【摘要】：高速公路作為現(xiàn)代綜合交通運輸體系的重要組成部分，提高了我國公路網(wǎng)的整體技術(shù)水平，優(yōu)化了交通運輸結(jié)構(gòu)，極大地緩解了交通運輸?shù)摹捌款i"制約，有力地促進(jìn)了我國社會經(jīng)濟(jì)發(fā)展。高速公路運營對區(qū)域可持續(xù)發(fā)展影響進(jìn)行評價對實現(xiàn)社會、經(jīng)濟(jì)以及環(huán)境等的協(xié)調(diào)統(tǒng)一具有重要意義。但由于高速公路運營對區(qū)域內(nèi)社會、經(jīng)濟(jì)、資源、環(huán)境等影響具有復(fù)雜性、間接性以及難以量化性等特點，使得我國高速公路評價工作中對區(qū)域可持續(xù)發(fā)展往往關(guān)注不夠。再者，我國高速公路運營對區(qū)域可持續(xù)發(fā)展影響的評價理論研究起步較晚，成果有限，缺乏一致認(rèn)可的評價指標(biāo)體系和量化模型。 本文通過對國內(nèi)外高速公路評價、區(qū)域社會經(jīng)濟(jì)發(fā)展以及可持續(xù)發(fā)展評價現(xiàn)狀的研究和分析，對高速公路運營期內(nèi)區(qū)域可持續(xù)發(fā)展評價的內(nèi)涵、影響因素等進(jìn)行了分析，篩選出高速公路運營對區(qū)域可持續(xù)發(fā)展影響的主要因素，同時，對所有影響因子進(jìn)行了研究，構(gòu)建了高速公路運營對區(qū)域可持續(xù)發(fā)展影響評價體系，實現(xiàn)了高速公路運營對區(qū)域可持續(xù)發(fā)展影響評價研究從定性向定量的轉(zhuǎn)型。通過對幾種后評價方法的比較分析，依據(jù)高速公路運營區(qū)域可持續(xù)發(fā)展評價自身的特點，選取模糊綜合評判法作為高速公路運營對區(qū)域可持續(xù)發(fā)展影響評價的研究方法，，為實現(xiàn)我國高速公路運營對區(qū)域可持續(xù)發(fā)展影響評價提供理論依據(jù)和方法指導(dǎo)。 最后以邵懷高速公路運營對區(qū)域可持續(xù)發(fā)展影響評價研究為背景，就高速公路運營對區(qū)域可持續(xù)發(fā)展影響評價進(jìn)行了實證分析研究，對本文提出的高速公路運營對區(qū)域可持續(xù)發(fā)展影響評價指標(biāo)體系以及評價方法進(jìn)行了驗證，得出邵懷高速公路處于基本可持續(xù)狀態(tài)的評價結(jié)論。
[Abstract]:As an important part of modern comprehensive transportation system, expressway improves the overall technical level of our country's highway network, optimizes the traffic and transportation structure, and greatly alleviates the "bottleneck" restriction of traffic and transportation. The evaluation of the impact of expressway operation on regional sustainable development is of great significance to realize the coordination and unification of society, economy and environment. The impact of economy, resources and environment is complex, indirect and difficult to quantify, which makes the regional sustainable development not enough attention in highway evaluation work in China. The evaluation theory of the impact of expressway operation on regional sustainable development in China started late, limited results, lack of consistent evaluation index system and quantitative model. Based on the research and analysis of the current situation of highway evaluation, regional social and economic development and sustainable development evaluation at home and abroad, this paper analyzes the connotation and influence factors of regional sustainable development evaluation in expressway operation period. The main factors influencing the regional sustainable development of expressway operation are screened out. At the same time, all the influencing factors are studied, and the evaluation system of the impact of expressway operation on regional sustainable development is constructed. The research on the impact evaluation of expressway operation on regional sustainable development has been transformed from qualitative to quantitative. Through the comparative analysis of several post-evaluation methods, according to the characteristics of sustainable development evaluation of expressway operation area, The fuzzy comprehensive evaluation method is selected as the research method to evaluate the impact of expressway operation on regional sustainable development, which provides theoretical basis and method guidance for realizing the impact assessment of expressway operation on regional sustainable development in China. Finally, based on the research of the impact evaluation of Shaohuai expressway operation on regional sustainable development, this paper makes an empirical study on the impact evaluation of expressway operation on regional sustainable development. This paper verifies the evaluation index system and evaluation method of the impact of expressway operation on regional sustainable development, and draws the conclusion that Shaohuai Expressway is in a basic sustainable state.
