【摘要】:我國(guó)工業(yè)化、城鎮(zhèn)化進(jìn)程的加快以及消費(fèi)結(jié)構(gòu)的不斷升級(jí)的國(guó)情,造成了我國(guó)能源需求必然增長(zhǎng)的結(jié)果。于此同時(shí),能源的環(huán)境約束,也隨著全球能源安全以及我國(guó)內(nèi)部資源保障能力的限制日趨強(qiáng)化。遼寧省是工業(yè)大省,也是能源消費(fèi)大省,能源自給能力嚴(yán)重不足,能源瓶頸問(wèn)題逐漸凸顯,造成這種情況的原因是我省的經(jīng)濟(jì)結(jié)構(gòu)以及增長(zhǎng)方式不合理。為了使資源能夠支撐社會(huì)以及經(jīng)濟(jì)的發(fā)展,我們必須加快對(duì)經(jīng)濟(jì)結(jié)構(gòu)的調(diào)整以及對(duì)經(jīng)濟(jì)的增長(zhǎng)方式的轉(zhuǎn)變。解決問(wèn)題的根本出路在于節(jié)能降耗,要想做到這一點(diǎn),我們需要從政府的合理干預(yù)以及市場(chǎng)機(jī)制調(diào)節(jié)兩方面入手。政府進(jìn)行合理干預(yù)的有效途徑之一是進(jìn)行節(jié)能監(jiān)察。節(jié)能監(jiān)察使節(jié)能法律制度逐步得以落實(shí),節(jié)能監(jiān)察使違法用能行為開(kāi)始得到遏制,節(jié)能監(jiān)察為其他管理活動(dòng)提供依據(jù),節(jié)能監(jiān)察為完成節(jié)能約束性指標(biāo)提供保障。本文以遼寧省監(jiān)察中心為研究對(duì)象,首先對(duì)于遼寧省節(jié)能監(jiān)察現(xiàn)狀進(jìn)行了分析。發(fā)現(xiàn)遼寧省節(jié)能監(jiān)察工作存在節(jié)能監(jiān)察覆蓋范圍不足、節(jié)能監(jiān)察流于形式、節(jié)能監(jiān)察整改后無(wú)反饋等一系列問(wèn)題。并對(duì)存在問(wèn)題的原因在法律層面、制度層面、技術(shù)層面等進(jìn)行了分析,得出了節(jié)能法律規(guī)章不夠細(xì)化,缺乏可執(zhí)行性;節(jié)能考核技術(shù)標(biāo)準(zhǔn)滯后,不健全;節(jié)能監(jiān)察隊(duì)伍建設(shè)不健全;節(jié)能主管部門職能交叉重復(fù);缺乏對(duì)于地方行政主官在節(jié)能指標(biāo)方面的考核;節(jié)能檢測(cè)設(shè)備落后、節(jié)能監(jiān)察人員知識(shí)儲(chǔ)備滯后等是造成遼寧省節(jié)能監(jiān)察工作問(wèn)題的主要因素。最后本文通過(guò)運(yùn)用公共管理學(xué)相關(guān)理論,借鑒相關(guān)先進(jìn)經(jīng)驗(yàn),提出了遼寧省節(jié)能監(jiān)察體系標(biāo)準(zhǔn)化建設(shè)方案,對(duì)于可行性進(jìn)行分析,得出了完善節(jié)能監(jiān)察工作的對(duì)策。
[Abstract]:The industrialization of our country, the acceleration of urbanization process and the constant upgrading of consumption structure result in the inevitable increase of energy demand in our country.At the same time, the environmental constraints of energy, with the global energy security and China's internal resource security constraints are increasingly strengthened.Liaoning Province is an industrial province and a big energy consumption province. The energy self-sufficiency is seriously insufficient and the energy bottleneck problem is gradually prominent. The reason for this situation is that the economic structure and the growth mode of our province are unreasonable.In order for resources to support social and economic development, we must speed up the adjustment of economic structure and the transformation of economic growth mode.The fundamental way to solve the problem is to save energy and reduce consumption. In order to achieve this, we need to start with the reasonable intervention of the government and the adjustment of market mechanism.One of the effective ways for the government to intervene reasonably is to carry out energy-saving supervision.Energy conservation supervision makes energy conservation legal system carry out step by step, energy conservation supervision begins to contain illegal energy use behavior, energy conservation supervision provides basis for other management activities, energy saving supervision provides guarantee for the completion of energy conservation binding targets.In this paper, Liaoning Province Supervision Center as the research object, first of all, the current situation of energy conservation supervision in Liaoning Province has been analyzed.It is found that there are a series of problems in energy conservation supervision in Liaoning Province, such as insufficient coverage of energy conservation supervision, energy conservation supervision is a mere formality, and there is no feedback after energy conservation supervision is rectified and reformed.The causes of the problems are analyzed at the legal level, the system level, the technical level, and so on, and it is concluded that the energy-saving laws and regulations are not detailed enough and lack of implementability, the technical standard of energy-saving assessment is lagging behind, and the technical standard of energy conservation assessment is not perfect.The construction of energy-saving supervision team is not perfect; the functions of the department in charge of energy conservation are overlapping and duplicated; the local chief administrative officials are lacking in the assessment of the energy conservation index; the energy saving testing equipment is backward,The lagged knowledge reserve of energy-saving supervisors is the main factor that causes the problems of energy-saving supervision in Liaoning Province.Finally, by using the relevant theories of public management and drawing lessons from the relevant advanced experience, this paper puts forward the standardization construction scheme of energy conservation supervision system in Liaoning Province, analyzes the feasibility, and obtains the countermeasures to improve the energy conservation supervision work.
