【摘要】：中國的出租車行業(yè)隨著社會經(jīng)濟的發(fā)展進入了快速發(fā)展時期,行業(yè)的蓬勃發(fā)展為經(jīng)營者帶來利潤的同時也為民眾創(chuàng)造了更多的便利。但對于長春市的出租車行業(yè)來說,由于歷史、地區(qū)等因素,使得該行業(yè)的發(fā)展存在一定的特殊性。公眾對于出租車越來越高的期望與行業(yè)發(fā)展的相對滯后形成了矛盾的雙方；另外對于出租車經(jīng)營者來說,行業(yè)面臨的內外環(huán)境越來越復雜；對于行業(yè)規(guī)制者來說,行業(yè)發(fā)展暴露出的問題使出租車行業(yè)的規(guī)制一度成為社會和公眾關注的焦點。相較于以往,政府部門面臨了更多的壓力。所以發(fā)現(xiàn)長春市出租車行業(yè)的問題、找出相應的對策成為了本文探討的主題。 文章首先回顧了國內外對于出租車行業(yè)規(guī)制的理論及經(jīng)驗,在詳細闡述規(guī)制理論的前提下提出政府規(guī)制存在的必要性。在對規(guī)制理論的介紹中,進行了分類闡述,并對公共利益理論、部門利益理論以及俘獲制理論進行了詳細的介紹,并分析出租車行業(yè)政府規(guī)制的必要性。接下來文章對出租車行業(yè)進行了全面分析,介紹行業(yè)屬性以及行業(yè)定位,并跟據(jù)規(guī)制理論提出出租車行業(yè)的規(guī)制依據(jù),然后對出租車行業(yè)的規(guī)制方式及手段進行分析。文章中對于長春市出租車行業(yè)的政府規(guī)制研究主要從準入規(guī)制、價格規(guī)制和質量規(guī)制三方面進行,并提出相應的規(guī)制建議。在對長春市準入規(guī)制進行研究時采用了數(shù)量對比分析以及需求數(shù)量回歸分析的方法。在研究價格規(guī)制時,通過對比東北三省四市的出租車價格后,針對長春市出租車實際情況,提出兩項出租車運價改革方案,從而達到調整出租車定位、緩解供求矛盾以及均衡行業(yè)利潤的目的。并在質量規(guī)制方面建議吸取國內外先進城市行業(yè)經(jīng)驗,全面提升長春市出租車行業(yè)的整體服務水平。
