基于“一帶一路”戰(zhàn)略的陜西交通運(yùn)輸基礎(chǔ)設(shè)施發(fā)展問題研究

【摘要】:針對(duì)國(guó)家提出的共建“新絲綢之路經(jīng)濟(jì)帶”和“21世紀(jì)海上絲綢之路”的倡議,中央發(fā)布了《推動(dòng)共建絲綢之路經(jīng)濟(jì)帶和21世紀(jì)海上絲綢之路的愿景與行動(dòng)》,指出要以包含政策、設(shè)施、貿(mào)易、資金和民心在內(nèi)的“五通”為核心,同時(shí)強(qiáng)調(diào)了“一帶一路”政策在建設(shè)過程中必須要以基礎(chǔ)設(shè)施相互聯(lián)通為優(yōu)先發(fā)展模塊,而本文所主要是以陜西省為研究對(duì)象,其是“一帶一路”政策的戰(zhàn)略樞紐,其交通運(yùn)輸基礎(chǔ)設(shè)施規(guī)模與其他較發(fā)達(dá)地區(qū)相比仍然相對(duì)落后,這無疑會(huì)對(duì)“一帶一路”戰(zhàn)略在陜西段的實(shí)施帶來不利的影響。因此,陜西省應(yīng)該緊抓“一帶一路”帶來的機(jī)遇,趁此機(jī)會(huì)大力發(fā)展陜西省的交通運(yùn)輸基礎(chǔ)設(shè)施建設(shè),帶動(dòng)經(jīng)濟(jì)增長(zhǎng)走上一個(gè)新的臺(tái)階。本文針對(duì)上述情況作了以下工作:(1)分析了“一帶一路”戰(zhàn)略的產(chǎn)生原因、思路、內(nèi)涵和路線等,解讀了實(shí)施“一帶一路”戰(zhàn)略對(duì)我國(guó)及我國(guó)周邊地區(qū)基礎(chǔ)設(shè)施建設(shè)、經(jīng)濟(jì)開放和政治文化交流等方面的意義,列舉了“一帶一路”戰(zhàn)略提出以來政策方針和項(xiàng)目建設(shè)的相關(guān)顯著成果;介紹了交通運(yùn)輸基礎(chǔ)設(shè)施的構(gòu)成和性質(zhì)特點(diǎn),以及它在“一帶一路”戰(zhàn)略中的重要作用;概括陜西省的區(qū)位特點(diǎn)及其在“一帶一路”戰(zhàn)略中的地位。(2)根據(jù)陜西省近十多年的交通運(yùn)輸相關(guān)數(shù)據(jù)分析了全省公路、鐵路、水路和民用航空四種運(yùn)輸方式交通運(yùn)輸基礎(chǔ)設(shè)施的現(xiàn)狀,剖析了目前陜西省交通運(yùn)輸基礎(chǔ)設(shè)施的發(fā)展存在哪些問題。(3)搜集了近兩年陜西省政府領(lǐng)導(dǎo)關(guān)于“一帶一路”戰(zhàn)略下交通運(yùn)輸基礎(chǔ)設(shè)施發(fā)展前景的講話和相關(guān)政策文件,歸納陜西省未來幾年交通運(yùn)輸基礎(chǔ)設(shè)施發(fā)展的目標(biāo)和要求。(4)基于陜西省交通運(yùn)輸基礎(chǔ)設(shè)施當(dāng)前存在的不足,結(jié)合陜西省未來交通運(yùn)輸基礎(chǔ)設(shè)施的發(fā)展目標(biāo),為陜西省交通運(yùn)輸基礎(chǔ)設(shè)施的發(fā)展提出科學(xué)合理的建議。
[Abstract]:In response to the national initiative to jointly build the "New Silk Road Economic Belt" and the "21th century Maritime Silk Road", the Central Committee issued the "Vision and Action to promote the Co-construction of the Silk Road Economic Belt and the 21th century Maritime Silk Road", pointing out that the policy should be included. The "five links", which include facilities, trade, capital and popular support, are at the core. At the same time, it is emphasized that the "Belt and Road" policy must take the interconnection of infrastructure as the priority development module in the construction process. This paper mainly takes Shaanxi Province as the research object, which is the strategic hub of Belt and Road policy, and its transport infrastructure scale is still relatively backward compared with other more developed regions. This will undoubtedly have a negative impact on the implementation of the "Belt and Road" strategy in Shaanxi Province. Therefore, Shaanxi Province should seize the opportunity brought by "Belt and Road" and make great efforts to develop the transportation infrastructure construction in Shaanxi Province. This paper analyzes the causes, ideas, connotations and routes of Belt and Road's strategy. This paper interprets the significance of carrying out "Belt and Road" strategy to infrastructure construction, economic opening and political and cultural exchanges in China and its surrounding areas. This paper enumerates the remarkable achievements in the construction of policies, guidelines and projects since the "Belt and Road" strategy was put forward, introduces the structure and nature of transportation infrastructure, and its important role in the "Belt and Road" strategy. This paper summarizes the location characteristics of Shaanxi Province and its position in the strategy of "Belt and Road".) based on the data of traffic and transportation in Shaanxi Province in the past ten years, the author analyzes the highway and railway in the province. The current situation of four modes of transport, waterways and civil aviation, transportation infrastructure, This paper analyzes the problems existing in the development of transportation infrastructure in Shaanxi Province at present and collects the speeches and relevant policy documents of the leaders of Shaanxi Provincial Government on the development prospects of transportation infrastructure under the "Belt and Road" strategy in the past two years. This paper summarizes the objectives and requirements for the development of transportation infrastructure in Shaanxi Province in the next few years.) based on the current shortcomings of the transportation infrastructure in Shaanxi Province, combined with the future development objectives of transport infrastructure in Shaanxi Province, Scientific and reasonable suggestions are put forward for the development of transportation infrastructure in Shaanxi Province.
