【摘要】：近些年來，我國收費公路迅猛發(fā)展，帶動國民經(jīng)濟穩(wěn)步增長的同時也給政府管理帶來了更大的壓力，，收費公路規(guī)模過大，擴大了收費公路政府經(jīng)濟管制的范圍，不利于政府管制措施的有效實施。此外，“貸款修路，收費還貸”政策雖然有效地緩解了我國交通投資不足的情況，使得公路交通事業(yè)邁上了一個新的臺階，但隨著經(jīng)濟的發(fā)展和國內(nèi)公路行業(yè)行情的變化，其產(chǎn)生的問題也日益突出。這種情況下，對收費公路進行經(jīng)濟管制是非常必要的，有利于收費公路功能優(yōu)勢的發(fā)揮，有利于保護相關(guān)利益團體的合法權(quán)益，更有利于收費公路的進一步發(fā)展和社會經(jīng)濟發(fā)展水平的提升。 本文首先從收費公路經(jīng)濟管制的基本理論出發(fā)，仔細(xì)地闡述了收費公路的定義、種類和特點，從管制與經(jīng)濟管制的概念入手，明確了收費公路經(jīng)濟管制的內(nèi)涵、目標(biāo)、必要性和具體內(nèi)容。然后對我國收費公路經(jīng)濟管制主體、客體及依據(jù)存在的問題進行總結(jié)分析，結(jié)果發(fā)現(xiàn)成本問題、弱勢團體利益與經(jīng)濟管制的矛盾、公共利益代表與經(jīng)濟管制的矛盾都是問題產(chǎn)生的原因。緊接著文章著重介紹了國內(nèi)外收費公路經(jīng)濟管制的先進經(jīng)驗，并從中吸取了幾點改進我國收費公路經(jīng)濟管制的啟示，對文章的最后一部分對策的提出起到了指導(dǎo)作用。最后，文章從改進市場準(zhǔn)入強度和范圍、改進服務(wù)質(zhì)量管制、改進價格管制三部分著手，具體地闡述了完善我國收費公路經(jīng)濟管制的思路及對策。
[Abstract]:In recent years, with the rapid development of toll roads in China, the steady growth of the national economy has also brought greater pressure to government management. The scale of toll roads is too large, and the scope of government economic control of toll roads has been expanded. This is not conducive to the effective implementation of government control measures. In addition, although the policy of "loans for road repairs, charges for repayment of loans" effectively alleviates the situation of underinvestment in transport in our country, it has made the road traffic industry take to a new level. However, with the development of the economy and the changes of the domestic highway market, the problems arising therefrom are becoming increasingly prominent. In this case, it is very necessary to exercise economic control over the toll roads, which is conducive to the exertion of the advantages of the toll roads. It is propitious to protect the legal rights and interests of related interest groups, to further develop toll roads and to raise the level of social and economic development. Starting from the basic theory of economic control of toll roads, this paper elaborates the definition, types and characteristics of toll roads, starts with the concepts of regulation and economic control, and clarifies the connotation and objectives of economic regulation of toll roads. The necessity and the concrete content. Then the author summarizes and analyzes the problems existing in the subject, object and basis of the economic regulation of toll roads in China, and finds out the contradiction between the cost problem, the interests of the weak groups and the economic regulation. The contradiction between the representative of public interest and economic regulation is the cause of the problem. Then the article introduces the advanced experience of economic regulation of toll roads at home and abroad, and draws some inspiration from improving the economic regulation of toll roads in China. Finally, the paper starts with three parts: improving the intensity and scope of market access, improving service quality control, and improving price control. This paper expounds the ideas and countermeasures of perfecting the economic control of toll roads in China.
