【摘要】：實施重大節(jié)假日高速公路免費政策,雖然為公眾減少了一部分出行成本,但其帶來的問題也是不容小覷的,如同一時間段高速公路擁堵以及車輛無序等問題。高速公路是一個國家經(jīng)濟(jì)運輸?shù)闹饕ǖ?其運行直接影響著沿線人民的生活。在重大節(jié)假日時,因人民出行需求的提升定會為高速公路造成相當(dāng)大的壓力。所以,在實施該政策時應(yīng)更加全面深入的分析免費政策對高速公路所帶來的影響,提升對高速公路交通組織的重視度。本課題綜合使用文獻(xiàn)研究法、觀察研究法、經(jīng)驗總結(jié)研究法、歸納研究法全面研究分析了國內(nèi)高速公路運作機(jī)制,通過深入探究分析國內(nèi)高速公路免費所存在的問題,提出相應(yīng)的解決方案,希望有利于國內(nèi)高速公路運作機(jī)制的完善,使其費率能夠更加的合理化,促進(jìn)高速公路免費化以及免費高速公路的進(jìn)一步發(fā)展。研究指出實施高速免費政策中存在的問題主要表現(xiàn)為道路擁堵問題,政策公平性問題,公路網(wǎng)整體效率下降。在借鑒美國、德國、日本高速公路免費政策經(jīng)驗的基礎(chǔ)上提出了因地制宜的完善的實施方案；交通信息公布及時引導(dǎo)公眾理性出行；強(qiáng)化公路基礎(chǔ)設(shè)施通行能力和服務(wù)水平；加快推動兩個公路體系的建設(shè)；規(guī)范駕駛行為和倡導(dǎo)文明出行等我國實施高速免費政策措施完善的建議。
[Abstract]:The implementation of a major holiday freeway free policy, although for the public to reduce part of the travel costs, but its problems are not to be underestimated. The expressway is the main channel of a country's economic transportation, and its operation directly affects the life of people along the route. Because the increase of the people's travel demand will cause considerable pressure on the freeway. Therefore, in the implementation of the policy should be more comprehensive and in-depth analysis of the impact of the free policy on the highway. This paper comprehensively uses the literature research method, the observation research method, the experience summary research method, the induction research method comprehensively studies and analyzes the domestic highway operation mechanism. Through in-depth analysis of domestic freeway free of charge problems, put forward the corresponding solutions, hoping to be conducive to the improvement of the domestic expressway operation mechanism, so that the rate can be more reasonable. Promote freeway free and further development of freeway. The study points out that the main problems in implementing freeway free policy are road congestion and policy fairness. The overall efficiency of the highway network is declining. Based on the experience of freeway free policy in the United States, Germany and Japan, the author puts forward the perfect implementation plan according to the local conditions. The publication of traffic information should guide the public to travel rationally; Strengthening the capacity and service level of highway infrastructure; Speeding up the construction of the two highway systems; The suggestion of standardizing driving behavior and advocating civilized travel and so on.
