【摘要】：隨著國家綜合國力的提高，為完成民族復(fù)興的偉大夢想，我國已確立了建設(shè)海洋強(qiáng)國的海洋發(fā)展戰(zhàn)略，海洋事業(yè)不斷從近海走向深遠(yuǎn)海和大洋。海洋工作的發(fā)展依賴于海洋調(diào)查船的能力建設(shè)。我國自五十年代即開始改裝調(diào)查船，之后自主設(shè)計(jì)和建造了不同噸位、不同系列和不同類別的調(diào)查船，形成了一個具有中國特色的調(diào)查船體系。特別是在近年，我國又進(jìn)入一個新的海洋調(diào)查船發(fā)展歷史高峰，船舶建造的數(shù)量和技術(shù)水平都是前所未有的。 但由于受傳統(tǒng)海洋管理機(jī)制的限制，我國海洋調(diào)查船仍處于分散管理的局面，在調(diào)查船發(fā)展規(guī)劃、更新?lián)Q代、資源和信息共享等方面還遠(yuǎn)遠(yuǎn)不能滿足國家海洋事業(yè)發(fā)展的需求，存在能力浪費(fèi)和發(fā)展不協(xié)調(diào)的問題，嚴(yán)重影響我國海洋調(diào)查工作的開展。海洋科技領(lǐng)域?qū)＜叶嗄陙硪卜e極呼吁解決這些迫切問題�？v觀國內(nèi)外調(diào)查船發(fā)展歷史，建設(shè)中國海洋調(diào)查船隊(duì)是解決這些問題的唯一有效途徑。 國家海洋局在2012年組建了中國海洋調(diào)查船隊(duì)，開始了協(xié)調(diào)全國調(diào)查船工作的努力。但由于剛剛起步，國內(nèi)相關(guān)研究還比較少。在船隊(duì)宏觀戰(zhàn)略規(guī)劃、管理機(jī)制和發(fā)展路線等關(guān)鍵問題方面仍需要進(jìn)一步探討。 本文通過海洋調(diào)查船隊(duì)概念的分析、我國海洋調(diào)查船發(fā)展歷史和現(xiàn)狀的研究以及與發(fā)達(dá)海洋國家在調(diào)查船隊(duì)管理方面先進(jìn)經(jīng)驗(yàn)的比較，指出了我國發(fā)展海洋調(diào)查船隊(duì)存在的主要問題和困難，并提出了詳細(xì)的發(fā)展建議以及海洋調(diào)查船隊(duì)發(fā)展路線圖。希望通過這些工作，能為我國調(diào)查船隊(duì)建設(shè)提供一定的理論和決策參考。 本文文獻(xiàn)收集主要依賴相關(guān)文獻(xiàn)數(shù)據(jù)庫，包括：CNKI（China NationalKnowledge Infrastructure）《中文期刊全文數(shù)據(jù)庫》（網(wǎng)絡(luò)版）、維普《中文科技期刊數(shù)據(jù)庫》（全文版）、萬方《中文學(xué)位論文數(shù)據(jù)庫》、讀秀中文資源何百鏈外文資源等。外文電子期刊檢索數(shù)據(jù)庫包括：OA（Open Acess）學(xué)術(shù)資源檢索平臺、萬方《外文科技期刊數(shù)據(jù)庫》和維普《外文科技期刊數(shù)據(jù)庫》等。此外，筆者目前正在負(fù)責(zé)建造國家海洋局1500噸級和4500噸級2艘海洋綜合調(diào)查船。在項(xiàng)目實(shí)施過程中，結(jié)合業(yè)務(wù)工作，進(jìn)行了較多的資料收集、整理和分析工作，具有研究這一問題較好的科研背景。同時，與國內(nèi)各調(diào)查船管理部門和單位有較多的溝通和交流，通過積極的調(diào)查和走訪，能夠掌握國內(nèi)外調(diào)查船發(fā)展的最新動態(tài)。 本文的主要研究成果和創(chuàng)新點(diǎn)如下： 1、在國內(nèi)首次明確提出和分析了海洋調(diào)查船隊(duì)的概念； 2、借鑒國內(nèi)外調(diào)查船隊(duì)管理經(jīng)驗(yàn)，，提出了我國海洋調(diào)查船隊(duì)新的分類標(biāo)準(zhǔn)； 3、分析了海洋調(diào)查船隊(duì)研究的學(xué)科綜合性和交叉性，以此提出了海洋調(diào)查船隊(duì)建設(shè)對各相關(guān)行業(yè)發(fā)展的重要戰(zhàn)略意義； 4、根據(jù)我國海洋事業(yè)發(fā)展現(xiàn)狀和前景，提出了建設(shè)中國海洋調(diào)查船隊(duì)的發(fā)展路線圖。 通過本文的研究，可以得出如下結(jié)論：海洋調(diào)查船隊(duì)建設(shè)是我國海洋調(diào)查船未來發(fā)展的必然選擇。在我國綜合海洋管理部門——國家海洋局的統(tǒng)一領(lǐng)導(dǎo)下，加強(qiáng)高層規(guī)劃和戰(zhàn)略研究，以能力和基地建設(shè)為基礎(chǔ)，結(jié)合中央部門和地方單位不同的船舶管理優(yōu)勢，一定能建成有中國特色的國際一流海洋調(diào)查船隊(duì)。
[Abstract]:With the improvement of national comprehensive strength, to complete the great dream of national revival, our country has established the construction of marine power marine development strategy, marine industry to the deep sea and Ocean from offshore. Capacity building work depends on the development of ocean survey ship Yu Haiyang. China began to refit the survey ship since 50s, after the independent design and the construction of different tonnage, different series and different categories of survey ship, formed a Chinese characteristic survey ship system. Especially in recent years, our country has entered a new historical development of ocean survey ship Shi Gaofeng, the number of ship construction and technical level are hitherto unknown.
But due to the traditional marine management mechanism limit ocean survey ship in China is still in the decentralized management of the situation, planning, development in the survey ship upgrading, resources and information sharing can not satisfy the development of national marine industry demand, there are waste and development coordination problems, seriously affecting the marine investigation work the development of our country. The field of marine science and technology experts over the years actively to solve these urgent problems. According to the domestic and foreign research vessel development, construction Chinese ocean survey fleet is the only effective way to solve these problems.
The State Oceanic Administration set up China ocean survey fleet in 2012, began to coordinate national survey ship work effort. But because the domestic research has just started, is still relatively small. In the fleet of macro strategic planning, key problems and development route management mechanism still needs to be further explored.
In this paper, through the analysis of the concept of the Fleet Marine Survey, comparative study of the Chinese marine survey ship development history and current situation and with the developed countries in the ocean survey fleet management advanced experience, points out the main problems and difficulties existing in the development of ocean survey fleet in China, and put forward the development proposal and the detailed oceanographic fleet development route figure. Hope that through these work can provide theoretical and decision-making references for China's fleet construction survey.
In this paper, literature collection mainly depends on the related literature database, including: CNKI (China NationalKnowledge Infrastructure) < Chinese journal full text database (Web Edition) >, < > Chinese VIP journal database (full version), Wanfang dissertation database Chinese < >, where Bailian Chinese resources Duxiu foreign language resources. Foreign electronic journals including database retrieval OA (Open Acess) platform for academic resource retrieval, Wanfang Database > < < foreign journals and VIP Foreign Periodicals Database >. In addition, the author is responsible for the construction of the State Oceanic Administration, 1500 ton and 4500 ton 2 ship ocean survey ship. In the process of project implementation, combined with the work of a lot of data collection, collation and analysis, the study of this problem has good research background. At the same time, there are more communication and exchange with the survey ship management departments and units Flow, through active investigation and visit, can grasp the latest developments in the development of investigation ships both at home and abroad.
The main research results and innovation points of this paper are as follows:
1, for the first time, the concept of marine investigation fleet is clearly put forward and analyzed in China.
2, using the experience of investigating the management of the fleet at home and abroad, the new classification standard for the marine investigation fleet in China is put forward.
3, we analyzed the comprehensiveness and intersecting nature of marine research fleet research, and put forward the important strategic significance of marine survey fleet construction for all related industries.
4, according to the current situation and Prospect of the development of China's marine industry, a road map for the development of China marine investigation fleet is put forward.
Through this research, we can draw the following conclusions: Marine Survey fleet construction is an inevitable choice for the future development of ocean survey ship in China. In China's comprehensive marine management department, under the unified leadership of the State Oceanic Administration, strengthen high-level planning and strategic research on capacity and base construction as the foundation, combined with the central departments and local units different ship management advantages, will built a Chinese distinctive world-class oceanographic survey ships.
