【摘要】：改革開放以來，隨著經(jīng)濟的迅速發(fā)展和城市化進程的不斷推進，河北省出租汽車行業(yè)快速發(fā)展，出租汽車行業(yè)在這個過程中所扮演的角色無疑將愈發(fā)重要，出租汽車行業(yè)發(fā)展程度是衡量城市現(xiàn)代化的一項重要指標。但伴隨著出租汽車行業(yè)的更新和發(fā)展，服務(wù)質(zhì)量的發(fā)展水平已經(jīng)逐漸落后于市場的需求標準，行業(yè)中的問題逐漸暴露出來，已引起社會的廣泛關(guān)注。如何提高出租汽車企業(yè)化管理程度成為提高服務(wù)管理水平的前提。本文主要以經(jīng)營權(quán)管理理論為基礎(chǔ)，運用理論分析和比較研究相結(jié)合的方法，以河北省出租汽車行業(yè)為對象，通過分析出租汽車經(jīng)營權(quán)制度中存在的問題，并提出一些具體的對策建議，為相關(guān)政府管制部門提供決策參考。 本文首先對國內(nèi)外出租汽車行業(yè)經(jīng)營權(quán)的研究現(xiàn)狀進行回顧和總結(jié)，詳細闡述經(jīng)營權(quán)管理理論的內(nèi)涵，在此基礎(chǔ)上分析經(jīng)營權(quán)管理理論依據(jù)及出租汽車行業(yè)經(jīng)營權(quán)管理的內(nèi)容，即所有權(quán)實名制、建立出租汽車經(jīng)營權(quán)股份制和經(jīng)營權(quán)企業(yè)化。然后，，本文闡述了出租汽車行業(yè)的特點、運營方式類型及其在交通系統(tǒng)中的地位及作用。最后文章針對河北省的出租汽車行業(yè)的發(fā)展現(xiàn)狀對其管制的三方面進行了分析并提出了對策，并在此分析的基礎(chǔ)上提出了適應石家莊市特點的運營模式及行政監(jiān)管體系。
[Abstract]:Since the reform and opening up, with the rapid development of the economy and the process of urbanization, the taxi industry in Hebei Province has developed rapidly. The role of the taxi industry in this process will undoubtedly become more and more important. The development level of taxi industry is an important index to measure the modernization of city, but with the renewal and development of taxi industry, the development level of service quality has gradually lagged behind the demand standard of the market. Problems in the industry gradually exposed, has caused widespread concern in society. How to improve the level of management of taxi enterprises becomes the premise of improving the level of service management. This paper is mainly based on the management theory of management rights. By using the method of combining theoretical analysis and comparative study, taking the taxi industry in Hebei Province as the object, this paper analyzes the problems existing in the system of management right of taxi, and puts forward some concrete countermeasures and suggestions. To provide decision-making reference for relevant government control departments. Firstly, this paper reviews and summarizes the research status quo of the management right of taxi industry at home and abroad, and expounds the connotation of the management theory of management right in detail. On this basis, this paper analyzes the theoretical basis of management right and the content of management right management in taxi industry, that is, ownership real name system, the establishment of share system of management right of taxi and the enterprise of management right. Then. This paper expounds the characteristics of taxi industry. The type of operation mode and its position and function in the transportation system. Finally, the article analyzes the three aspects of the regulation of taxi industry in Hebei Province and puts forward some countermeasures. On the basis of this analysis, the operation mode and administrative supervision system adapted to the characteristics of Shijiazhuang City are put forward.
