重慶主城貨車交通管理對(duì)策研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)快速發(fā)展,汽車保有量不斷增加,困擾城市的交通和環(huán)境問(wèn)題日益凸顯。城市交通嚴(yán)重堵塞、空氣質(zhì)量日益惡化,許多城市都采取各種貨車禁行的辦法,來(lái)平衡交通流量,緩解城市擁堵。貨車禁行雖然對(duì)市域交通的改善起到了一定效果,但也引發(fā)一系列的負(fù)面問(wèn)題,如增加物流成本,推高物價(jià)。同時(shí)若管理不當(dāng),不僅未能緩解城市擁堵,反而會(huì)進(jìn)一步惡化城市交通和城市環(huán)境,違背貨車禁行初衷。因此,對(duì)城市貨車交通管理進(jìn)行研究,兼顧各方利益,科學(xué)制定管理對(duì)策,對(duì)緩解城市擁堵,改善城市環(huán)境,提升民生建設(shè)水平具有重要的現(xiàn)實(shí)意義。 本文在借鑒國(guó)內(nèi)外城市有關(guān)貨車禁行管理實(shí)例和經(jīng)驗(yàn)的基礎(chǔ)上,以重慶主城為研究范圍,通過(guò)調(diào)查重慶主城貨車管理現(xiàn)狀、問(wèn)題以及主城代表性路段的交通組成、貨車類型、運(yùn)行速度以及城區(qū)貨運(yùn)分布和需求,分析了貨車的運(yùn)行特征和重慶禁行管理的重點(diǎn)區(qū)域,提出了以貨車服務(wù)功能為依據(jù)的貨車分類法,,從組織措施、經(jīng)濟(jì)手段以及技術(shù)層面三個(gè)層次對(duì)重慶貨車交通管理對(duì)策的制定提出了建議;谏鲜鲅芯砍晒,以重慶內(nèi)環(huán)快速路北環(huán)立交—西環(huán)立交段為對(duì)象,分析了該路段服務(wù)區(qū)域的交通狀況、貨運(yùn)站場(chǎng)分布以及交通流特點(diǎn),提出了該路段貨車禁行建議和配套服務(wù)措施,并對(duì)禁行影響進(jìn)行了分析。
[Abstract]:With the rapid development of our country's economy, the number of cars is increasing, and the traffic and environmental problems that beset the city are becoming increasingly prominent. The urban traffic is seriously blocked and the air quality is deteriorating day by day. Many cities have adopted all kinds of methods to ban freight cars. To balance traffic flow and ease urban congestion. Although the ban on freight cars has had some effect on the improvement of local traffic, it has also led to a series of negative problems, such as increasing logistics costs and pushing up prices. At the same time, if mismanaged, Instead of alleviating urban congestion, it will further worsen urban traffic and urban environment and violate the original intention of banning freight cars. Therefore, the study of urban freight car traffic management will take into account the interests of all parties and scientifically formulate management countermeasures. It has important practical significance to alleviate urban congestion, improve urban environment and raise the level of people's livelihood construction. Based on the examples and experiences of freight car ban management in domestic and foreign cities, this paper, taking Chongqing main city as the research scope, investigates the present situation of freight car management in Chongqing main city, the problems, the traffic composition and the type of freight car on the representative section of the main city. The running speed, distribution and demand of freight transportation in urban area are analyzed. The operating characteristics of freight cars and the key areas of Chongqing forbidden management are analyzed. The classification method of freight cars based on the service function of freight cars is put forward, and the organizational measures are taken. On the basis of the above research results, taking the North Ring Interchange of Chongqing Inner Ring Expressway and the West Ring Interchange Section as the object, the paper puts forward some suggestions on the formulation of Chongqing Freight car Traffic Management Strategy at the three levels of economic means and technical level. This paper analyzes the traffic situation, distribution of freight yard and traffic flow in the service area of this section, and puts forward some suggestions and supporting service measures for the section, and analyzes the influence of the ban.
