公路工程監(jiān)理項(xiàng)目投標(biāo)報(bào)價(jià)風(fēng)險(xiǎn)與策略方法的研究

【摘要】:我國(guó)自2000年實(shí)行工程監(jiān)理招投標(biāo)制以來(lái),經(jīng)過(guò)十年的深入發(fā)展,其運(yùn)行機(jī)制不斷完善,程序逐漸規(guī)范。目前“在中國(guó)境內(nèi)進(jìn)行的大型基礎(chǔ)設(shè)施、公用事業(yè)等關(guān)系社會(huì)公共利益、公眾安全的項(xiàng)目、全部或者部分使用國(guó)有資金投資或者國(guó)家融資的項(xiàng)目、使用國(guó)際組織或者外國(guó)政府貸款、援助資金的項(xiàng)目”都必須通過(guò)投標(biāo)來(lái)取得,各監(jiān)理單位每年都要投幾十甚至上百個(gè)標(biāo),積累了豐富的投標(biāo)經(jīng)驗(yàn)。 隨著國(guó)民經(jīng)濟(jì)的飛速發(fā)展,在基礎(chǔ)建設(shè)方面尤其是交通基礎(chǔ)設(shè)施的建設(shè)的發(fā)展進(jìn)展迅速,近幾年來(lái),國(guó)家政府每年投入的交通基礎(chǔ)設(shè)施的建設(shè)資金都超過(guò)了兩千億元,從而使公路建設(shè)尤其是高等級(jí)道路或高速公路的建設(shè)得到了蓬勃發(fā)展。自上世紀(jì)我國(guó)公路建設(shè)接受世行貸款修建干線公路實(shí)施監(jiān)理制度以來(lái),近30年的時(shí)間也已經(jīng)形成了一套有中國(guó)特色的工程監(jiān)理運(yùn)作模式,基本形成了開發(fā)、競(jìng)爭(zhēng)的監(jiān)理市場(chǎng)格局。公路建設(shè)監(jiān)理投標(biāo)已經(jīng)成為監(jiān)理單位獲取公路建設(shè)監(jiān)理項(xiàng)目的重要來(lái)源之一,研究投標(biāo)報(bào)價(jià)策略,并根據(jù)公路建設(shè)監(jiān)理的特點(diǎn)和招標(biāo)文件的要求,,編制科學(xué)、合理、可行的報(bào)價(jià),爭(zhēng)取高中標(biāo)率,已經(jīng)成為監(jiān)理單位經(jīng)營(yíng)戰(zhàn)略的重中之重。

With the rapid development of the national economy, the development of infrastructure construction, especially the construction of transportation infrastructure, has made rapid progress. In recent years, the national government has invested more than 200 billion yuan in the construction of transport infrastructure every year. Therefore, highway construction, especially the construction of high-grade roads or highways, has been flourishing. Since the last century, the construction of highways in China has been implemented under the supervision system of the World Bank loan for the construction of trunk roads. In the past 30 years, a set of operational mode of engineering supervision with Chinese characteristics has been formed, basically forming the development. The competitive supervision market pattern. Highway construction supervision bidding has become one of the important sources for supervision units to obtain highway construction supervision projects. The bidding strategy is studied, and according to the characteristics of highway construction supervision and the requirements of bidding documents, Making scientific, reasonable and feasible quotation and striving for high winning rate have become the most important management strategy of supervision unit.
