【摘要】：本文研究的是日本船員保險制度改革問題,目的是探討我國建立船員保險制度的可能性和可行性。由于近年來日本船員保險的參保人數(shù)出現(xiàn)了持續(xù)減少以及財政赤字不斷攀高的趨勢,日本政府通過對船員保險制度的多項改革使其逐漸完善,充分保障了船員的疾病風險和災害風險。尚未包含船員保險項目的我國社會保險制度,如何解決船員這一海上特定高風險的勞務(wù)群體的風險保障問題,是本人研究的重心所在。論文的研究主要是通過文獻研究和歷史分析的方法,研究了日本船員保險制度的發(fā)展歷程及制度改革措施。研究發(fā)現(xiàn)在日本船員保險制度改革的過程中,政府充分發(fā)揮了主導作用,特別體現(xiàn)在制度內(nèi)容的不斷修訂與完善上。該制度通過調(diào)整保險費率和保險項目的實施方式,以及行業(yè)協(xié)會運行保險制度的管理模式等是我國可以借鑒的經(jīng)驗。但其高額給付、廣覆蓋且過細的保險項目,由于是獨立運行的保險制度,制度的運行需要大量的財政投入和人力資本,所以我國應借鑒其相關(guān)的保障項目內(nèi)容,作為融合于社會保險制度之中的補充保險是筆者研究的結(jié)論。
[Abstract]:This paper is a study of the Japanese crew insurance system reform, the purpose is to investigate the possibility and feasibility of the establishment of the crew insurance system in China.
