我國(guó)高速鐵路工程承包企業(yè)人力資源管理研究

【摘要】:中國(guó)高速鐵路的蓬勃發(fā)展,以及伴隨而來的過快發(fā)展導(dǎo)致的相關(guān)質(zhì)量和安全問題等,引起了公眾對(duì)于我國(guó)高速鐵路建設(shè)工程的質(zhì)量、安全以及我國(guó)高速鐵路工程建設(shè)人力資源管理等領(lǐng)域的廣泛關(guān)注。高速鐵路工程建設(shè)項(xiàng)目承包企業(yè)的管理模式直接決定著高鐵建設(shè)的質(zhì)量和安全,在這種背景下,深入系統(tǒng)地研究我國(guó)高速鐵路建設(shè)工程下的承包企業(yè)人力資源管理模式,以及如何推行我國(guó)高鐵建設(shè)項(xiàng)目管理下承包企業(yè)人力資源管理,是促進(jìn)我國(guó)建筑市場(chǎng)發(fā)展,進(jìn)而促進(jìn)我國(guó)高速鐵路建設(shè)行業(yè)發(fā)展的需要。 本論文,通過深入走訪“貴廣高鐵”第七標(biāo)段建設(shè)一線,與現(xiàn)場(chǎng)施工人員、項(xiàng)目管理人員和行業(yè)專家座談,了解我國(guó)高鐵工程建設(shè)現(xiàn)狀,發(fā)現(xiàn)高鐵建設(shè)過程中人力資源管理存在的問題,提煉并總結(jié)經(jīng)驗(yàn)做法;基于客觀實(shí)踐調(diào)研,梳理高鐵建設(shè)承包企業(yè)人力資源管理組織關(guān)系,學(xué)術(shù)借鑒國(guó)外建設(shè)經(jīng)驗(yàn)和啟示,在此背景下,從承包企業(yè)人力資源管理入手,基于高鐵鐵路建設(shè)及發(fā)展特點(diǎn)和特殊需求以及未來在技術(shù)革新上和集成化管理等趨勢(shì)上對(duì)于高速鐵路建設(shè)項(xiàng)目承包企業(yè)人力資源管理的模式進(jìn)行研究,提出現(xiàn)有模式下存在的缺點(diǎn),并以問題為出發(fā)點(diǎn),在充分考慮各階段之間的內(nèi)在聯(lián)系和各自特點(diǎn)的基礎(chǔ)之上,提出基于以高速鐵路建設(shè)人力資源素質(zhì)需求分析、招聘與培訓(xùn)、績(jī)效考核、集成化管理等多維度多目標(biāo)的人力資源管理思想,建立和調(diào)整適合高速鐵路建設(shè)項(xiàng)目特點(diǎn)的人力資源組織管理模式,為保證鐵路建設(shè)工程的順利進(jìn)行,提高鐵路建設(shè)的綜合效益提供借鑒思考和學(xué)術(shù)研究意義。
[Abstract]:The booming development of high-speed railway in China, and the related quality and safety problems caused by the rapid development, have aroused public concern about the quality of high-speed railway construction projects in China. Safety and human resource management of high-speed railway construction are widely concerned in China. The quality and safety of high-speed railway construction are directly determined by the management mode of contracting enterprises in high-speed railway construction projects. In order to promote the development of the construction market of our country, it is necessary to deeply and systematically study the human resource management mode of the contracting enterprise under the construction project of high-speed railway in China, and how to carry out the human resource management of the contracting enterprise under the management of the high-speed railway construction project in our country. Then promote our country high-speed railway construction profession development need. In this paper, through a thorough visit to the construction line of the 7th section of "Guiguang High-speed Railway" and a discussion with field construction personnel, project management personnel and industry experts, we can understand the current construction situation of high-speed rail projects in China. Find out the problems existing in the human resource management in the process of high-speed railway construction, refine and summarize the experience, sort out the organizational relationship of human resources management in the contracting enterprises of high-speed railway construction based on objective practical investigation, and learn from the experience and enlightenment of foreign construction. In this context, from the contracting enterprise human resource management, Based on the characteristics and special needs of high-speed railway construction and development as well as the trend of technological innovation and integrated management in the future, the mode of human resource management in contracting enterprises of high-speed railway construction projects is studied. Based on the analysis, recruitment and training of the quality of human resources in the construction of high-speed railway, this paper puts forward the shortcomings of the existing mode, and taking the problem as the starting point, and considering the internal relations among the stages and the characteristics of each stage, the author puts forward that the quality of human resources should be analyzed, recruited and trained. In order to ensure the smooth progress of railway construction project, a multi-dimensional and multi-objective human resource management idea, such as performance appraisal and integrated management, is established and adjusted in order to ensure the smooth progress of railway construction project, and to establish and adjust the human resources organization and management mode suitable for the characteristics of high-speed railway construction project. Improve the comprehensive benefit of railway construction to provide reference and academic research significance.
