【摘要】：中國的出租車行業(yè)隨著社會經(jīng)濟(jì)的發(fā)展進(jìn)入了快速發(fā)展時(shí)期,行業(yè)的蓬勃發(fā)展為經(jīng)營者帶來利潤的同時(shí)也為民眾創(chuàng)造了更多的便利。但對于長春市的出租車行業(yè)來說,由于歷史、地區(qū)等因素,使得該行業(yè)的發(fā)展存在一定的特殊性。公眾對于出租車越來越高的期望與行業(yè)發(fā)展的相對滯后形成了矛盾的雙方；另外對于出租車經(jīng)營者來說,行業(yè)面臨的內(nèi)外環(huán)境越來越復(fù)雜；對于行業(yè)規(guī)制者來說,行業(yè)發(fā)展暴露出的問題使出租車行業(yè)的規(guī)制一度成為社會和公眾關(guān)注的焦點(diǎn)。相較于以往,政府部門面臨了更多的壓力。所以發(fā)現(xiàn)長春市出租車行業(yè)的問題、找出相應(yīng)的對策成為了本文探討的主題。 文章首先回顧了國內(nèi)外對于出租車行業(yè)規(guī)制的理論及經(jīng)驗(yàn),在詳細(xì)闡述規(guī)制理論的前提下提出政府規(guī)制存在的必要性。在對規(guī)制理論的介紹中,進(jìn)行了分類闡述,并對公共利益理論、部門利益理論以及俘獲制理論進(jìn)行了詳細(xì)的介紹,并分析出租車行業(yè)政府規(guī)制的必要性。接下來文章對出租車行業(yè)進(jìn)行了全面分析,介紹行業(yè)屬性以及行業(yè)定位,并跟據(jù)規(guī)制理論提出出租車行業(yè)的規(guī)制依據(jù),然后對出租車行業(yè)的規(guī)制方式及手段進(jìn)行分析。文章中對于長春市出租車行業(yè)的政府規(guī)制研究主要從準(zhǔn)入規(guī)制、價(jià)格規(guī)制和質(zhì)量規(guī)制三方面進(jìn)行,并提出相應(yīng)的規(guī)制建議。在對長春市準(zhǔn)入規(guī)制進(jìn)行研究時(shí)采用了數(shù)量對比分析以及需求數(shù)量回歸分析的方法。在研究價(jià)格規(guī)制時(shí),通過對比東北三省四市的出租車價(jià)格后,針對長春市出租車實(shí)際情況,提出兩項(xiàng)出租車運(yùn)價(jià)改革方案,從而達(dá)到調(diào)整出租車定位、緩解供求矛盾以及均衡行業(yè)利潤的目的。并在質(zhì)量規(guī)制方面建議吸取國內(nèi)外先進(jìn)城市行業(yè)經(jīng)驗(yàn),全面提升長春市出租車行業(yè)的整體服務(wù)水平。

This paper firstly reviews the theory and experience at home and abroad for the regulation of the taxi industry, elaborated on the premise of regulation theory under the necessity of government regulation. And the analysis of the necessity of government regulation of the taxi industry.
