廣西中等職業(yè)教育的困境與對(duì)策研究

【摘要】:中等職業(yè)教育是職業(yè)教育的重要組成部分,是我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的重要基礎(chǔ)。我國(guó)社會(huì)發(fā)展對(duì)中等職業(yè)教育需求的擴(kuò)大,使得其發(fā)展問(wèn)題備受關(guān)注。 改革開(kāi)放三十多年來(lái),我國(guó)中等職業(yè)教育改革與發(fā)展取得了巨大的成就。但是,在提高國(guó)民素質(zhì)和經(jīng)濟(jì)發(fā)展水平方面,中等職業(yè)教育在整個(gè)教育事業(yè)中仍是個(gè)薄弱環(huán)節(jié),其自身的專(zhuān)業(yè)結(jié)構(gòu)、發(fā)展規(guī)模和質(zhì)量都不能適應(yīng)國(guó)家經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展的需要。 廣西中等職業(yè)教育發(fā)展亦面臨著同樣的困境。廣西目前正處在西部大開(kāi)發(fā)和北部灣經(jīng)濟(jì)區(qū)的戰(zhàn)略發(fā)展大局中,經(jīng)過(guò)“十一五”期間的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整之后,廣西經(jīng)濟(jì)發(fā)展對(duì)技能勞動(dòng)者的需求程度更加明顯,對(duì)中等職業(yè)教育提出了更多的要求。與此不相適應(yīng)的是,廣西中等職業(yè)教育在自身專(zhuān)業(yè)設(shè)置上仍面臨著困境:自身定位不準(zhǔn)確,專(zhuān)業(yè)設(shè)置僵化,與經(jīng)濟(jì)發(fā)展滯后。 本文分為三個(gè)部分。第一部分:首先從廣西中等職業(yè)教育的發(fā)展現(xiàn)狀入手,介紹“十五”時(shí)期以來(lái),廣西中等職業(yè)教育在辦學(xué)規(guī)模、人才培養(yǎng)質(zhì)量、師資力量等多方面所取得的發(fā)展成就,其次,指出了當(dāng)前廣西中等職業(yè)教育在專(zhuān)業(yè)設(shè)置上的發(fā)展困境。 第二部分:結(jié)合“十一五”期間廣西重點(diǎn)產(chǎn)業(yè)發(fā)展概況,重點(diǎn)分析廣西重點(diǎn)產(chǎn)業(yè)和廣西北部灣經(jīng)濟(jì)區(qū)的人才需求狀況。進(jìn)而,對(duì)廣西中等職業(yè)教育與廣西經(jīng)濟(jì)發(fā)展進(jìn)行適應(yīng)性分析,以找到廣西中等職業(yè)教育專(zhuān)業(yè)設(shè)置存在的不足,如支柱產(chǎn)業(yè)和主導(dǎo)產(chǎn)業(yè)缺少專(zhuān)業(yè)支撐、新興產(chǎn)業(yè)沒(méi)有新設(shè)產(chǎn)業(yè)和特色產(chǎn)業(yè)中缺乏特色專(zhuān)業(yè)等。 第三部分:從公共管理的角度出發(fā),結(jié)合廣西中等職業(yè)教育的實(shí)情,提出對(duì)策:發(fā)揮政府職能綜合運(yùn)用各種宏觀(guān)調(diào)控手段,加強(qiáng)專(zhuān)業(yè)課程和示范專(zhuān)業(yè)建設(shè),優(yōu)化專(zhuān)業(yè)結(jié)構(gòu)和資源配置,以滿(mǎn)足廣西經(jīng)濟(jì)發(fā)展需求。
[Abstract]:Secondary vocational education is an important part of vocational education . It is an important basis for our country ' s economic and social development .

The reform and opening - up has made great achievements in the reform and development of secondary vocational education in our country over the past 30 years . However , in the aspect of improving the national quality and economic development level , secondary vocational education is still a weak link in the whole educational cause , its own professional structure , development scale and quality can not meet the needs of national economic construction and social development .

The development of secondary vocational education in Guangxi also faces the same dilemma . Guangxi is currently in the strategic development of western development and Beibu Gulf economic zone . After the adjustment of industry structure during the Eleventh Five - Year Plan period , Guangxi ' s economic development is more obvious to the demand of skilled workers .

This paper is divided into three parts . The first part : First , starting with the development of secondary vocational education in Guangxi , the paper introduces the development achievements of Guangxi secondary vocational education in many aspects , such as the scale of running a school , the quality of personnel training and the strength of teachers , etc . Secondly , it points out the development dilemma of secondary vocational education in Guangxi .

The second part : Based on the general situation of Guangxi ' s key industry during the 11th Five - Year Plan period , this paper focuses on the analysis of Guangxi ' s key industries and the human needs of Guangxi Beibu Gulf economic zone .

The third part : From the point of view of public administration , combine with the situation of Guangxi secondary vocational education , put forward the countermeasure : exert the government function , use various macro - control measures , strengthen the professional curriculum and demonstration professional construction , optimize the professional structure and the resource allocation , so as to meet Guangxi ' s economic development demand .
