【摘要】：鐵路是重要的交通運輸設(shè)施,促進社會和經(jīng)濟不斷發(fā)展。高速鐵路在客運市場有速度快、安全可靠、經(jīng)濟實惠、運載量大等優(yōu)勢。預計2013年底,BJ鐵路局管轄高速鐵路運營里程達1500公里以上。有效的工務(wù)維護管理是高速鐵路“安全、舒適、秩序”運營的基本目標要求的保證措施,為此,研究建立成熟的高速鐵路工務(wù)維護管理體系是非常必要的。 本論文通過搜集國內(nèi)外普快速鐵路和高速鐵路工務(wù)維護管理現(xiàn)狀,總結(jié)其對建立BJ鐵路局高速鐵路工務(wù)維護管理體系的借鑒意義,梳理BJ鐵路局高速鐵路工務(wù)維修管理現(xiàn)狀,分析BJ鐵路局高速鐵路工務(wù)維修管理面臨的內(nèi)、外部環(huán)境分析,結(jié)合BJ鐵路局管轄高速鐵路工務(wù)設(shè)備和管理特點,用SWOT分析方法分析其優(yōu)勢和劣勢、機遇和威脅,并以解決現(xiàn)有的問題為突破口,提出了SO策略、WO策略、ST策略、WT策略,通過比選實施SO策略,從維護管理組織和管理模式、規(guī)章制度建立、設(shè)備質(zhì)量控制、生產(chǎn)流程管理、維修技術(shù)和方法、人力資源管理、高速鐵路工務(wù)文化氛圍等方面,提出了高速鐵路工務(wù)維修管理體系的發(fā)展目標和建設(shè)體系。通過對實施效果的分析,提出了解決實施過程中遇到的問題的控制措施。 最終總結(jié)提出BJ鐵路局高速鐵路工務(wù)維護管理水平在管理、技術(shù)、執(zhí)行等層面需要關(guān)注的關(guān)鍵性問題,為鐵路工務(wù)系統(tǒng)盡快完善高速鐵路工務(wù)維護管理體系做出有益的建議。
[Abstract]:Railway is an important transportation facilities, promoting the social and economic development. High-speed railway in the passenger transport market has the advantages of speed, safety and reliability, economic benefits, large capacity, etc. It is expected to end of 2013. BJ Railway Bureau has jurisdiction over 1500 kilometers of high-speed railway operation. Effective maintenance and management of public works is the guarantee measure for the basic goal of "safe, comfortable and orderly" operation of high-speed railway. It is very necessary to study and establish a mature high-speed railway public works maintenance management system. This paper summarizes the current situation of public works maintenance and management of general express railway and high speed railway at home and abroad, and summarizes its reference significance to the establishment of high speed railway works maintenance management system of BJ railway bureau. Combing the current situation of high speed railway maintenance management in BJ railway bureau, analyzing the internal and external environment of BJ railway high speed railway public works maintenance management. Combined with the characteristics of the high speed railway equipment and management under the jurisdiction of BJ Railway Bureau, this paper analyzes its advantages and disadvantages, opportunities and threats by using SWOT analysis method, and puts forward the so strategy in order to solve the existing problems as a breakthrough point. WO strategy, St strategy and WT strategy, through comparison and implementation of so strategy, from maintenance management organization and management model, regulatory establishment, equipment quality control, production process management, maintenance technology and methods. In the aspects of human resource management and cultural atmosphere of high speed railway, this paper puts forward the development goal and construction system of high speed railway public works maintenance management system, and analyzes the effect of implementation. The control measures to solve the problems encountered in the process of implementation are put forward. Finally, the paper summarizes the key issues that need to be paid attention to in the management, technology, execution and other aspects of the management and management level of the high-speed railway works maintenance and management of BJ Railway Bureau. Some useful suggestions are made for improving the maintenance and management system of high-speed railway works as soon as possible.
