【摘要】：本文首先闡述了民航突發(fā)公共事件研究的背景、意義、方法、思路及創(chuàng)新之處,其次介紹了本論文研究的相關(guān)理論基礎(chǔ)：突發(fā)公共事件及民航突發(fā)公共事件的概念界定,指出了民航突發(fā)公共事件預(yù)防機(jī)制構(gòu)建的原則及民航突發(fā)公共事件預(yù)防機(jī)制的特點(diǎn)；闡述了公共安全管理理論、安全管理理論及應(yīng)急預(yù)防管理理論,并綜合運(yùn)用文獻(xiàn)分析法、比較分析法、定性分析法、案例分析法,總結(jié)了我國民航突發(fā)公共事件預(yù)防機(jī)制建設(shè)現(xiàn)狀,雖然各民航相關(guān)部門在突發(fā)公共事件上都有應(yīng)急預(yù)案,但還是存在安全管理機(jī)制不順暢、危機(jī)預(yù)防意識不牢固、信息收集監(jiān)測不及時、應(yīng)急預(yù)案不完備、矛盾化解機(jī)制不完善的問題。探究其產(chǎn)生的原因主要是由于社會、制度、民航管理及旅客四大方面造成的。最后提出在堅持預(yù)防為主、以人為本、統(tǒng)一領(lǐng)導(dǎo)、快速反應(yīng)、分類指導(dǎo)、注重輿論傳播六大原則的基礎(chǔ)之上,構(gòu)建民航突發(fā)公共事件預(yù)防機(jī)制：明確民航機(jī)構(gòu)職責(zé)、強(qiáng)化預(yù)防領(lǐng)導(dǎo)職能；完善信息管理系統(tǒng)、提高監(jiān)測預(yù)警效率；增強(qiáng)民航預(yù)控觀念、提升處置工作能力；加強(qiáng)危機(jī)預(yù)防意識、健全各類保障措施。通過這一民航突發(fā)公共事件預(yù)防機(jī)制的構(gòu)建,降低民航突發(fā)公共事件發(fā)生的概率,從根本上減少不安全因素,為我國民航事業(yè)的健康發(fā)展提供有價值的建議。
[Abstract]:This paper first describes the background, significance, methods, ideas and innovations of the research on civil aviation public emergencies. Secondly, this paper introduces the relevant theoretical basis of this paper: public emergencies and civil aviation public emergencies concept definition. This paper points out the principles of the construction of the civil aviation emergency public event prevention mechanism and the characteristics of the civil aviation public emergency prevention mechanism. Public safety management theory, safety management theory and emergency prevention management theory, and comprehensive use of literature analysis method, comparative analysis method, qualitative analysis method, case analysis method. Summary of the civil aviation emergency public event prevention mechanism construction status, although the civil aviation departments have emergency plans on public emergencies, but there is still a safety management mechanism is not smooth. The crisis prevention consciousness is not firm, the information collection and monitoring is not timely, the emergency plan is not complete, the contradiction resolving mechanism is not perfect. Civil aviation management and passenger caused by four aspects. Finally put forward in the prevention of people-oriented, unified leadership, rapid response, classification guidance, focus on the basis of six principles of public opinion dissemination. To construct the public emergency prevention mechanism of civil aviation: to clarify the responsibilities of civil aviation organizations and strengthen the leadership function of civil aviation prevention; Improve the information management system and improve the efficiency of monitoring and early warning; Strengthen the concept of civil aviation pre-control, improve the handling capacity; Strengthen the awareness of crisis prevention, improve all kinds of safeguards. Through the construction of this civil aviation public emergency prevention mechanism, reduce the probability of civil aviation public emergencies, fundamentally reduce unsafe factors. To provide valuable advice for the healthy development of civil aviation in China.
