職教中校企合作的現(xiàn)狀與發(fā)展對策研究

【摘要】:發(fā)展職業(yè)教育,是我國進行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,發(fā)展經(jīng)濟的迫切需要。但是目前職業(yè)教育卻存在很多問題:辦學機制不夠靈活、教育觀念落后、管理體制陳舊、人才培養(yǎng)的數(shù)量和質(zhì)量與市場需求還有較大差距,使許多職業(yè)學校的畢業(yè)生就業(yè)率高但就業(yè)質(zhì)量卻很低,F(xiàn)階段職業(yè)教育不僅是規(guī)模性的發(fā)展,更是結(jié)構(gòu)性優(yōu)化和質(zhì)量的提升,而“校企合作”正是實現(xiàn)這一目標的唯一途徑。隨著職業(yè)教育改革的不斷深入,實施校企合作的職業(yè)學校與企業(yè)的數(shù)量正逐漸增加,但是合作質(zhì)量依舊很低,原因是對校企合作沒有較為系統(tǒng)和完整的研究,社會各界對校企合作有著不同的理解,面臨著工作組織不落實,缺乏相關(guān)政策和制度等諸多問題,校企合作還不夠深入,合作還只是淺層次的合作,沒有達到理想的效果。因此,,要使校企合作深入開展,提高人才培養(yǎng)質(zhì)量和數(shù)量,滿足企業(yè)及社會的需要,不僅需要加強理論研究,完善政策法規(guī)健全機制,對各地好的經(jīng)驗加以總結(jié)借鑒,還應(yīng)結(jié)合我國國情及各地經(jīng)濟發(fā)展狀況和各專業(yè)特點進行適宜的合作。 為此本文分為四部分: 第一部分在緒論中提出所要研究的問題,寫作的思路和方法,并對校企合作的概念進行界定。 第二部分以山東省為例,對山東省中職學校校企合作的現(xiàn)狀進行論述。著重探討了合作所取得的成績;校企合作的主要方式和途徑;推動校企合作采取的措施和校企合作存在的問題。 第三部分對山東和全國校企合作的制約性因素進行分析。影響合作的主要因素包括:校企合作的法規(guī)政策不具體,缺乏操作性;多數(shù)中職學校自身實力過于弱;缺乏校企合作機制;學校與企業(yè)存在文化差異。 第四部分論述了中職校企合作未來發(fā)展面臨的新形勢和新任務(wù)。其面臨的新形勢是產(chǎn)業(yè)轉(zhuǎn)型升級、戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展和中職繼續(xù)深化改革。校企合作未來發(fā)展的新任務(wù)是促進企業(yè)的升級、新興產(chǎn)業(yè)的發(fā)展及促進中職的改革。 第五部分推進我國中職校企合作辦學持續(xù)發(fā)展對策。這些對策包括校企合作應(yīng)完善法規(guī)并加強考核與評價;加強校企合作機制建設(shè);加強校企合作的工業(yè)文化對接;采取轉(zhuǎn)變合作觀念,促進合作的多元化;理清合作思路,選擇適宜的合作模式;加強中職基礎(chǔ)能力建設(shè);營造有利于技能人才發(fā)展的環(huán)境和條件七個方面。 本研究是以中等職業(yè)教育校企合作為研究對象,圍繞現(xiàn)階段校企合作的實際發(fā)展來論述。筆者認為中職校企合作是一項復(fù)雜的工程,合作要深入持續(xù)開展,需要社會方方面面的努力,包括完善法律法規(guī)、加強機制建設(shè)、校企文化對接等方面。只有全社會共同努力校企合作才能深入開展并保證質(zhì)量。
[Abstract]:The development of vocational education is the urgent need for China to adjust its industrial structure and develop its economy. However, there are many problems in vocational education at present: the mechanism of running a school is not flexible enough, the concept of education is backward, the management system is old, and the quantity and quality of personnel training still have a big gap with the market demand. The employment rate of graduates from many vocational schools is high but the quality of employment is very low. At present, vocational education is not only the development of scale, but also the optimization of structure and the improvement of quality. "School-enterprise cooperation" is the only way to achieve this goal. With the deepening of vocational education reform, the number of vocational schools and enterprises carrying out the cooperation between schools and enterprises is increasing gradually, but the quality of cooperation is still very low, because there is no systematic and complete research on the cooperation between schools and enterprises. All walks of life have different understanding of school-enterprise cooperation, faced with many problems, such as not carrying out work organization, lack of relevant policies and systems, and so on. The cooperation between school and enterprise is not deep enough, and cooperation is only superficial cooperation, which does not achieve the ideal effect. Therefore, in order to carry out the cooperation between school and enterprise in depth, improve the quality and quantity of personnel training, meet the needs of enterprises and society, we should not only strengthen theoretical research, perfect the mechanism of policies and regulations, but also sum up and learn from the good experiences of various places. It is also necessary to cooperate with the national conditions, the economic development and the characteristics of various specialties. This paper is divided into four parts: the first part in the introduction to put forward the problems to be studied, writing ideas and methods, and to define the concept of cooperation between schools and enterprises. The second part takes Shandong Province as an example to discuss the current situation of school-enterprise cooperation in secondary vocational schools in Shandong province. The achievements of the cooperation, the main ways and means of the cooperation between the school and the enterprise, the measures taken to promote the cooperation between the school and the enterprise and the problems existing in the cooperation between the school and the enterprise are discussed emphatically. The third part analyzes the restrictive factors of the cooperation between Shandong and national schools and enterprises. The main factors influencing cooperation include: the laws and policies of cooperation between school and enterprise are not specific and lack of operation; most secondary vocational schools are too weak in strength; they lack the mechanism of cooperation between schools and enterprises; and there are cultural differences between schools and enterprises. The fourth part discusses the new situation and new task of the future development of secondary vocational school-enterprise cooperation. The new situation it faces is industrial transformation and upgrading, the development of strategic emerging industries and the deepening reform of secondary vocational schools. The new task of cooperation between school and enterprise in the future is to promote the upgrading of enterprises, the development of new industries and the reform of secondary vocational schools. The fifth part is to promote the sustainable development of secondary vocational school-enterprise cooperation. These countermeasures include perfecting laws and regulations and strengthening assessment and evaluation for cooperation between schools and enterprises; strengthening the construction of cooperation mechanism between schools and enterprises; strengthening the industrial cultural docking of cooperation between schools and enterprises; taking changes in the concept of cooperation and promoting the diversity of cooperation; and clarifying the ideas of cooperation. Choose the appropriate cooperation mode; strengthen the basic ability construction of secondary vocational school; create the environment and conditions conducive to the development of skilled personnel in seven aspects. This research takes the secondary vocational education school-enterprise cooperation as the research object, and discusses the actual development of the school-enterprise cooperation at the present stage. The author thinks that the cooperation between secondary vocational schools and enterprises is a complex project, which needs the efforts of all aspects of society, including perfecting the laws and regulations, strengthening the construction of the mechanism, docking the culture of the schools and enterprises, and so on. Only when the whole society works together can the cooperation between schools and enterprises be carried out in depth and ensure the quality.
