高職學(xué)生就業(yè)服務(wù)體系構(gòu)建探究

【摘要】:大學(xué)生就業(yè)問題不僅關(guān)乎民生還關(guān)乎社會安定穩(wěn)定,是一個世界性的難題。隨著我國的教育由“精英教育”向“大眾教育”轉(zhuǎn)變,大學(xué)畢業(yè)生“就業(yè)難、難就業(yè)”的問題擺在面前,引起政府和全社會的廣泛關(guān)注。高職教育在經(jīng)歷十幾年的快速發(fā)展之后,同樣面臨著畢業(yè)生“就業(yè)難、難就業(yè)”問題。影響高職學(xué)生就業(yè)的主要要素包括政府、人力資源市場、高校、學(xué)生、企業(yè)和調(diào)研、咨詢、中介等機(jī)構(gòu)等六個方面,結(jié)合當(dāng)前經(jīng)濟(jì)社會發(fā)展形勢綜合分析我國高職學(xué)生所處的就業(yè)大環(huán)境以及影響大學(xué)生就業(yè)的三大因素,學(xué)習(xí)和借鑒美國、德國、香港地區(qū)等發(fā)達(dá)國家或地區(qū)大學(xué)生就業(yè)服務(wù)體系構(gòu)建經(jīng)驗,為構(gòu)建具有中國特色的高職學(xué)生就業(yè)服務(wù)體系夯實(shí)基礎(chǔ),找好現(xiàn)實(shí)的理論依據(jù)。 本文高職學(xué)生就業(yè)服務(wù)體系探究主要是從政府、人力資源市場、高校、學(xué)生、企業(yè)和調(diào)研、咨詢、中介等機(jī)構(gòu)等六個方面進(jìn)行闡述,通過透析對高職學(xué)生就業(yè)服務(wù)體系進(jìn)行進(jìn)一步的完善,確立以地方產(chǎn)業(yè)發(fā)展需求為導(dǎo)向,以行業(yè)指導(dǎo)為載體,以校企合作為支撐,工學(xué)交替為模式的就業(yè)服務(wù)機(jī)制,充分發(fā)揮市場的導(dǎo)向作用和政府的調(diào)控作用,為高職院校與用人單位搭建校企互動的良性就業(yè)平臺,確實(shí)加強(qiáng)高職院校與用人單位的聯(lián)系,為高職學(xué)生實(shí)現(xiàn)充分就業(yè)打下良好基礎(chǔ)。由此可見,高職學(xué)生就業(yè)服務(wù)體系是由政府、人力資源市場、高校、學(xué)生、企業(yè)和調(diào)研、咨詢、中介等機(jī)構(gòu)等六個方面因素相互作用、相互聯(lián)系和相互影響的結(jié)果。 本文主要運(yùn)用系統(tǒng)分析法、比較分析法,在比較研究美國、德國、香港發(fā)達(dá)國家和地區(qū)大學(xué)生就業(yè)服務(wù)體系的特點(diǎn)基礎(chǔ)上,總結(jié)發(fā)達(dá)國家和地區(qū)較為成熟經(jīng)驗,從我國具體情況出發(fā),力求構(gòu)建一個科學(xué)的、可持續(xù)的、全面的高職學(xué)生就業(yè)服務(wù)體系。高職學(xué)生就業(yè)服務(wù)體系的構(gòu)建不僅關(guān)系高職院校的興衰存亡、關(guān)系大學(xué)生的個人發(fā)展前景、更關(guān)系到國家經(jīng)濟(jì)社會的穩(wěn)定大局,因此,構(gòu)建一個適合高職院校健康發(fā)展、學(xué)生充分就業(yè)的大學(xué)生就業(yè)服務(wù)體系具有非常重要的理論意義和現(xiàn)實(shí)意義。
[Abstract]:The employment of college students is not only related to people's livelihood but also to social stability and stability, which is a worldwide problem. With the change of education from "elite education" to "mass education" in our country, the problem of "employment is difficult, difficult to obtain employment" for college graduates has aroused the widespread concern of the government and the whole society. After more than ten years of rapid development, higher vocational education is also faced with the problem of "difficult, difficult employment" for graduates. The main factors that affect the employment of higher vocational students include government, human resource market, universities, students, enterprises and research, consulting, intermediary agencies, etc. Combined with the current economic and social development situation comprehensive analysis of the employment environment of higher vocational students in China and the three major factors that affect the employment of college students, learning and learning from the United States, Germany, The experience of constructing employment service system for college students in developed countries or regions such as Hong Kong is to lay a solid foundation for the construction of employment service system for higher vocational students with Chinese characteristics and to find the theoretical basis of reality. This article explores the employment service system of higher vocational students mainly from the government, human resources market, universities, students, enterprises and research, consulting, intermediary and other six aspects. Through dialysis, the employment service system of higher vocational students is further improved, and the employment service mechanism is established, which is guided by local industrial development demand, guided by industry guidance, supported by cooperation between schools and enterprises, and characterized by alternating work and learning. To give full play to the guiding role of the market and the regulatory role of the government, to set up a healthy employment platform for the interaction between higher vocational colleges and employers, and to strengthen the links between higher vocational colleges and employers, Lay a good foundation for full employment of higher vocational students. It can be seen that the employment service system of higher vocational students is the result of the interaction, interrelation and mutual influence of six factors, such as government, human resource market, university, student, enterprise and research, consultation, intermediary and so on. Based on the comparative study of the characteristics of the employment service system in the developed countries and regions of the United States, Germany and Hong Kong, this paper summarizes the more mature experience of the developed countries and regions. Based on the concrete situation of our country, we try to construct a scientific, sustainable and comprehensive employment service system for higher vocational students. The construction of employment service system for higher vocational students is not only related to the rise and fall of higher vocational colleges, but also to the prospects of individual development of college students, and also to the stable overall situation of national economy and society. Therefore, it is suitable for the healthy development of higher vocational colleges. The employment service system of college students with full employment is of great theoretical and practical significance.
