文章摘要:基于可達(dá)性分析方法,探討新建交通基礎(chǔ)設(shè)施投資給鄰近地區(qū)帶來的空間溢出效應(yīng)及其特征。以2005-2009年江蘇省各市新建高速公路為例,通過GIS 空間分析模型、經(jīng)濟(jì)潛力指數(shù)及情景分析法,得到江蘇各市新建高速公路投資建設(shè)帶來的經(jīng)濟(jì)潛力收益值,并在此基礎(chǔ)上應(yīng)用平均溢出效應(yīng)模型得到區(qū)際可達(dá)性溢出矩陣,結(jié)合各地交通投資與溢出效應(yīng)貨幣化模型將區(qū)際溢出矩陣貨幣化,得到區(qū)際交通投資矩陣來重新分配各市交通投資成本,以此表示交通投資空間溢出效應(yīng)。結(jié)果顯示:可達(dá)性溢出效應(yīng)傳遞基本上隨著到新建高速公路距離增加而衰減,然而各市新建高速公路在鄰近地區(qū)產(chǎn)生非均衡性的溢出效應(yīng),,新建高速公路方向、區(qū)位以及高速公路網(wǎng)絡(luò)體系影響了溢出效應(yīng)強(qiáng)度分布。中間地區(qū)交通建設(shè)更有助于推動邊緣地區(qū)可達(dá)性水平提高,其交通投資溢出效應(yīng)普遍比邊緣地區(qū)規(guī)模大,溢出投資占實際投資比重高,區(qū)域邊緣地區(qū)多數(shù)為溢出效應(yīng)的輸入地區(qū)。
Abstr:Choosing Jiangsu province as the study region, we measure spatial spillovers of 2005-2009 expressway investment based on the key methods including accessibility analysis, extract method, scenario analysis method, region spillover model and inter-regional spillover matrix. Then we monetize spatial spillovers by distributing the costs of the new incremental infrastructures according to the regional distribution of the potential accessibility benefits. Firstly we use network analysis in GIS toolbox to calculate and map economic potential benefit values between the two scenarios based on extract method and then based on these values we can acquire accessibility spillover matrix according to region spillover model. Secondly this matrix is monetized by distributing the costs of the investment in the new incremental infrastructures of the region according to the regional distribution of the economic potential benefits. Thirdly we apply the inter-regional spillover matrix of investments flows to characterize the "inner", "export" and "import" values of each type of the regional expressway investments based on the spatial spillover effects. Furthermore we can estimate the real investment as well as its differences with actual investment. By applying the above methods, we can analyze the potential beneficiaries of the new infrastructure spillovers effects and their spatial distribution.The result shows that intensity of accessibility spillover effects tends to be weak as the distance to new infrastructure increases on the whole. In addition the new expressway investment gives rise to non-equilibrium effects in the neighbouring regions since the direction and location of the new lines distorts the effect of the distance.
