【摘要】：隨著城市化進程的加快,交通壓力成為制約我國城市發(fā)展的重要問題之一。地鐵因其舒適快捷、準時安全、節(jié)能環(huán)保等顯著特點,越來越受到大中城市的青睞。在地鐵的建設運營過程中,衍生出了地鐵資源。地鐵資源的合理開發(fā)和有效利用可產生可觀的經濟效益,在一定程度上有效彌補城市地鐵建設資金缺口,反哺地鐵建設與運營,緩解政府財政補貼壓力,促進地鐵建設、運營、資源管理三者有機統(tǒng)一,共同發(fā)展。本文以公共物品理論、外部性理論、產業(yè)鏈理論和可持續(xù)發(fā)展理論等理論為指導,對如何合理有效開發(fā)地鐵中的商鋪資源、廣告資源、房地產資源、通訊資源等方面展開論述。具體以南京地鐵為例,客觀分析南京地區(qū)地鐵資源管理的發(fā)展背景、特點以及存在問題,剖析南京政府職能部門在地鐵資源管理上存在問題的原因,通過借鑒分析國內外先進城市的經驗,有針對性的提出應對措施,力求找出適合南京地鐵資源管理的新模式。因此,在對我國城市地鐵資源管理中存在的問題及產生原因進行深入分析的基礎上,提出科學合理利用和有效開發(fā)各類地鐵資源的建議就具有十分重要的理論價值和現實意義。
[Abstract]:With the acceleration of urbanization, traffic pressure has become one of the most important problems restricting the development of cities in China. Subway is characterized by its comfort and speed, punctuality and safety, energy saving and environmental protection. More and more favored by large and medium-sized cities. In the subway construction and operation process, derived the subway resources. The rational development and effective use of subway resources can produce considerable economic benefits. To a certain extent, it can effectively make up the fund gap of urban subway construction, feed back the subway construction and operation, alleviate the pressure of government financial subsidy, promote subway construction, operation and resource management. Under the guidance of public goods theory, externality theory, industry chain theory and sustainable development theory, this paper provides a reasonable and effective way to develop the resources of shops, advertisements and real estate in subway. Taking Nanjing Metro as an example, this paper objectively analyzes the development background, characteristics and existing problems of subway resource management in Nanjing area. This paper analyzes the causes of the problems existing in the management of subway resources in Nanjing government functional departments, and puts forward corresponding measures through the reference and analysis of the experience of advanced cities at home and abroad. In order to find out a new model suitable for Nanjing subway resource management, therefore, on the basis of in-depth analysis of the existing problems and causes of urban subway resource management in China. It is of great theoretical value and practical significance to propose scientific and rational utilization and effective development of all kinds of subway resources.
