【摘要】:民航業(yè)作為我國(guó)經(jīng)濟(jì)發(fā)展的重要基礎(chǔ)性行業(yè),是衡量國(guó)家經(jīng)濟(jì)實(shí)力的標(biāo)準(zhǔn)之一。近幾年,隨著內(nèi)、外部環(huán)境的日益變化,民航業(yè)不斷深化體制改革,政企分開(kāi)、機(jī)場(chǎng)屬地化,實(shí)現(xiàn)了民航企業(yè)化發(fā)展模式的轉(zhuǎn)變。機(jī)場(chǎng)企業(yè)就是在這樣的體制改革中誕生,面對(duì)當(dāng)前國(guó)際、行業(yè)的內(nèi)外市場(chǎng)競(jìng)爭(zhēng)環(huán)境,機(jī)場(chǎng)企業(yè)經(jīng)營(yíng)必須突破以往模式,提高生產(chǎn)運(yùn)營(yíng)效率,研究并實(shí)施績(jī)效考核,全面提升經(jīng)營(yíng)管理水平,真正走上以市場(chǎng)經(jīng)濟(jì)為主的企業(yè)發(fā)展道路。 本文以E機(jī)場(chǎng)集團(tuán)下屬的M機(jī)場(chǎng)部門績(jī)效考核體系為研究對(duì)象,從績(jī)效考核的指標(biāo)設(shè)置及結(jié)果運(yùn)用等方面入手,通過(guò)問(wèn)卷調(diào)查、學(xué)習(xí)借鑒、經(jīng)驗(yàn)總結(jié)等方式,對(duì)M機(jī)場(chǎng)部門考核現(xiàn)狀進(jìn)行分析研究、提取出其在考核體系、過(guò)程、指標(biāo)設(shè)置、結(jié)果應(yīng)用等方面存在的問(wèn)題及原因。在此基礎(chǔ)上,通過(guò)對(duì)關(guān)鍵績(jī)效指標(biāo)法(KPI)、PDCA循環(huán)法等績(jī)效管理方法的研究學(xué)習(xí),利用二者相結(jié)合的方式,對(duì)參與研究的M機(jī)場(chǎng)各部門從戰(zhàn)略定位、目標(biāo)等方面進(jìn)行關(guān)鍵指標(biāo)提取,并由此確立M機(jī)場(chǎng)部門的績(jī)效考核指標(biāo)體系。旨在用績(jī)效考核來(lái)保障企業(yè)戰(zhàn)略的實(shí)現(xiàn),打通從戰(zhàn)略到績(jī)效實(shí)現(xiàn)的通路;希望在提升M機(jī)場(chǎng)管理水平的同時(shí),也對(duì)國(guó)內(nèi)其他機(jī)場(chǎng)企業(yè)在績(jī)效考核方面提供有益的工作借鑒。
[Abstract]:The civil aviation industry as an important foundation for the economic development of our country industry, is one of the standards to measure the strength of the national economy. In recent years, with the increasingly, changes in the external environment, the civil aviation industry continue to deepen reform, separation of airport localization, realize the transformation of the civil aviation enterprise development mode. The airport enterprise is born in this reform, in the face of the current international, industry and market competition environment, the airport business must break through the previous model, improve production efficiency, the implementation of the performance appraisal and research, enhance the management level, to really go to the market economy oriented enterprise development.
In this paper, the performance appraisal system of E Airport Group's M Airport Department as the research object, starting from the performance appraisal indexes and results and other aspects of the use of reference, through the questionnaire survey, study, experience summary, analysis and research of the M Airport Department appraisal situation in the extraction process, evaluation system, index set there are other aspects of the application results and reasons. On this basis, the key performance index (KPI) of the PDCA cycle method, performance management methods of learning, using the combination of the two ways to participate in research departments from M airport strategic positioning, target and other aspects of the key indicators of extraction. M the airport authorities and thus establish the performance evaluation index system. To achieve aims to use performance appraisal to ensure open access to corporate strategy, from strategy to achieve performance; hope to improve the M management level in the same field machine At the same time, it also provides useful reference for other domestic airport enterprises in performance assessment.
