【摘要】：現(xiàn)代職業(yè)教育體系國家制度是國家職業(yè)教育制度的集合,它在各種機構與組織、權力與行為的關系中交織形成�；谏鐣䦟W制度主義,現(xiàn)代職業(yè)教育體系國家制度建設包括規(guī)制性要素、規(guī)范性要素、文化-認知要素。目前,我國現(xiàn)代職業(yè)教育體系國家制度建設面臨以下困境:制度環(huán)境固化,良好的制度建設氛圍營造受到阻滯;制度包容性不夠,協(xié)調(diào)、針對性的制度規(guī)范難以確立;制度供給不足,系統(tǒng)、科學的規(guī)制性框架尚未形成;制度化過程乏力,有效的制度關注與執(zhí)行難以到位�，F(xiàn)代職業(yè)教育體系國家制度建設要走出當前困境,應營造制度建設氛圍,達成制度文化認同;明晰制度規(guī)范尺度,確保制度的靈活性;直面制度現(xiàn)實需求,強化法律法規(guī)供給;調(diào)動多元主體參與,落實各方主體權責。
[Abstract]:The national system of modern vocational education is a collection of national vocational education systems, which is intertwined in various institutions and organizations, power and behavior. Based on sociological institutionalism, the national institutional construction of modern vocational education system includes regulatory elements, normative elements and culture-cognitive elements. At present, the national system construction of our modern vocational education system is faced with the following difficulties: the system environment is solidified, the good system construction atmosphere is blocked, the system is not inclusive enough, the coordination is not enough, the targeted system norm is difficult to establish; The institutional supply is insufficient, the systematic and scientific regulatory framework has not been formed, the institutional process is weak, and the effective institutional attention and implementation are difficult. In order to get out of the current predicament, the national system of modern vocational education should build the atmosphere of system construction, reach the cultural identity of the system, clarify the standard of the system, ensure the flexibility of the system, face the actual demand of the system, and strengthen the supply of laws and regulations. Mobilize the participation of multiple subjects and implement the rights and responsibilities of all parties.
