新疆東部地區(qū)資源型公路建設(shè)相關(guān)政策及資金籌措研究

【摘要】:隨著新疆改革開放的不斷深入和國(guó)民經(jīng)濟(jì)的高速發(fā)展,隨著中央新疆工作座談會(huì)和自治區(qū)黨委七屆九次、十次全委會(huì)議的勝利召開,為加快推動(dòng)資源優(yōu)勢(shì)向經(jīng)濟(jì)轉(zhuǎn)化,促進(jìn)了新疆跨越式發(fā)展,新疆東部地區(qū)資源開發(fā)帶來(lái)的交通基礎(chǔ)設(shè)施建設(shè)進(jìn)入了一個(gè)快速發(fā)展階段。隨之而來(lái)因礦區(qū)資源開發(fā),形成了“重載、大流量和渠化交通”的特點(diǎn)。給礦區(qū)資源路后期養(yǎng)護(hù)帶來(lái)巨大壓力,養(yǎng)護(hù)資金不足已經(jīng)成為新疆礦產(chǎn)公路交通基礎(chǔ)設(shè)施建設(shè)的瓶頸。同時(shí),新疆東部礦區(qū)建設(shè)融資體制弊端逐漸顯現(xiàn),公路投融資存在渠道單一、融資成本增加、融資風(fēng)險(xiǎn)高、地方財(cái)政收入少等諸多問題。鑒于此,新疆東疆片區(qū)礦區(qū)資源路建設(shè)面臨殘酷的重載交通挑戰(zhàn),礦區(qū)資源公路建設(shè)、養(yǎng)護(hù)資金缺口大等現(xiàn)實(shí)問題,探索分析以礦產(chǎn)資源補(bǔ)償基礎(chǔ)建設(shè)為方向的東疆片區(qū)礦區(qū)發(fā)展模式研究迫在眉睫。 本文主要開展了東疆片區(qū)資源開發(fā)收益補(bǔ)償資源公路建設(shè)資金及資源公路管理模式研究。研究?jī)?nèi)容如下: (1)新疆東部地區(qū)礦區(qū)資源公路調(diào)查分析 鑒于資源的開發(fā)與當(dāng)?shù)亟?jīng)濟(jì)的發(fā)展存在著必然聯(lián)系,,因此對(duì)新疆礦區(qū)資源狀況的分布、儲(chǔ)量與開發(fā)進(jìn)行調(diào)查分析,引出新疆礦區(qū)資源公路的建設(shè)狀況及產(chǎn)業(yè)政策發(fā)展情況,修建礦區(qū)資源公路勢(shì)在必得;I集公路建設(shè)資金問題迫在眉睫。 (2)新疆東部地區(qū)礦區(qū)資源公路建設(shè)資金的融資模式研究 依據(jù)有關(guān)政策,結(jié)合內(nèi)地在這方面的成功經(jīng)驗(yàn),以及自治區(qū)有關(guān)地區(qū)已有的實(shí)踐情況,從可操作層面,深入研究政策措施和實(shí)施方案,提出對(duì)策建議。 (3)新疆東部地區(qū)礦區(qū)資源公路管理模式研究 依據(jù)國(guó)家相關(guān)的法律法規(guī)和政策,結(jié)合新疆的實(shí)際,研究提出政策建議和可行的實(shí)施辦法。 綜上所述,本研究可解決當(dāng)前困擾東疆片區(qū)資源公路建設(shè)的資金緊缺與管養(yǎng)技術(shù)難題,最終制定出東疆片區(qū)礦區(qū)資源開發(fā)補(bǔ)償公路建養(yǎng)資金不足的發(fā)展策略。
[Abstract]:With the deepening of the reform and opening up in Xinjiang and the rapid development of the national economy, the work forum of the Central Committee of Xinjiang and the ninth session of the seventh session of the regional party committee and the 10th CPC committee meeting were successfully held. In order to speed up the transformation of resource advantages to the economy, Xinjiang has promoted the leapfrog development. The transportation infrastructure construction in eastern Xinjiang has entered a rapid development stage, followed by the development of mining resources, forming a "heavy load". The characteristics of large discharge and channelized traffic bring great pressure to the later maintenance of resource roads in mining areas, and insufficient maintenance funds have become the bottleneck of the construction of highway traffic infrastructure in Xinjiang. The drawbacks of construction financing system in eastern mining area of Xinjiang gradually appear. There are many problems such as single channel of highway investment and financing, increasing financing cost, high financing risk, low local financial revenue and so on. The construction of resource road in mining area of Dongjiang area in Xinjiang is faced with cruel heavy traffic challenge, resource highway construction of mining area and large fund gap of maintenance and so on. It is urgent to explore and analyze the development model of mining area in Dongjiang area, which is based on the foundation construction of mineral resources compensation. This paper mainly carries out the research on resource development income compensation, resource highway construction fund and resource highway management model in eastern Xinjiang. The research contents are as follows: Investigation and analysis of resource highway in mining area in eastern Xinjiang In view of the inevitable relationship between the development of resources and the development of local economy, the distribution, reserves and development of resources in Xinjiang mining areas are investigated and analyzed. This paper introduces the construction situation and industrial policy development of resource highway in mining area in Xinjiang. It is necessary to build resource highway in mining area. It is urgent to raise funds for highway construction. Research on financing Mode of Resource Highway Construction Fund in Mining area of Eastern Xinjiang According to the relevant policies, combined with the successful experience in this field in the mainland and the existing practice situation in the relevant regions of the autonomous region, this paper makes a thorough study of the policy measures and implementation schemes from the operational level, and puts forward some countermeasures and suggestions. Study on the Management Mode of Resources Highway in Mining area of Eastern Xinjiang According to the relevant national laws, regulations and policies, combined with the actual situation in Xinjiang, this paper puts forward policy recommendations and feasible implementation methods. To sum up, this study can solve the shortage of funds and the technical problems of management and maintenance, and finally formulate the development strategy of compensation highway construction and maintenance funds shortage in Dongjiang mining area.
