【摘要】:近年來(lái),由于機(jī)場(chǎng)受到土地及環(huán)境等方面的制約,航班擁堵和延誤越來(lái)越嚴(yán)重。對(duì)于航空公司來(lái)說(shuō),機(jī)場(chǎng)時(shí)隙是航空運(yùn)輸獲得收益的首要條件。沒(méi)有時(shí)隙供航空器起降,航空公司便無(wú)法獲益。隨著越來(lái)越多的專家學(xué)者對(duì)相關(guān)法律法規(guī)制定的研究,以及對(duì)機(jī)場(chǎng)時(shí)隙分配技術(shù)的探討,使得機(jī)場(chǎng)時(shí)隙分配成為航空公司提高生產(chǎn)效率和生產(chǎn)質(zhì)量,尋求更高收益水平的重要手段。如何配置這些稀缺的機(jī)場(chǎng)時(shí)隙成為了當(dāng)今世界航空運(yùn)輸業(yè)普遍關(guān)注的問(wèn)題。 本文對(duì)時(shí)隙的特點(diǎn)及價(jià)值構(gòu)成進(jìn)行了分析,借鑒了國(guó)內(nèi)外對(duì)于機(jī)場(chǎng)時(shí)隙分配的研究成果,結(jié)合國(guó)內(nèi)民航局有關(guān)機(jī)場(chǎng)時(shí)隙分配的法律法規(guī),應(yīng)用博弈理論和現(xiàn)代航空運(yùn)輸規(guī)劃的相關(guān)理論,兼顧時(shí)隙分配的效率和公平,考慮一直為航空運(yùn)輸業(yè)所沿用的祖父權(quán)利,在原有的抽簽法分配的基礎(chǔ)上提出改進(jìn)方案,建立納什均衡博弈模型;另一方面根據(jù)航空公司在不同時(shí)隙收益的差別,建立時(shí)隙指派模型。 兩模型均在符合機(jī)場(chǎng)容量要求的情況下執(zhí)行,前者選取均衡收益點(diǎn)作為時(shí)隙分配方案,以此來(lái)使航空公司在博弈中獲得最佳時(shí)隙組合;后者選取總體收益最大作為目標(biāo),分配機(jī)場(chǎng)時(shí)隙。兩者均通過(guò)數(shù)值算例來(lái)驗(yàn)證模型的有效性,,獲得適合方案,為航空公司提供更為直觀的機(jī)場(chǎng)時(shí)隙分配方案。
[Abstract]:In recent years, because airports are restricted by land and environment, flight congestion and delays are becoming more and more serious. For airlines, airport time slots are the primary condition for the revenue of air transportation. There are no time slots for aircraft to take off and land. As more and more experts and scholars study the relevant laws and regulations, as well as the discussion of airport slot allocation technology, the airport slot allocation becomes an airline to improve production efficiency and production quality. How to allocate these scarce airport time slots has become a common concern of the world's air transportation industry. In this paper, the characteristics and value composition of time slots are analyzed, and the research results of airport slot allocation at home and abroad are used for reference. Based on game theory and modern air transportation planning theory, considering the efficiency and fairness of slot allocation, considering the grandfather rights that have been used for air transportation, an improved scheme is put forward on the basis of the original drawing of lots. On the other hand, according to the difference of airline income in different time slots, the slot assignment model is established. The two models are implemented in accordance with the requirements of airport capacity. The former selects equilibrium income points as slot allocation scheme to make airlines obtain the best slot combination in the game, and the latter selects the maximum total income as the target. Both of them are used to verify the validity of the model and obtain a suitable scheme to provide a more intuitive airport slot allocation scheme for airlines.
