【摘要】：中等職業(yè)教育是我國中等教育的重要組成部分,是為經(jīng)濟(jì)和社會(huì)培養(yǎng)技術(shù)型人才的重要途徑,也是為培養(yǎng)高級(jí)技術(shù)人才的基礎(chǔ)教育。其發(fā)展水平在一定程度上也標(biāo)志著國家的教育發(fā)展水平、經(jīng)濟(jì)水準(zhǔn)和生產(chǎn)力能力。在2010年正式頒布的《國家中長期教育改革和發(fā)展綱要(2010-2020)》中也明確地指出“要大力發(fā)展職業(yè)教育”、“把中等職業(yè)教育作為加快發(fā)展職業(yè)教育的重點(diǎn)”、“把提高質(zhì)量作為重點(diǎn)”、“建立健全職業(yè)教育質(zhì)量保障體系”。因此,建立和健全中等職業(yè)教育質(zhì)量監(jiān)督和保障體系對(duì)中等職業(yè)教育的發(fā)展尤為重要。目前,我國的學(xué)者對(duì)于教育質(zhì)量監(jiān)督和保障體系也進(jìn)行了很多的研究,而對(duì)于職業(yè)教育質(zhì)量監(jiān)督和保障方面的研究多集中在高等職業(yè)教育方面,對(duì)中等職業(yè)教育研究則相對(duì)較少,專著的研究則基本上還處于空白狀態(tài)。因此,了解目前中等職業(yè)教育質(zhì)量監(jiān)督和保障體系的發(fā)展現(xiàn)狀,深入對(duì)中等職業(yè)教育質(zhì)量監(jiān)督與保障體系的研究,在研究實(shí)際問題的基礎(chǔ)上,提出相應(yīng)的解決問題的對(duì)策,為將來中等職業(yè)教育質(zhì)量監(jiān)督和保障工作的開展提供思路,這也是本研究的根本目的所在。 本論文由五個(gè)部分內(nèi)容構(gòu)成： 第一部分主要介紹了研究的背景、研究價(jià)值、研究現(xiàn)狀、研究方法、研究內(nèi)容以及創(chuàng)新之處,并對(duì)論文中的重要概念作了一定的闡釋。 第二部分對(duì)中等職業(yè)教育質(zhì)量保障體系作了一定的概述。在已有研究的基礎(chǔ)上,明確中等職業(yè)教育質(zhì)量監(jiān)督和保障體系的保障內(nèi)容、保障主體、以及如何來實(shí)施保障工作的重要問題。 第三部分介紹了中等職業(yè)教育質(zhì)量保障體系現(xiàn)狀。從中等職業(yè)教育質(zhì)量保障內(nèi)容、保障主體以及工作實(shí)施方面來分析職業(yè)教育質(zhì)量保障的現(xiàn)狀和存在的問題。 第四部分內(nèi)容為構(gòu)建和完善中等職業(yè)教育質(zhì)量保障體系提出了相應(yīng)的對(duì)策。這一部分在明確問題的前提下,結(jié)合實(shí)際情況,參考國外一些國家的成功經(jīng)驗(yàn),提出相應(yīng)的解決對(duì)策。 第五個(gè)部分主要內(nèi)容中等職業(yè)教育質(zhì)量保障體系制度的建設(shè)。任何工作的實(shí)行離不開制度的約束和保障,因而,有關(guān)職業(yè)教育質(zhì)量保障體系制度的建設(shè)和完善也勢(shì)在必行。這一部分從制度層面上提出相關(guān)的建議。
[Abstract]:Secondary vocational education is an important part of secondary education in our country. It is an important way to train technical talents for economy and society, and also a basic education for training advanced technical talents. To a certain extent, its level of development also marks the level of educational development, economic level and productive capacity of the country. In the National medium and long term Education Reform and Development Program 2010-2020, which was officially promulgated in 2010, it was clearly pointed out that "it is necessary to vigorously develop vocational education" and "to make secondary vocational education the focus of speeding up the development of vocational education". To improve quality as the focus, "establish and improve the quality assurance system of vocational education." Therefore, it is very important for the development of secondary vocational education to establish and perfect the quality supervision and guarantee system of secondary vocational education. At present, the scholars of our country have also carried out a lot of research on the educational quality supervision and guarantee system, while the researches on the quality supervision and security of vocational education are mostly focused on the higher vocational education. The research on secondary vocational education is relatively few, and the study of monographs is basically blank. Therefore, to understand the current development situation of the quality supervision and security system of secondary vocational education, to study the quality supervision and security system of secondary vocational education, and to put forward the corresponding countermeasures to solve the problems on the basis of studying the practical problems. The basic purpose of this study is to provide ideas for the quality supervision and guarantee of secondary vocational education in the future. This thesis consists of five parts: The first part mainly introduces the research background, the research value, the research present situation, the research method, the research content and the innovation, and has made the certain explanation to the important concept in the thesis. The second part has made the certain outline to the secondary vocational education quality guarantee system. On the basis of the existing research, this paper clarifies the contents of the quality supervision and guarantee system of secondary vocational education, the main body of the guarantee, and the important issues of how to implement the guarantee work. The third part introduces the current situation of the quality assurance system of secondary vocational education. This paper analyzes the present situation and existing problems of quality assurance of secondary vocational education from the aspects of content, main body of guarantee and implementation of work. The fourth part puts forward the corresponding countermeasures to construct and perfect the quality guarantee system of secondary vocational education. In this part, on the premise of defining the problem, combining with the actual situation and referring to the successful experiences of some foreign countries, the corresponding countermeasures are put forward. The fifth part is the construction of the quality assurance system of secondary vocational education. Any work cannot be carried out without the restriction and guarantee of system, therefore, it is imperative to construct and perfect the system of quality assurance of vocational education. This part puts forward the relevant suggestions from the system level.
