【摘要】：隨著世界經(jīng)濟(jì)的發(fā)展,港口作為國際綜合物流的樞紐逐漸發(fā)展成為綜合性的服務(wù)體系。航運(yùn)業(yè)的不斷發(fā)著促使人們選擇合適的深水區(qū)域,規(guī)劃建設(shè)新的碼頭,并帶動(dòng)區(qū)域經(jīng)濟(jì)的發(fā)展。但是在港口的規(guī)劃建設(shè)過程中,如果不對港區(qū)的生態(tài)環(huán)境進(jìn)行保護(hù),只是一味的索取自然資源,這不僅影響到港口企業(yè)的發(fā)展,還會危及到人們的生存環(huán)境。建設(shè)生態(tài)港口適應(yīng)了港口建設(shè)生態(tài)文明的號召,符合我國倡導(dǎo)的可持續(xù)發(fā)展的理念。生態(tài)港口的建設(shè),就是要在港口的各項(xiàng)作業(yè)中始終貫徹合理資源利用、經(jīng)濟(jì)高效、環(huán)境和諧的思想,通過技術(shù)革新以及工藝改造提高資源利用率,減少對環(huán)境的影響,做到港口、社會和自然的和諧發(fā)展。站在港口發(fā)展的戰(zhàn)略地位,生態(tài)港口發(fā)展建設(shè)上的研究非常有意義。 首先,本文論述了生態(tài)學(xué)、經(jīng)濟(jì)學(xué)以及生態(tài)經(jīng)濟(jì)學(xué)的基本理論,提出了生態(tài)港的定義以及內(nèi)涵,并針對生態(tài)港做出了總結(jié),為生態(tài)港口的建設(shè)提供了有力的理論支持。 其次,本文針對國外發(fā)達(dá)國家大型生態(tài)港口的現(xiàn)狀進(jìn)行了論述,并指出其中可以借鑒的優(yōu)點(diǎn)；之后對我國港口生態(tài)港的建設(shè)現(xiàn)狀進(jìn)行了分析,指出了發(fā)展中出現(xiàn)的問題,這為后文分析DL港(大連港)生態(tài)港的發(fā)展策略提供借鑒。 最后,引入了Bossel系統(tǒng)分析模型對DL港生態(tài)港的建設(shè)進(jìn)行了評價(jià),并針對三個(gè)子系統(tǒng)中出現(xiàn)的問題提出了相應(yīng)的發(fā)展對策。
[Abstract]:With the development of the world economy, the port, as the hub of international integrated logistics, has gradually developed into a comprehensive service system. And promote the development of regional economy. However, in the course of port planning and construction, if the ecological environment of the port area is not protected, it will only blindly seek for natural resources, which will not only affect the development of port enterprises, It will also endanger people's living environment. The construction of ecological port adapts to the call of port construction of ecological civilization and conforms to the concept of sustainable development advocated by our country. That is, we should always implement the idea of rational utilization of resources, economic efficiency and environmental harmony in all operations of the port, improve the utilization rate of resources through technological innovation and technological transformation, reduce the impact on the environment, and be a port. The harmonious development of society and nature. Standing in the strategic position of port development, the study of ecological port development and construction is very meaningful. Firstly, this paper discusses the basic theories of ecology, economics and ecological economics, puts forward the definition and connotation of ecological port, and summarizes the ecological port, which provides a powerful theoretical support for the construction of ecological port. Secondly, this paper discusses the status quo of large ecological ports in developed countries, and points out the advantages that can be used for reference, and then analyzes the present situation of the construction of ecological ports in China, and points out the problems in the development. This provides a reference for the following analysis of DL Port (Dalian Port) ecological port development strategy. Finally, the Bossel system analysis model is introduced to evaluate the construction of the DL-Port ecological port, and the corresponding development countermeasures are put forward in view of the problems in the three subsystems.
