【摘要】：在國家的大力支持下,我國農(nóng)村公路經(jīng)歷了十年的快速發(fā)展,站在新的起點(diǎn)上,農(nóng)村公路建設(shè)面臨的難題是解決集中連片特困地區(qū)的農(nóng)村公路通暢。集中連片特困地區(qū)中就包括有三峽庫區(qū)。三峽庫區(qū)內(nèi)的農(nóng)村公路項(xiàng)目具有:點(diǎn)多面廣、項(xiàng)目大小不一的特點(diǎn),這些特點(diǎn)給農(nóng)村公路建設(shè)單位的管理帶來了多項(xiàng)目管理的問題。本文主要針對(duì)三峽庫區(qū)內(nèi)的農(nóng)村公路項(xiàng)目在建設(shè)過程中面臨的多項(xiàng)目管理問題,提出將項(xiàng)目組合管理的思想運(yùn)用于農(nóng)村公路項(xiàng)目建設(shè)管理。本文結(jié)合農(nóng)村公路建設(shè)項(xiàng)目的特點(diǎn),在已有項(xiàng)目組合管理理論研究的基礎(chǔ)之上,總結(jié)得到農(nóng)村公路項(xiàng)目組合管理理論。并在農(nóng)村公路項(xiàng)目組合管理理論的指導(dǎo)下,設(shè)計(jì)出農(nóng)村公路項(xiàng)目組合管理流程。本論文的主要研究內(nèi)容包括農(nóng)村公路項(xiàng)目組合的戰(zhàn)略級(jí)管理和組合實(shí)施管理,首先成立基于戰(zhàn)略的農(nóng)村公路項(xiàng)目組合管理組織機(jī)構(gòu),使組合管理各流程的實(shí)施保持一致性。然后,將農(nóng)村公路建設(shè)項(xiàng)目戰(zhàn)略目標(biāo)這一模糊因素加入農(nóng)村公路項(xiàng)目優(yōu)先級(jí)評(píng)價(jià)中,保證建成后的農(nóng)村公路項(xiàng)目與國家建設(shè)農(nóng)村公路的戰(zhàn)略目標(biāo)保持一致;通過建立組合優(yōu)化模型對(duì)農(nóng)村公路項(xiàng)目組合進(jìn)行組合優(yōu)化,提高農(nóng)村公路項(xiàng)目的投資效益。接著,運(yùn)用關(guān)鍵鏈項(xiàng)目管理技術(shù)于農(nóng)村公路項(xiàng)目組合實(shí)施中,解決農(nóng)村公路項(xiàng)目組合實(shí)施中發(fā)生資源沖突的問題。最后,以奉節(jié)縣農(nóng)村公路建設(shè)項(xiàng)目組合管理為實(shí)例進(jìn)行實(shí)證分析。本文的創(chuàng)新點(diǎn)在于:將項(xiàng)目組合管理思想運(yùn)用于農(nóng)村公路項(xiàng)目管理中,使農(nóng)村公路建設(shè)的戰(zhàn)略目標(biāo)得以實(shí)現(xiàn)。通過對(duì)農(nóng)村公路項(xiàng)目組合進(jìn)行優(yōu)化,提高建設(shè)單位的投資效益。將關(guān)鍵鏈項(xiàng)目管理技術(shù)運(yùn)用于農(nóng)村公路項(xiàng)目組合實(shí)施中,解決項(xiàng)目組合在實(shí)施過程中發(fā)生的資源沖突問題。
[Abstract]:With the support of the country, the rural highway in our country has experienced ten years of rapid development, standing on a new starting point. The problem of rural highway construction is to solve the problem of unobstructed rural highway in the concentrated and especially difficult areas, which include the three Gorges Reservoir area. The rural highway projects in the three Gorges Reservoir area have a wide range of points. The characteristics of a project of varying sizes. These characteristics have brought problems of multi-project management to the management of rural highway construction units. This paper mainly aims at the multi-project management problems in the construction process of rural highway projects in the three Gorges Reservoir area. This paper combines the characteristics of rural highway construction projects, on the basis of the existing project portfolio management theory research. Summary of the rural road project portfolio management theory. And under the guidance of the rural road project portfolio management theory. The main contents of this paper include strategic level management and combination implementation management of rural road project portfolio. First of all, the establishment of strategic rural road project portfolio management organization, so that the implementation of portfolio management processes to maintain consistency. Then. The fuzzy factor of the strategic goal of rural highway construction project is added to the priority evaluation of rural highway project to ensure that the completed rural highway project is consistent with the strategic goal of the national rural highway construction. Through the establishment of combinatorial optimization model to optimize the portfolio of rural highway projects, improve the investment efficiency of rural highway projects. Then, the use of key chain project management technology in the implementation of rural road project portfolio. Solve the problem of resource conflict in the implementation of rural road project portfolio. Finally. This paper takes Fengjie County rural highway construction project portfolio management as an example to carry on the empirical analysis. The innovation of this paper lies in the application of the project portfolio management thought in the rural highway project management. The strategic goal of rural highway construction can be realized. By optimizing the rural highway project portfolio and improving the investment efficiency of the construction unit, the key chain project management technology is applied to the rural highway project portfolio implementation. Resolve the resource conflicts that occur during the implementation of the project portfolio.
