【摘要】：農(nóng)村公路對(duì)于提高農(nóng)民收入，促進(jìn)農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展具有重要的意義。農(nóng)村公路為縮小城鄉(xiāng)之間的差距，推動(dòng)社會(huì)和諧，起到了不可估量的作用。農(nóng)村公路是我國(guó)整個(gè)公路網(wǎng)的基礎(chǔ)，加快農(nóng)村公路建設(shè)，既是全面落實(shí)科學(xué)發(fā)展觀的必然要求，也是建設(shè)社會(huì)主義新農(nóng)村的重要內(nèi)容；既是改善農(nóng)村地區(qū)生產(chǎn)生活條件、發(fā)展農(nóng)村經(jīng)濟(jì)、解決“三農(nóng)”問(wèn)題的前提，也是增加農(nóng)民收入的有效途徑。我們必須從國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展的全局出發(fā)，深刻認(rèn)識(shí)新時(shí)期加快農(nóng)村公路建設(shè)的重大意義，，提高我們對(duì)農(nóng)村公路建設(shè)的認(rèn)識(shí)。 從其屬性上看，農(nóng)村公路屬于準(zhǔn)公共物品，其建設(shè)資金的來(lái)源應(yīng)該主要是政府部門。但從公共選擇理論以及新公共管理學(xué)派相關(guān)理論可知，在公共物品的供給中，政府存在失靈的現(xiàn)象。但我國(guó)農(nóng)村公路建設(shè)的形勢(shì)已刻不容緩，而其建設(shè)的資金缺口巨大。因此，可以探究多種渠道，拓寬農(nóng)村公路資金來(lái)源，加大農(nóng)村公路建設(shè)力度。 本文研究了農(nóng)村公路的概念界定、本質(zhì)屬性、現(xiàn)行融資渠道及國(guó)外農(nóng)村公路建設(shè)融資的經(jīng)驗(yàn)等。文章指出在我國(guó)現(xiàn)有的農(nóng)村公路投資模式中，中央資金與地方財(cái)政支持占農(nóng)村公路建設(shè)資金的大部分，這種模式下存在資金缺口大，融資渠道窄等問(wèn)題，與我國(guó)農(nóng)村公路高速發(fā)展的需要難以匹配。為了彌補(bǔ)這一缺陷，我們應(yīng)該轉(zhuǎn)變觀念，探索新的農(nóng)村公路建設(shè)融資渠道，將農(nóng)村公路服務(wù)基金、BOT項(xiàng)目融資、市場(chǎng)債券等多種融資途徑引入到農(nóng)村公路建設(shè)中，使農(nóng)村公路建設(shè)的融資渠道多樣化。
[Abstract]:Rural roads are of great significance for raising farmers' income and promoting rural economic and social development. Rural roads are intended to narrow the gap between urban and rural areas and promote social harmony. Rural highway is the foundation of the whole highway network of our country. Speeding up the construction of rural highway is not only the inevitable requirement of carrying out the scientific development view, but also the important content of constructing the new socialist countryside. This is not only the prerequisite for improving the conditions of production and living in rural areas, the development of rural economy, and the solution to the problems of "agriculture, countryside and farmers", but also the effective way to increase farmers' income. We must proceed from the overall situation of national economic and social development. To understand the significance of speeding up rural highway construction in the new period and to improve our understanding of rural highway construction. From its attribute, the rural highway belongs to the quasi-public goods, and the source of its construction funds should be mainly from the government department. However, from the theory of public choice and the relevant theories of the new school of public management, we can know that in the supply of public goods, However, the situation of rural highway construction in our country is urgent, and the fund gap of its construction is huge. Therefore, we can explore various channels, widen the sources of rural highway funds, and increase the intensity of rural highway construction. This paper studies the definition of the concept of rural highway, its essential attribute, the current financing channels and the experiences of foreign countries in the financing of rural highway construction. The paper points out that in the existing investment mode of rural highway in China, Central funds and local financial support account for the majority of rural highway construction funds. In this mode, there are many problems, such as large funding gap and narrow financing channels, which are difficult to match with the needs of high-speed development of rural roads in China. We should change our ideas, explore new financing channels for rural highway construction, and introduce various financing ways, such as rural highway service fund bot project financing and market bonds, to rural highway construction, so as to diversify the financing channels of rural highway construction.
