qū)域板塊的聯(lián)動發(fā)展,挑戰(zhàn)沿線產(chǎn)業(yè)和城市規(guī)劃布局,促使現(xiàn)代交通運(yùn)輸格局的重新組合,進(jìn)而影響我國區(qū)域經(jīng)濟(jì)發(fā)展的版圖;但是在高鐵經(jīng)濟(jì)影響下應(yīng)注意警惕區(qū)域發(fā)展同質(zhì)化和虹吸效應(yīng),統(tǒng)籌鐵路與航空、公路的競爭市場,構(gòu)建合理的票價(jià)制度,加強(qiáng)監(jiān)管、謹(jǐn)防高鐵故障。本文對高鐵所帶來的區(qū)域效應(yīng)進(jìn)行研究,不僅能為高鐵網(wǎng)絡(luò)規(guī)劃建設(shè)提供經(jīng)濟(jì)參考,也可為區(qū)域政府和相關(guān)部門依托高鐵制定政策和規(guī)劃提供考量。
[Abstract]:The birth of high-speed rail is a significant change in the history of world transportation. From 1964 to now, high-speed rail has become the main force of railway transportation development because of its obvious advantages such as strong transportation capacity, high speed, safety and comfort, etc. And has played a great role in stimulating regional economic growth, and is therefore favored by all over the world. Now, with the construction of the high-speed rail network, which is mainly "four vertical and four horizontal", the construction of the high-speed rail network has been carried out in an all-round way. As a new mode of transportation with revolutionary breakthrough, high-speed rail will profoundly affect the pattern of regional economic development in China and lay a solid foundation for the rapid development of China's economy. Based on the previous article "Regional influence and significance of the coming era of High-speed Railway" published in the Yangtze River Basin Resources and Environment (CSSCI / CSCD) with our tutor, this paper further deepens the research and divides it into six chapters. Chapter one is an introduction, which mainly introduces the background of the topic. The research significance, research method and technical route, and the possible innovation of the thesis. The second chapter defines and distinguishes the main concepts such as high-speed railway, metropolitan area, urban agglomeration, the effect of co-city, and so on. In this paper, the core edge theory, spatial interaction theory, point-one-axis theory, game theory and other related theories of high-speed railway regional influence are summarized and summarized. Chapter three is the practical research on the development of high-speed railway in foreign countries. This paper mainly analyzes the important influence of Japanese Shinkansen, French TGV and German ICE on the development of regional economy from different angles, in order to provide experience and reference for China's high-speed rail economy. The first section takes the Yangtze River Delta Metropolitan Circle as an example to analyze the influence of high-speed rail on the co-urbanization effect, the second section quantitatively studies the linkage development of the large regional plate under the influence of high-speed rail under the influence of high-speed rail, which is led by the central cities of urban agglomeration. The third section uses domestic successful cases to analyze the challenges of high-speed rail to urban industry and urban planning along the route. Section 4th uses the "Prisoner's Dilemma" theory in game theory to analyze the impact of high-speed rail on the modern transportation market. Chapter 5th: problems and suggestions of regional development in high-speed rail era, mainly from regional homogeneity and siphon phenomenon, transportation market competition. The conclusion of chapter 6th mainly summarizes the research results of the paper and points out the shortcomings and future prospects. The main research points are: high speed rail will accelerate and amplify the co-city effect of the metropolitan area, accelerate the linkage development of the large regional plate led by the urban agglomeration center city, and challenge the layout of industry and urban planning along the route. Promoting the recombination of modern traffic and transportation patterns, thus affecting the territory of our country's regional economic development; however, under the influence of high-speed rail economy, attention should be paid to the homogeneity and siphon effect of regional development, to co-ordinate the competition market of railway, aviation and highway. This paper studies the regional effects of high-speed rail, which can not only provide economic reference for the planning and construction of high-speed rail network. Regional governments and related departments can also rely on high-speed rail policy and planning to provide consideration.
