【摘要】:區(qū)域經(jīng)濟(jì)的發(fā)展由其自然因素和人文因素共同作用的結(jié)果,其發(fā)展是多元的、變換的和時(shí)效性的,是國(guó)家和地區(qū)社會(huì)持續(xù)進(jìn)步的必要條件。縱觀世界經(jīng)濟(jì)發(fā)達(dá)地區(qū)的分布規(guī)律,可以看出,這些地區(qū)絕大部分都集中在擁有港口資源的沿海地帶,并且在區(qū)域發(fā)展的過(guò)程中優(yōu)勢(shì)性顯著,這主要是基于其城市、港口、產(chǎn)業(yè),三者具有很強(qiáng)的關(guān)聯(lián)性。隨著區(qū)域間合作日益緊密,區(qū)域的發(fā)展不再是以單獨(dú)的個(gè)體進(jìn)行經(jīng)濟(jì)活動(dòng),而是以“群”的概念來(lái)發(fā)展。在這樣的新形勢(shì)下,城市群、產(chǎn)業(yè)群和港口群的發(fā)展模式應(yīng)運(yùn)而生。對(duì)于沿海地區(qū)而言,城市群、產(chǎn)業(yè)群、港口群之間存在著不可分割的緊密聯(lián)系,并且越來(lái)越多的研究發(fā)現(xiàn),城市群、產(chǎn)業(yè)群、港口群“三位一體”的協(xié)同發(fā)展格局更是推動(dòng)沿海地區(qū)區(qū)域經(jīng)濟(jì)發(fā)展、增強(qiáng)區(qū)域競(jìng)爭(zhēng)實(shí)力的重要手段。環(huán)渤海地區(qū)是我國(guó)北方重要的經(jīng)濟(jì)區(qū),被稱為國(guó)家經(jīng)濟(jì)發(fā)展的“第三增長(zhǎng)級(jí)”。所以,以城市群為依托、產(chǎn)業(yè)群為支柱、港口群為樞紐,大力打造城市群、港口群與產(chǎn)業(yè)群的協(xié)同發(fā)展空間格局,將是增強(qiáng)環(huán)渤海地區(qū)經(jīng)濟(jì)發(fā)展,帶動(dòng)地區(qū)發(fā)展的重要引擎。 本文基于環(huán)渤海地區(qū)城市群、產(chǎn)業(yè)群和港口群的發(fā)展現(xiàn)狀,從城市群發(fā)展、產(chǎn)業(yè)群發(fā)展和港口群發(fā)展的3個(gè)方面選取了27個(gè)評(píng)級(jí)指標(biāo)建立了環(huán)渤海城市群、產(chǎn)業(yè)群、港口群評(píng)級(jí)指標(biāo)體系,整理和分析了1999年到2011年間13年的數(shù)據(jù),利用熵權(quán)法和協(xié)調(diào)度模型對(duì)環(huán)渤海地區(qū)的城市群、產(chǎn)業(yè)群、港口群的綜合發(fā)展水平和系統(tǒng)的協(xié)調(diào)性進(jìn)行了定量計(jì)算。并在此基礎(chǔ)之上,分別從時(shí)間和空間的角度對(duì)其衍變過(guò)程和發(fā)展階段進(jìn)行定性分析。研究表明:(1)在研究期內(nèi),環(huán)渤海區(qū)域的綜合發(fā)展水平不斷提高。(2)從時(shí)間發(fā)展序列來(lái)看,在研究期內(nèi),環(huán)渤海地區(qū)城市群、產(chǎn)業(yè)群和港口群的協(xié)調(diào)發(fā)展水平不斷提高,協(xié)調(diào)發(fā)展關(guān)系經(jīng)歷了勉強(qiáng)協(xié)調(diào)狀態(tài)、中等協(xié)調(diào)狀態(tài)、良好協(xié)調(diào)狀態(tài)三種,協(xié)調(diào)水平一直處于逐年上升的狀態(tài)。(3)從空間發(fā)展序列來(lái)看,,在研究期內(nèi),區(qū)域內(nèi)三大城市群的城市群、產(chǎn)業(yè)群、港口群的協(xié)調(diào)狀態(tài)隨時(shí)間變化呈現(xiàn)越來(lái)越好的態(tài)勢(shì),但各部分的協(xié)調(diào)演變速度區(qū)域差異較大,且隨著時(shí)間變化,區(qū)域差異逐漸縮小。
[Abstract]:The development of regional economy is the result of the joint action of its natural factors and humanistic factors, and its development is pluralistic, transformative and time-efficient. It is a necessary condition for the continuous social progress of the country and the region. Looking at the distribution law of the developed regions of the world, we can see that most of these areas are concentrated in the coastal areas with port resources. And in the process of regional development advantage is significant, which is mainly based on their cities, ports, industries, with a strong correlation among the three. The development of the region is no longer to carry on the economic activity with the individual individual, but to develop with the concept of "group". In such a new situation, the urban agglomeration. The development model of industrial cluster and port cluster emerged as the times require. For coastal areas, there is an inseparable close relationship between urban agglomeration, industrial cluster and port cluster, and more and more studies have found that urban agglomeration. The coordinated development pattern of "trinity" of industrial cluster and port group is an important means to promote the regional economic development of coastal areas and enhance the regional competitive strength. The Bohai Rim region is an important economic zone in the north of China. It is called "the third growth level" of national economic development. Therefore, depending on the urban agglomeration, industry cluster as the pillar, port cluster as the hub, we should make great efforts to create the spatial pattern of the coordinated development of the port cluster and the industrial cluster. It will be an important engine to enhance economic development and drive regional development around the Bohai Sea. Based on the present situation of development of urban agglomeration, industrial cluster and port agglomeration in Bohai Rim, 27 rating indexes are selected from three aspects of urban agglomeration development, industrial cluster development and port agglomeration development to establish Bohai Rim urban agglomeration. Industrial cluster, port cluster rating index system, collate and analyze the data of 13 years from 1999 to 2011, using entropy weight method and coordination degree model to the Bohai region urban agglomeration, industrial cluster. The comprehensive development level of the port group and the coordination of the system are calculated quantitatively. The qualitative analysis of the evolution process and development stage is carried out from the point of view of time and space respectively. The research shows that: 1) in the research period. From the point of view of time development sequence, the coordinated development level of urban agglomeration, industrial cluster and port cluster in Bohai Rim region has been improved continuously during the period of study. The coordinated development relationship has experienced three kinds of coordination state: barely coordinated state, moderate coordination state and good coordination state. The coordination level has been rising year by year. (3) from the perspective of spatial development sequence, in the research period. The coordination state of the three urban agglomerations, industrial clusters and port clusters in the region shows a better and better trend with time, but the speed of coordination evolution of each part varies greatly, and changes with time. Regional differences are gradually narrowing.
