【摘要】：本文總結(jié)了湖南創(chuàng)新發(fā)展現(xiàn)代職業(yè)教育的做法及成效,分析了湖南乃至全國(guó)加快發(fā)展現(xiàn)代職業(yè)教育面臨的深層次問(wèn)題及其成因,諸如社會(huì)認(rèn)同度不高、辦學(xué)基礎(chǔ)薄弱、經(jīng)費(fèi)投入長(zhǎng)期不足、校企合作難以深入等。基于此,我們認(rèn)為,職業(yè)教育的發(fā)展不能就職教談職教,更不能就投入談投入。建設(shè)現(xiàn)代職業(yè)教育是個(gè)系統(tǒng)工程,需要多部門分工合作,推進(jìn)系統(tǒng)性改革,改革目標(biāo)是形成有利于職業(yè)教育發(fā)展的法律環(huán)境、社會(huì)環(huán)境;政策上加強(qiáng)統(tǒng)籌協(xié)調(diào),創(chuàng)新政府支持方式。具體包括:修訂《職業(yè)教育法》,出臺(tái)《校企合作法》,優(yōu)化法規(guī)環(huán)境;加快體制機(jī)制改革,創(chuàng)造公平的就業(yè)、升學(xué)環(huán)境;加大職教資源統(tǒng)籌力度,加強(qiáng)政府和社會(huì)資本合作,創(chuàng)新政府支持方式;加強(qiáng)職業(yè)院校去行政化的改革等。
[Abstract]:This paper summarizes the practice and effect of innovative development of modern vocational education in Hunan Province, and analyzes the deep-seated problems and their causes of speeding up the development of modern vocational education in Hunan and the whole country, such as the low degree of social identity and the weak foundation of running a school. Long-term lack of funding, cooperation between schools and enterprises is difficult to deepen and so on. Based on this, we think that the development of vocational education can not talk about vocational education, let alone investment. The construction of modern vocational education is a systematic project, which requires the division of work and cooperation between various departments and the promotion of systematic reform. The goal of the reform is to form a legal and social environment conducive to the development of vocational education, and to strengthen the overall planning and coordination of policies, Innovating the way of government support. These include: revising the Vocational Education Law, issuing the "Law on Cooperation between Schools and Enterprises", optimizing the regulatory environment, speeding up the reform of the system and mechanism, creating a fair employment and promotion environment, increasing the overall planning of vocational education resources, and strengthening cooperation between the government and social capital. Innovate the government support way; strengthen the reform of deadministration in vocational colleges and universities.
