【摘要】：港口作為水上交通運(yùn)輸業(yè)的一個(gè)重要環(huán)節(jié),對(duì)城市及區(qū)域經(jīng)濟(jì)的發(fā)展有巨大的推動(dòng)作用。基于這一認(rèn)識(shí),珠海市政府于2008年提出“以港立市”戰(zhàn)略,組建珠海港控股集團(tuán),大規(guī)模建設(shè)港口,加快港口建設(shè)和發(fā)展步伐。 港口勞動(dòng)具有點(diǎn)多、線長(zhǎng)、面廣、分散和受自然因素影響大的特點(diǎn),勞動(dòng)中存在著比一般行業(yè)更大的危險(xiǎn)性和不安全因素。隨著經(jīng)濟(jì)和社會(huì)的不斷發(fā)展,港口的吞吐量隨之水漲船高,其安全問(wèn)題會(huì)日益突出,越發(fā)受到關(guān)注。一線工人是港口裝卸勞動(dòng)的重要組成部分,他們的辛勤勞動(dòng)鑄就港口業(yè)的輝煌。保障港口一線工人的勞動(dòng)安全,是港口企業(yè)生存發(fā)展的基本要求,是“以人為本”理念的體現(xiàn),是構(gòu)筑和諧港口、實(shí)現(xiàn)可持續(xù)發(fā)展的根本。因此,國(guó)家對(duì)港口及一線工人的安全生產(chǎn)管理越來(lái)越重視。 本文作者在充分認(rèn)識(shí)港口安全管理重要意義的前提下,查閱國(guó)內(nèi)外相關(guān)文獻(xiàn),運(yùn)用安全科學(xué)理論的原理,以安生生產(chǎn)法律法規(guī)標(biāo)準(zhǔn)、事故致因理論為依據(jù),結(jié)合本人11年在港口行業(yè)的安全管理實(shí)踐,對(duì)珠海國(guó)際貨柜碼頭(高欄)有限公司(簡(jiǎn)稱“Z港”)一線工人的勞動(dòng)安全管理進(jìn)行研究。 本文的基本結(jié)構(gòu)及內(nèi)容如下： 第1章是緒論。本章介紹選題的背景、意義、國(guó)內(nèi)外安全管理現(xiàn)狀,明確本文的研究對(duì)象、方法和內(nèi)容。 第2章是勞動(dòng)安全管理的相關(guān)理論。本章對(duì)安全管理的基本原理以及事故致因理論進(jìn)行了論述。 第3章是Z港一線工人勞動(dòng)安全現(xiàn)狀分析。本章簡(jiǎn)要介紹了Z港的情況,包括一線工人的工種、年齡、工齡、學(xué)歷的分布以及對(duì)安全的影響；然后重點(diǎn)對(duì)Z港的安全管理的現(xiàn)狀以及存在的問(wèn)題進(jìn)行分析。指出Z港存在工人安全意識(shí)不高、組織機(jī)構(gòu)不健全、制度規(guī)程不完善、承包商缺乏自身安全管理等問(wèn)題。 第4章是與一現(xiàn)工人勞動(dòng)安全有關(guān)的危害辨識(shí)。本章簡(jiǎn)要介紹了危害及辨識(shí)的定義、方法；然后結(jié)合Z港實(shí)際,辨識(shí)Z港存在的主要危害因素。 第5章是Z港一線工人勞動(dòng)安全管理的改進(jìn)措施。結(jié)合第3章Z港存在的問(wèn)題和第4章的危害辨識(shí),本章提出了改善措施。 第6章是結(jié)論。通過(guò)研究,本文得出結(jié)論,并提出了思考。 本文對(duì)Z港一線工人勞動(dòng)安全管理的研究成果,包括本人11年來(lái)港口安全管理的經(jīng)驗(yàn)總結(jié),對(duì)港口碼頭行業(yè)的安全管理具有一定的指導(dǎo)作用,對(duì)保障一線工人的生命安全以及預(yù)防、減少安全生產(chǎn)事故的發(fā)生具有實(shí)際意義。
[Abstract]:Port as an important part of water transportation industry, the development of city and regional economy has a huge role. Based on this, the Zhuhai municipal government in 2008 proposed to the harbor city strategy, the formation of Zhuhai port holding group, large-scale construction of the port, port construction and accelerate the pace of development.
Port labor has many points, long, wide, and dispersed by natural factors, there are more dangerous than the general industry and unsafe factors in the work. With the development of economy and society, the throughput of the port will be gone, the security issues will become increasingly prominent, more and more attention. First the workers is an important part of the port handling labor and their hard work casts the glory of the port industry. To protect the port workers' labor safety, is the basic requirement of the port enterprise's survival and development, is the "people-oriented" concept, is to build a harmonious port, can achieve sustainable development. Therefore, the state of the port and the front-line workers the safety production management more and more attention.
The author of this paper based on a good understanding of the important significance of the port safety management, the related literature at home and abroad, using the principle of safety science theory, to quiet production laws and regulations, accident causation theory, combined with my 11 years in port safety management practice of Zhuhai international container terminal (Gaolan) Co. Ltd. (hereinafter referred to as "Z") of the labor safety management of front-line workers.
The basic structure and content of this article are as follows:
The first chapter is the introduction. This chapter introduces the background and significance of the topic, the status of safety management at home and abroad, and clarified the object, method and content of this article.
The second chapter is the related theory of labor safety management. This chapter discusses the basic principle of safety management and the theory of accident cause.
The third chapter is the analysis of the current situation of work safety in Hong Kong Z front-line workers. This chapter briefly introduces the Z situation in Hong Kong, including front-line workers jobs, age, seniority, degree distribution and the impact on the safety and safety management situation; focus on the Z port and the existing problems are analyzed. It is pointed out that the Z port workers safety awareness is not high, the organization is not perfect, the system of regulation is not perfect, the Contractor's own lack of security management problems.
The fourth chapter is the identification of hazards related to a worker's labor safety. This chapter briefly introduces the definition and methods of hazards and identification, and then identifies the main hazards of Z port based on the reality of Z port.
The fifth chapter is the improvement measures for the labor safety management of the Z frontline workers. In this chapter, the improvement measures are put forward in this chapter, combined with the existing problems in the third chapter of port and the hazard identification of the fourth chapter.
The sixth chapter is the conclusion. Through the study, this article draws the conclusion and puts forward the thinking.
This paper researches on labor safety management Z port line workers, including my 11 years experience in port safety management, safety management of the port industry has a guiding role, to protect the workers' life safety and the prevention, reduction of production safety accidents has practical significance occurred.
