【摘要】：近年來,受煤炭消費政策、產(chǎn)業(yè)結構調(diào)整及環(huán)保壓力等因素地影響,煤炭市場不景氣,沿海各煤炭碼頭的煤炭吞吐量均有不同程度下降,煤炭碼頭之間競爭日益激烈。我國煤炭碼頭主要業(yè)務為港口煤炭裝卸作業(yè),專業(yè)化較強但基本上是標準化、同質化的生產(chǎn)作業(yè)流程,各碼頭之間的競爭主要是價格戰(zhàn)。因此,如何有效進行成本控制,降低成本,便成為煤炭碼頭企業(yè)的首要工作。DT煤炭碼頭有限公司是一家典型的港口公司,也面臨成本控制的難題。本文通過對其成本控制現(xiàn)狀分析發(fā)現(xiàn),倒運費、財務費用、環(huán)保成本等成本控制中的重點,有很大的壓縮空間。進一步的分析表明,倒運主管部門設置不合理,堆存能力限制,應急制度缺失是導致倒運費居高不下的原因;融資金額大,融資模式單一,承兌匯票存量大,資金周轉率低使財務費用保持在較高水平;抑塵技術環(huán)保組織滯后,罰款額高,環(huán)保設備不達標,排污收費標準高導致環(huán)保成本高;事前控制度不完善,經(jīng)濟測算流于形式,事中作業(yè)流程疏于管控是成本管控體系存在的主要問題。在上述分析的基礎上,本文提出DT煤炭碼頭成本控制的改進建議:倒運管控由市場部改為調(diào)度室、場地策劃與船舶動態(tài)有機結與全面梳理碼頭管理制度,新增應急管理章程相結合解決倒運費存在的問題;大型港口設備實行融資租賃、票據(jù)貼現(xiàn)與銀行貸款相結合有效控制財務費用;把環(huán)保納入港口作業(yè)流程,建章立制、加大港口專業(yè)化除塵設施設備投入、三位一體的管理模式下組織環(huán)保工作、靜態(tài)抑塵和動態(tài)抑塵相結合這四項措施降低環(huán)境成本;梳理成本管控制度,強化成本預算流程的嚴肅性、嚴控成本發(fā)生環(huán)節(jié),成本效益原則為指導改良用工制度、業(yè)績考核加入成本計劃完成情況,建立歷史數(shù)據(jù)橫向編織來優(yōu)化成本控制體系。
[Abstract]:In recent years, under the influence of the coal consumption policy, industrial structure adjustment and environmental pressure, the coal market has been depressed, and the coal throughput of each coal terminal along the coast has decreased to varying degrees. The main business of coal wharf in our country is port coal loading and unloading, which is specialized but basically standardized, and the competition among the wharves is mainly a price war. How to effectively control the cost and reduce the cost becomes the primary work of the coal wharf enterprise. DT Coal Wharf Co., Ltd. is a typical port company. By analyzing the current situation of cost control, this paper finds that the key points of cost control, such as reverse transportation cost, financial cost and environmental protection cost, have a lot of space to compress. The unreasonable setting, the limited storage capacity and the lack of emergency system are the reasons for the high cost of reverse shipping, the large amount of financing, the single mode of financing, and the large amount of acceptance bill. The low turnover rate of funds keeps the financial expenses at a high level; the dust suppression technology and environmental protection organizations lag behind, the fines are high, the environmental protection equipment is not up to the standard, and the sewage charges are high, resulting in high environmental protection costs; the degree of prior control is not perfect; and the economic calculation is a mere formality. On the basis of the above analysis, this paper puts forward some suggestions to improve the cost control of DT coal wharf. The reverse operation control is changed from marketing department to dispatching room. Site planning and ship dynamic organic knot and comprehensive combing of wharf management system, new emergency management regulations to solve the existing problems of reverse transportation charges; large port equipment financing lease, The combination of bill discount and bank loans can effectively control financial expenses, bring environmental protection into the port operation process, establish regulations, increase investment in specialized dust removal facilities of the port, and organize environmental protection work under the trinity management mode, Combining static dust suppression with dynamic dust suppression, these four measures can reduce the environmental cost, comb the cost control system, strengthen the seriousness of the cost budget process, strictly control the cost occurrence links, and improve the employment system under the guidance of the cost-benefit principle. Performance appraisal adds cost plan completion, establishes historical data horizontal weaving to optimize cost control system.
