【摘要】：以發(fā)展的觀點來看,隨著新一輪深化政府機構改革、在依法治國推進、加快綜合運輸體系建設進程、“一帶一路”等新的形勢下,道路運輸業(yè)在發(fā)展過程中也暴露出了許多問題,這些都將對陜西省交通運輸業(yè)的發(fā)展造成不良影響,進而影響陜西省市場經濟的健康發(fā)展。對于道路運輸行政管理工作來說也面臨諸多新情況、新問題,在新形勢下對道路運輸行政管理提出新要求,因此在新的宏微觀影響因素下,原有的道路運輸行政管理體制已無法適應新的發(fā)展變化,對陜西省的道路運輸行政管理體制的改革還需要進一步研究。本文所研究的道路運輸行政管理體制改革問題就是在這樣的新的背景下進行的,首先分析借鑒了國內外學者對道路運輸行政管理體制的相關研究成果,以行政管理體制相關理論為基礎,對道路運輸行政管理體制的定義及內涵進行了界定,同時分析了我國道路運輸行政管理體制的現(xiàn)狀,為陜西省道路運輸行政管理體制改革提供理論依據(jù);其次,通過對目前國家發(fā)展宏觀新形勢的分析,并結合陜西省具體的政治、經濟發(fā)展,尤其是道路運輸方面發(fā)展的現(xiàn)狀等各項影響因素,剖析了陜西省道路運輸行政管理體制的現(xiàn)狀及存在問題,認為道路運輸?shù)闹T多問題,根本原因是在道路運輸治理方面,行政管理體制仍存在許多問題;最后,借鑒國內外道路運輸行政管理體制中的改革經驗和啟示,首先提出了陜西省改革的整體思路,進一步從轉變管理思路、加強法制建設、明確管理權責等方面給出了具體建議。
[Abstract]:From the point of view of development, with the new round of deepening the reform of government institutions, advancing the rule of law and speeding up the process of building a comprehensive transport system, "Belt and Road" and other new situations, many problems have been exposed in the course of development of the road transport industry. All these will have a negative impact on the development of the transportation industry in Shaanxi Province, thereby affecting the healthy development of the market economy in Shaanxi Province. For the administrative work of road transport, it will also face many new situations and problems. In the new situation, new requirements are put forward to the road transport administration, so under the new macro and micro influence factors, the original road transport administration system can no longer adapt to the new development and changes. The reform of road transport administration system in Shaanxi Province needs further study. The reform of road transport administration system studied in this paper is carried out under such a new background. First of all, based on the theory of administrative management system, the definition and connotation of road transport administrative management system are defined by referring to the relevant research results of domestic and foreign scholars on road transport administration system, and based on the relevant theory of administrative management system, the paper defines the definition and connotation of road transport administrative management system. At the same time, it analyzes the current situation of the road transport administration system in China, which provides the theoretical basis for the reform of the road transport administration system in Shaanxi Province. Secondly, through the analysis of the new macro situation of the current national development, and combined with the specific politics of Shaanxi Province, This paper analyzes the current situation and existing problems of the administrative system of road transportation in Shaanxi Province, and considers that there are many problems in road transportation. The fundamental reason is that there are still many problems in the administrative management system of road transportation. Finally, the overall thinking of the reform of Shaanxi Province is put forward by drawing lessons from the experience and inspiration of the reform of the road transport administration system at home and abroad. Some concrete suggestions are put forward from the following aspects: changing management thinking, strengthening legal system construction and clarifying management power and responsibility.
