文章摘要:本文定義高速鐵路的建設時機與高速鐵路建設時沿線區(qū)域的質量相關。本文基于"有無法"通過研究京廣高鐵對沿線城市產(chǎn)生的社會效用推演出沿線區(qū)域質量與高鐵社會效用之間的關系,進而推斷高鐵最佳的建設時機。認為:區(qū)域質量為人均GDP20000元以下、第三產(chǎn)業(yè)就業(yè)及結構比例較為平均,高鐵對于區(qū)域產(chǎn)生的社會效用最高,是高鐵的最佳建設時機;區(qū)域質量為人均GDP20000元-50000元、第三產(chǎn)業(yè)就業(yè)及結構比例較為均衡時,高鐵會帶來一定的效用;對于人均GDP50000元以上的區(qū)域,高鐵建設將使區(qū)域的發(fā)展得到二次提升。當區(qū)域質量不符合上述條件時,如貧窮沒有特殊資源的地區(qū),盡管高鐵投資效應會對區(qū)域經(jīng)濟產(chǎn)生一定的促進效果,但因高鐵作用的長期發(fā)揮需要與當?shù)亟?jīng)濟社會發(fā)展和諧契合,容易造成經(jīng)濟發(fā)展的短期停滯。
Abstr:It is defined in this paper that the construction opportunity of high-speed railway is related to the regions along the high speed railway. Based on the "with/without method", the influences of the regional quality along the lines on the social utility of high-speed rail is deduced through researching the social utility of Beijing-Guangzhou High-speed Rail on the cities along the line, so as to infer that high-speed rail is the best construction opportunity. It is believed that when the GDP per capita is below RMB 20000 yuan, the employment level and structure of tertiary industry is relatively average, the social utility of high-speed rail for region is the highest and the construction opportunity of the high-speed rail is the best. When the GDP per capita is between RMB 20000 to 50000 yuan and the employment level and structure of tertiary industry is relatively average, the High-speed rail will bring certain utility. When the GDP per capita is above RMB 50000 yuan,high-speed rail will further boost the development of the regionWhen the above regional quality can not be met,such as poor areas without special resources, short-term economic stagnations may be caused by improper opportunity selections because the long-term role of high-speed should be in line with the local economic and social development, although high-speed rail investment effects can impact certain promoting effects on the regional economy.
