【摘要】:中國的出租車行業(yè)隨著社會經(jīng)濟的發(fā)展進入了快速發(fā)展時期,行業(yè)的蓬勃發(fā)展為經(jīng)營者帶來利潤的同時也為民眾創(chuàng)造了更多的便利。但對于長春市的出租車行業(yè)來說,由于歷史、地區(qū)等因素,使得該行業(yè)的發(fā)展存在一定的特殊性。公眾對于出租車越來越高的期望與行業(yè)發(fā)展的相對滯后形成了矛盾的雙方;另外對于出租車經(jīng)營者來說,行業(yè)面臨的內外環(huán)境越來越復雜;對于行業(yè)規(guī)制者來說,行業(yè)發(fā)展暴露出的問題使出租車行業(yè)的規(guī)制一度成為社會和公眾關注的焦點。相較于以往,政府部門面臨了更多的壓力。所以發(fā)現(xiàn)長春市出租車行業(yè)的問題、找出相應的對策成為了本文探討的主題。 文章首先回顧了國內外對于出租車行業(yè)規(guī)制的理論及經(jīng)驗,在詳細闡述規(guī)制理論的前提下提出政府規(guī)制存在的必要性。在對規(guī)制理論的介紹中,進行了分類闡述,并對公共利益理論、部門利益理論以及俘獲制理論進行了詳細的介紹,并分析出租車行業(yè)政府規(guī)制的必要性。接下來文章對出租車行業(yè)進行了全面分析,介紹行業(yè)屬性以及行業(yè)定位,并跟據(jù)規(guī)制理論提出出租車行業(yè)的規(guī)制依據(jù),然后對出租車行業(yè)的規(guī)制方式及手段進行分析。文章中對于長春市出租車行業(yè)的政府規(guī)制研究主要從準入規(guī)制、價格規(guī)制和質量規(guī)制三方面進行,并提出相應的規(guī)制建議。在對長春市準入規(guī)制進行研究時采用了數(shù)量對比分析以及需求數(shù)量回歸分析的方法。在研究價格規(guī)制時,通過對比東北三省四市的出租車價格后,針對長春市出租車實際情況,提出兩項出租車運價改革方案,從而達到調整出租車定位、緩解供求矛盾以及均衡行業(yè)利潤的目的。并在質量規(guī)制方面建議吸取國內外先進城市行業(yè)經(jīng)驗,全面提升長春市出租車行業(yè)的整體服務水平。

This paper firstly reviews the theory and experience at home and abroad for the regulation of the taxi industry, elaborated on the premise of regulation theory under the necessity of government regulation. In the introduction of the regulation theory, are described in detail, and the theory of public interests, departmental interests theory and capture theory are introduced in detail. And the analysis of the necessity of government regulation of the taxi industry. Then the article makes a comprehensive analysis of the taxi industry, the property industry and industry positioning, and according to the theory of regulation the regulation on the basis of the taxi industry, and the regulation of the taxi industry and the means of analysis. The article research on government regulation of the taxi industry, mainly from the Changchun access regulation, price regulation and quality regulation in three aspects, and put forward the corresponding regulation suggestions. In the research into the Changchun City access regulation When using the method of quantitative analysis and regression analysis. The research on demand price regulation, by comparing the four northeast provinces city taxi price, according to the actual situation of the taxi Changchun City, proposed two taxi tariff reform program, which can adjust the rental location, ease the contradiction between supply and demand and equilibrium industry profit. The quality regulation to absorb advanced experience in the city industry at home and abroad, to enhance the taxi industry Changchun city's overall level of service.
