權(quán)責(zé)清單制度:提升高職院校治理能力的新路徑

【摘要】:高職院校治理權(quán)責(zé)清單制度建設(shè)聚焦于權(quán)的邊界與責(zé)的定位、權(quán)與責(zé)的順暢對(duì)接以及高職院校治理信息透明化等方面。破除諸如高職院校利益相關(guān)方行為脫離高職院校治理權(quán)責(zé)清單可控范圍度等實(shí)踐困局,可采用法治思維構(gòu)建高職院校治理權(quán)責(zé)清單制度、將高職院校利益相關(guān)方行為納入高職院校治理權(quán)責(zé)清單、打通高職院校治理權(quán)力與責(zé)任清單的通道以及搭建好高職院校治理權(quán)責(zé)清單制度的平臺(tái)等措施。
[Abstract]:The construction of the list of responsibilities and powers in higher vocational colleges focuses on the boundary of power and the orientation of responsibility, the smooth connection between power and responsibility, and the transparency of governance information in higher vocational colleges. In order to overcome the practical difficulties such as the behavior of stakeholders in higher vocational colleges break away from the controllable scope of the list of powers and responsibilities in higher vocational colleges, we can adopt the rule of law thinking to construct the list system of governance power and responsibility in higher vocational colleges. Taking the behavior of stakeholders into the list of governance powers and responsibilities of higher vocational colleges, opening the channel of the list of power and responsibility in higher vocational colleges, and setting up the platform of the list system of governance power and responsibility in higher vocational colleges and so on.
