北京市職業(yè)教育產(chǎn)教融合政策的特點(diǎn)與局限

【摘要】:系統(tǒng)梳理近40年來(lái)北京市出臺(tái)的職業(yè)教育領(lǐng)域的規(guī)范性文件,發(fā)現(xiàn)北京市職業(yè)教育產(chǎn)教融合政策呈現(xiàn)出"文本表達(dá)力度逐漸強(qiáng)化、政府評(píng)估學(xué)校—學(xué)校推進(jìn)產(chǎn)教融合、以公共財(cái)政項(xiàng)目拉動(dòng)產(chǎn)教融合"的明顯特點(diǎn)。這反映出政策存在很大的局限性,集中體現(xiàn)在其政策目標(biāo)與政策手段的匹配度低,只能用間接政策杠桿去代替直接杠桿,力圖撬動(dòng)整體局面。這種局限性帶來(lái)的后果是,雖然政策也取得了一定的成效,但在職業(yè)教育產(chǎn)教融合上政府與企業(yè)、政策與市場(chǎng)的關(guān)系仍難以得到根本改善。
[Abstract]:Systematically combing the normative documents in the field of vocational education issued by Beijing in the past 40 years, it is found that the policy of integration of industry and education in Beijing vocational education shows "the strength of text expression is gradually strengthened, and the government evaluates schools and schools to promote the integration of industry and teaching." With the public finance project pull industry and education integration "the obvious characteristic." This reflects the great limitation of the policy, which is mainly reflected in the low matching degree between the policy objective and the policy means, and the indirect policy lever can only be used to replace the direct lever and try to move the whole situation. The result of this limitation is that, although the policy has made some achievements, the relationship between government and enterprises in the integration of vocational education, industry and education, the relationship between policy and market is still difficult to be fundamentally improved.
