【摘要】：以渤海、渤海海峽和黃海北部和中部水域?yàn)橹鞯谋狈胶^(qū)，包括天津、大連、營(yíng)口、秦皇島、煙臺(tái)、青島六個(gè)通信中心，為轄區(qū)內(nèi)用戶提供遇險(xiǎn)通信值守、安全信息播發(fā)及公眾通信等業(yè)務(wù)，是天津海事局的主要業(yè)務(wù)。隨著航運(yùn)業(yè)的發(fā)展，其對(duì)信息化手段的依賴程度也越來(lái)越高，信息化已成為新世紀(jì)實(shí)現(xiàn)航運(yùn)業(yè)優(yōu)化升級(jí)和結(jié)構(gòu)調(diào)整的重要手段；同時(shí)北方海區(qū)沿海港口的不斷發(fā)展，所轄海域船舶流量的不斷增加，必將對(duì)北方海區(qū)通信中心在保障水上航行安全方面提出更高的要求；尤為重要的是，海洋強(qiáng)國(guó)戰(zhàn)略實(shí)施、海洋管理新格局構(gòu)建、通信技術(shù)進(jìn)步、業(yè)內(nèi)外對(duì)手的競(jìng)爭(zhēng)、國(guó)家對(duì)北方海區(qū)通信資源的整合，給水上通信業(yè)務(wù)的發(fā)展帶來(lái)了重大戰(zhàn)略機(jī)遇和挑戰(zhàn)。因此，傳統(tǒng)的戰(zhàn)略模式已經(jīng)不能滿足形勢(shì)的發(fā)展，亟需一種新的戰(zhàn)略模式來(lái)適應(yīng)當(dāng)前的發(fā)展。本文以所在單位水上通信業(yè)務(wù)發(fā)展為研究對(duì)象，重點(diǎn)分析了業(yè)務(wù)的內(nèi)外部環(huán)境，結(jié)合在MBA階段所學(xué)的戰(zhàn)略決策理論，運(yùn)用PEST分析法、波特五力模型、價(jià)值鏈理論、系統(tǒng)分析法、對(duì)比分析法等企業(yè)研究方法，按照“背景介紹—業(yè)務(wù)外部環(huán)境分析—業(yè)務(wù)內(nèi)部競(jìng)爭(zhēng)力環(huán)境分析—戰(zhàn)略決策—措施保障”的思路，得出企業(yè)發(fā)展的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇、威脅（SWOT），據(jù)此確立企業(yè)的發(fā)展的SO組合戰(zhàn)略。 北方海區(qū)水上通信業(yè)務(wù)承擔(dān)著轄區(qū)遇險(xiǎn)值守和安全信息播發(fā)的保障任務(wù)，是一項(xiàng)具有先導(dǎo)性、戰(zhàn)略性、基礎(chǔ)性、服務(wù)性的業(yè)務(wù)，，也是全球海上遇險(xiǎn)與安全系統(tǒng)的重要組成部分，是彌補(bǔ)衛(wèi)星通信能力不足的重要手段，在保障水上交通安全和人命救助中發(fā)揮了重要作用，并將在今后國(guó)家海洋強(qiáng)國(guó)戰(zhàn)略中繼續(xù)發(fā)揮積極作用。深入分析水上通信業(yè)務(wù)發(fā)展現(xiàn)狀，制訂相應(yīng)的發(fā)展戰(zhàn)略，確保水上通信業(yè)務(wù)科學(xué)發(fā)展，是本文研究的意義所在。
[Abstract]:In Bohai, the Bohai Strait and Northern and central the Yellow Sea waters. The northern sea area, including Tianjin, Dalian, Yingkou, Qinhuangdao, Yantai, Qingdao six communication center, to provide emergency communication on duty is within the jurisdiction of the user, and the public security information broadcast and communications services, is the main business of Tianjin maritime bureau. Along with the development of shipping industry and its dependence on information technology is more and more high, information technology has become an important means to realize the upgrading and structural adjustment and optimization of the shipping industry in the new century; at the same time, the northern sea area of coastal port development, increasing sea area under the jurisdiction of ship traffic, will be more on the Northern Sea Communication Center proposed in the water safety of navigation the requirements; in particular, the implementation of the marine strategy to build a new pattern of ocean management, communication technology progress, industry competition, the state of North Sea communication information The source of water supply integration, development business communication brought great strategic opportunities and challenges. Therefore, the strategy of the traditional model can not meet the development of the situation, we need a new strategy to adapt to the current development. With the development of communication business unit of water as the research object, analyzes the internal and external business the Ministry of environment, combined with the strategic decision theory in the MBA stage, the use of PEST analysis, Potter five forces model, value chain theory, system analysis, comparative analysis and other research methods of enterprises, in accordance with the "background - business environment analysis, business environment analysis and internal competitive strategic decision - Safeguard Measures" ideas the development of enterprises, advantages, disadvantages, opportunities and threats (SWOT), to establish a SO combination strategy of enterprise development.
North sea water communication business area undertakes the duty and distress safety information broadcast security task, is a pioneering, strategic, fundamental, service business, and also global maritime distress and safety system is an important part of satellite communication is an important means to make up the lack of security, in the water traffic safety and salvage of human life has played an important role, and will continue to play a positive role in the future of national marine strategy. In depth analysis of water communication business development, formulate the corresponding development strategy, to ensure water communication business of scientific development, is the significance of this study.
