【摘要】:組建職業(yè)教育集團(tuán)是促進(jìn)職業(yè)教育體制機(jī)制和辦學(xué)模式改革的有效組織形式,是實(shí)現(xiàn)我省職業(yè)教育與產(chǎn)業(yè)園區(qū)、行業(yè)企業(yè)資源共享,促進(jìn)校企優(yōu)勢(shì)互補(bǔ),加速技能型和技術(shù)應(yīng)用型人才培養(yǎng)的新途徑和新模式;是加強(qiáng)產(chǎn)業(yè)園區(qū)、行業(yè)、企業(yè)、職業(yè)院校之間的全方位合作,優(yōu)化職業(yè)教育資源配置,提高職業(yè)院校整體辦學(xué)水平的有力保障。本研究試圖通過(guò)對(duì)遼寧省典型職業(yè)教育集團(tuán)運(yùn)行機(jī)制的現(xiàn)狀調(diào)查,了解遼寧省職業(yè)教育集團(tuán)的發(fā)展?fàn)顩r,總結(jié)出我省職業(yè)教育集團(tuán)在運(yùn)行機(jī)制方面有那些典型的特點(diǎn)以及問(wèn)題,并依據(jù)這些情況分析問(wèn)題產(chǎn)生的原因,結(jié)合目前的外在經(jīng)濟(jì)、政治情況,進(jìn)行一些建設(shè)性的策略分析。 本研究除了引言部分共分為四個(gè)章節(jié)的內(nèi)容,第二部分主要對(duì)職業(yè)教育集團(tuán)的理論依據(jù)進(jìn)行研究,以及選用三重螺旋理論對(duì)職業(yè)教育集團(tuán)運(yùn)行進(jìn)行分析。職業(yè)教育集團(tuán)是職業(yè)教育與行業(yè)企業(yè)資源整合的產(chǎn)物;是職業(yè)院校在市場(chǎng)經(jīng)濟(jì)中尋求發(fā)展的必然選擇;是構(gòu)建現(xiàn)代職教體系的的嘗試;是推動(dòng)教育體制改革的產(chǎn)物。三重螺旋理論是將經(jīng)濟(jì)學(xué)內(nèi)容融入到教育學(xué)中的一種邏輯方式,此理論的三個(gè)實(shí)體在職業(yè)教育集團(tuán)中分別指的是政府、高校以及企業(yè),三者互相影響,借助市場(chǎng)需求,產(chǎn)生三邊網(wǎng)絡(luò)和混生組織,構(gòu)成“三重螺旋”關(guān)系。 第三部分對(duì)遼寧省職業(yè)教育集團(tuán)運(yùn)行機(jī)制的現(xiàn)狀進(jìn)行調(diào)查,主要是從職教集團(tuán)的組織結(jié)構(gòu)、協(xié)調(diào)機(jī)制、動(dòng)力機(jī)制、資源共享機(jī)制以及保障機(jī)制幾個(gè)方面進(jìn)行介紹的。我省職業(yè)教育集團(tuán)不斷發(fā)展壯大,但同時(shí)在運(yùn)行機(jī)制方面也存在許多問(wèn)題和困難,主要是從政府協(xié)調(diào)層面、集團(tuán)內(nèi)部層面以及校企合作的層面來(lái)進(jìn)行分析的。 第四部分選取國(guó)內(nèi)發(fā)展較好的職業(yè)教育集團(tuán),,例如江蘇模式、河南模式等,分析集團(tuán)的章程以及組建方案,并找出這些職業(yè)教育集團(tuán)在運(yùn)行機(jī)制上有何獨(dú)特的經(jīng)驗(yàn)。良好的發(fā)展離不開(kāi)吸收和借鑒,本章節(jié)從四個(gè)方面對(duì)其他職業(yè)教育集團(tuán)的運(yùn)行機(jī)制進(jìn)行分析,一是以本地區(qū)經(jīng)濟(jì)特色為立足點(diǎn);二是政府政策、資金落實(shí)到位;三是集團(tuán)組織結(jié)構(gòu)完善客觀;四是充分調(diào)動(dòng)企業(yè)積極性,并給予實(shí)質(zhì)性權(quán)利。 最后一部分綜合了核心概念、理論基礎(chǔ)、遼寧省職教集團(tuán)運(yùn)行機(jī)制現(xiàn)狀問(wèn)題、國(guó)內(nèi)職教集團(tuán)的經(jīng)驗(yàn)借鑒的基礎(chǔ)上,為了更加完善本省職業(yè)教育集團(tuán)的運(yùn)行機(jī)制,發(fā)展職業(yè)教育事業(yè),從政府的視角、企業(yè)的視角以及職業(yè)教育集團(tuán)內(nèi)部機(jī)制的視角提出了構(gòu)建我省職業(yè)教育集團(tuán)運(yùn)行機(jī)制的策略建議來(lái)指導(dǎo)實(shí)踐。
[Abstract]:The establishment of vocational education group is an effective organizational form to promote the reform of vocational education system mechanism and the mode of running a school. It is also the realization of vocational education and industrial park in our province, the sharing of industry and enterprise resources, and the promotion of complementary advantages between schools and enterprises. To accelerate the cultivation of skilled and applied talents, to strengthen the all-round cooperation among industrial parks, industries, enterprises and vocational colleges, and to optimize the allocation of vocational education resources, To improve the overall level of vocational colleges and universities to ensure that the strength of the school. This study attempts to investigate the operating mechanism of typical vocational education groups in Liaoning Province, understand the development of vocational education groups in Liaoning Province, and summarize the typical characteristics and problems of the operation mechanism of vocational education groups in our province. According to the analysis of the causes of these problems, combined with the current external economic and political situation, some constructive strategic analysis. In addition to the introduction this study is divided into four chapters. The second part mainly studies the theoretical basis of vocational education group and selects the triple helix theory to analyze the operation of vocational education group. Vocational education group is the product of the integration of vocational education and enterprise resources, the inevitable choice for vocational colleges to seek development in the market economy, the attempt to construct modern vocational education system, and the product of promoting the reform of education system. The triple helix theory is a logical way to integrate the economic content into the pedagogy. The three entities of this theory refer to the government, the university and the enterprise respectively in the vocational education group. The three entities influence each other and make use of the market demand. The formation of trilateral network and mixed tissue, forming a "triple helix" relationship. The third part investigates the current situation of the operation mechanism of Liaoning vocational education group, mainly from the organizational structure, coordination mechanism, power mechanism, resource sharing mechanism and guarantee mechanism of vocational education group. Our province vocational education group develops unceasingly, but at the same time there are many problems and difficulties in the operation mechanism, mainly from the government coordination level, the group internal level and the school enterprise cooperation stratification plane carries on the analysis. In the fourth part, we choose the better developing vocational education groups in China, such as Jiangsu model, Henan model and so on, analyze the constitution of the group and set up the scheme, and find out the unique experience of these vocational education groups in the operation mechanism. Good development can not be separated from absorption and reference, this chapter from four aspects of other vocational education groups operating mechanism analysis, the first is based on the economic characteristics of the region, second, government policies, the implementation of funds in place; Third, the group organization structure is perfect and objective; fourth, fully mobilize the enthusiasm of enterprises, and give substantive rights. The last part synthesizes the core concept, the theory foundation, the present situation of Liaoning vocational education group's operation mechanism, the domestic vocational education group's experience, in order to perfect the province's vocational education group's operation mechanism, From the perspective of government, enterprise and the internal mechanism of vocational education group, this paper puts forward some suggestions to guide the practice from the perspective of government, enterprise and internal mechanism of vocational education group.
