【摘要】：隨著我國新農(nóng)村建設(shè)的發(fā)展，農(nóng)村基礎(chǔ)設(shè)施建設(shè)在農(nóng)村也取得了初步成效，作為農(nóng)村基礎(chǔ)設(shè)施一部分的農(nóng)村公路在各地也得到不同程度的建設(shè)發(fā)展。農(nóng)村公路是全國公路網(wǎng)絡(luò)的基礎(chǔ)，是將城鎮(zhèn)與鄉(xiāng)村聯(lián)系起來的一種媒介，它是我國農(nóng)村地區(qū)通往縣鄉(xiāng)、縣鄉(xiāng)通往城市的重要途徑，完善的農(nóng)村公路網(wǎng)能保證廣大農(nóng)村地區(qū)的居民生產(chǎn)生活便捷高效，是保證農(nóng)村社會經(jīng)濟(jì)健康協(xié)調(diào)發(fā)展的重要基礎(chǔ)設(shè)施之一。因此農(nóng)村公路的健康發(fā)展對促進(jìn)農(nóng)村經(jīng)濟(jì)、平衡城鄉(xiāng)發(fā)展、完善全國公路網(wǎng)都有重大意義。本文以荊州市的農(nóng)村公路建設(shè)發(fā)展為研究對象，詳細(xì)分析了荊州市農(nóng)村公路建設(shè)的現(xiàn)狀、發(fā)展中存在的問題，并提出了能促進(jìn)農(nóng)村公路健康持續(xù)發(fā)展的建議。 本文總共四大部分。第一部分為緒論，論述了研究的背景與意義，，對國內(nèi)外關(guān)于農(nóng)村公路的研究進(jìn)行綜述，并提出研究的內(nèi)容與方法；第二部分對荊州市的農(nóng)村公路建設(shè)現(xiàn)狀從四個方面進(jìn)行詳細(xì)分析：基本情況、公路結(jié)構(gòu)、養(yǎng)護(hù)管理和建設(shè)資金；第三部分提出了荊州市農(nóng)村公路建設(shè)中存在的問題，并進(jìn)行剖析；第四部分針對荊州市農(nóng)村公路建設(shè)現(xiàn)狀及存在的問題，提出了能促進(jìn)公路健康發(fā)展的建議。 本文的研究表明，荊州市的農(nóng)村公路自2000年以來，取得比較好的發(fā)展，公路里程與等級有了較大增長與提高，但是在建設(shè)發(fā)展過程還存在路網(wǎng)結(jié)構(gòu)不合理、公路質(zhì)量較差、建設(shè)資金不足、管養(yǎng)機(jī)制不完善、路政管理不科學(xué)等問題。要使荊州市的農(nóng)村公路建設(shè)得到持續(xù)健康發(fā)展，各級政府與相關(guān)部門應(yīng)該從路網(wǎng)結(jié)構(gòu)、質(zhì)量監(jiān)管、資金籌措、養(yǎng)護(hù)與路政管理等方面，積極地探討農(nóng)村公路發(fā)展策略，為廣大農(nóng)村地區(qū)提供良好的服務(wù)。
[Abstract]:With the development of the new rural construction in our country, the rural infrastructure construction has also made initial achievements in rural areas. Rural roads, which are part of rural infrastructure, have also been developed to varying degrees in various places. Rural roads are the basis of the national highway network and a medium linking towns and villages, and it is the access of rural areas to counties and townships in our country. The county and township access to the city is an important way. A perfect rural road network can ensure the convenience and efficiency of production and living in the vast rural areas. It is one of the important infrastructure to ensure the healthy and coordinated development of rural society and economy. Therefore, the healthy development of rural roads will promote rural economy and balance the development of urban and rural areas. It is of great significance to perfect the national highway network. This paper takes the development of the rural highway construction in Jingzhou as the research object, and analyzes in detail the present situation and problems in the development of the rural highway construction in Jingzhou. Some suggestions are put forward to promote the healthy and sustainable development of rural highway. The first part is the introduction, which discusses the background and significance of the research, summarizes the research on rural roads at home and abroad, and puts forward the contents and methods of the research. The second part analyzes the current situation of the rural highway construction in Jingzhou from four aspects: basic situation, highway structure, maintenance management and construction funds; the third part puts forward the existing problems in Jingzhou rural highway construction. According to the present situation and the existing problems of the rural highway construction in Jingzhou City in 4th, the author puts forward some suggestions to promote the healthy development of the highway. The research in this paper shows that since 2000, the rural highway in Jingzhou has achieved better development, and the mileage and grade of the highway have been greatly increased and improved. However, in the course of construction and development, there are still some unreasonable road network structures and poor highway quality. In order to make the rural highway construction in Jingzhou develop continuously and healthily, governments and relevant departments at all levels should raise funds from road network structure, quality supervision and fund raising. In the aspects of maintenance and road administration, the strategies of rural highway development should be actively discussed to provide good service for the vast rural areas.
