【摘要】:國家"一帶一路"倡議給我國鐵路積極開拓國際物流市場創(chuàng)造了極為有利的條件。為更好地滿足國際鐵路貨運市場結(jié)匯需求,試將多式聯(lián)運提單引入鐵路單證系統(tǒng),并對鐵路多式聯(lián)運提單在國際貿(mào)易中的可行性進行分析。通過識別引入鐵路多式聯(lián)運提單后主要涉及方所面臨的風(fēng)險,建立風(fēng)險評價指標體系,應(yīng)用基于可拓學(xué)的層次分析法,較為客觀地判斷各風(fēng)險因素的重要程度,并針對鐵路多式聯(lián)運提單風(fēng)險評價結(jié)果分析風(fēng)險產(chǎn)生的原因,提出相應(yīng)控制風(fēng)險的措施,從而更有效地規(guī)避風(fēng)險。
[Abstract]:The national "Belt and Road" initiative has created extremely favorable conditions for China's railways to actively develop the international logistics market. In order to better meet the demand of the international freight transport market for foreign exchange settlement, try to introduce the multimodal bill of lading into the railway document system. The feasibility of railway multimodal transport bill of lading in international trade is analyzed. The risk evaluation index system is established by identifying the risks faced by the main parties involved in the introduction of railway multimodal bill of lading, and applying the analytic hierarchy process based on extension theory. This paper objectively judges the importance of each risk factor, and analyzes the causes of the risk according to the risk evaluation result of railway multimodal transport bill of lading, and puts forward the corresponding measures to control the risk, so as to avoid the risk more effectively.
