【摘要】：為了更好地解決當(dāng)前經(jīng)濟(jì)發(fā)展新常態(tài)存在的"產(chǎn)能過剩""經(jīng)濟(jì)下行"等突出矛盾,職業(yè)教育必須主動勇挑重?fù)?dān),從"供給側(cè)"進(jìn)行改革。目前,我國職業(yè)教育存在資源城鄉(xiāng)分配不均衡、投入結(jié)構(gòu)失衡、職業(yè)院校內(nèi)部發(fā)展要素不均衡等結(jié)構(gòu)性矛盾,經(jīng)濟(jì)社會產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級、新型城鎮(zhèn)化縱深發(fā)展、區(qū)域社會精準(zhǔn)扶貧、高質(zhì)量教育追求和人的全面發(fā)展、計劃生育政策調(diào)整等對職業(yè)教育供給側(cè)結(jié)構(gòu)性改革也提出了現(xiàn)實(shí)需求。基于此,以職業(yè)教育相關(guān)方為切入點(diǎn),提出從專業(yè)設(shè)置、實(shí)訓(xùn)基地建設(shè)、服務(wù)能力提升等方面進(jìn)行改革,針對現(xiàn)代學(xué)徒制、內(nèi)部質(zhì)量保證體系、現(xiàn)代職業(yè)教育體系、信息化等設(shè)計合理的制度和政策,實(shí)現(xiàn)現(xiàn)代職業(yè)教育供給側(cè)結(jié)構(gòu)性改革的效率和質(zhì)量不斷提升,為國家經(jīng)濟(jì)社會轉(zhuǎn)型升級提供支持。
[Abstract]:In order to better solve the problems of "overcapacity" and "economic downturn" existing in the new normal of economic development, vocational education must take the initiative to shoulder the heavy burden and carry out the reform from the "supply side". At present, there are structural contradictions in China's vocational education, such as unbalanced distribution of resources between urban and rural areas, imbalance of input structure, imbalance of internal development elements of vocational colleges, transformation and upgrading of economic and social industrial structure, deep development of new urbanization, etc. Regional social precision poverty alleviation, the pursuit of high quality education and overall development of human beings, and the adjustment of family planning policy also put forward the realistic demand for the supply-side structural reform of vocational education. Based on this, taking the relevant parties of vocational education as the starting point, this paper puts forward the reform from the aspects of specialty setting, construction of practical training base, promotion of service ability and so on, aiming at modern apprenticeship system, internal quality assurance system, modern vocational education system, etc. The informationization design reasonable system and the policy, realizes the modern vocational education supply-side structural reform the efficiency and the quality unceasingly enhances, provides the support for the national economic society transformation and upgrading.
