【摘要】：安徽省高職高專院校檔案工作整體水平較過去有一定的提升,但是距離規(guī)范化的要求還存在明顯的差距,在和本科院校進(jìn)行比較中也存在較多的問題。然而,我們現(xiàn)階段開展檔案工作所依靠的法律法規(guī)文件并不區(qū)分本科院校和高職高專院校,對指導(dǎo)高職高專院校檔案工作針對性有所欠缺。因此,本文立足于安徽省高職高專院校檔案工作的現(xiàn)狀,結(jié)合相關(guān)的法律法規(guī),旨在構(gòu)建專門針對安徽省高職高專院校的檔案工作評價指標(biāo)體系,有效推動高職高專院校檔案工作的規(guī)范化發(fā)展。論文共分為五個部分:第一部分為緒論,闡述了本選題的研究背景、研究依據(jù)、研究目的、研究意義、國內(nèi)外研究現(xiàn)狀、研究內(nèi)容、研究思路、研究方法以及研究特色和創(chuàng)新點(diǎn),為后文進(jìn)行深入研究打下堅(jiān)實(shí)的基礎(chǔ)。第二部分為安徽省高職高專院校檔案工作規(guī)范管理現(xiàn)狀調(diào)查,通過對十所樣本學(xué)校實(shí)地考察,將各個學(xué)校的檔案工作情況進(jìn)行整理匯總。首先從高職高專院校建立了檔案工作管理體制和檔案機(jī)構(gòu)、高職高專院校都配備了專職檔案工作人員、高職高專院校檔案管理制度較為健全、高職高專院校檔案工作規(guī)范化管理水平有了一定提高、高職高專院校檔案工作各具特色這五個方面對安徽省高職高專院校檔案工作目前取得的成績進(jìn)行概述。然后分析高職高專院校檔案工作現(xiàn)存的問題,分別從高職高專院校檔案工作規(guī)范化管理水平仍然較低、檔案工作基礎(chǔ)條件仍不理想、館藏檔案結(jié)構(gòu)仍不合理、檔案信息化建設(shè)嚴(yán)重滯后四個角度闡述,為下文構(gòu)建安徽省高職高專院校檔案工作評價指標(biāo)體系提供充分的理論基礎(chǔ)。第三部分是安徽省高職高專院校檔案工作規(guī)范管理存在問題的原因分析,該部分是在深入分析高職高專院校檔案工作存在問題的基礎(chǔ)上,對問題產(chǎn)生的原因進(jìn)行更深層次的挖掘,總結(jié)存在問題的五大原因:《高等學(xué)校檔案管理辦法》等相關(guān)文件未落到實(shí)處、缺乏專門針對安徽省高職高專院校的檔案工作評價指標(biāo)體系、高職高專院校領(lǐng)導(dǎo)對檔案工作的重視程度有所欠缺、高職高專院校未按規(guī)定建立檔案館、高職高專院校專職檔案員數(shù)量和專業(yè)素質(zhì)難以滿足需要。構(gòu)建本評價指標(biāo)體系的目的就是為了從根源出發(fā),尋找原因,解決第二部分出現(xiàn)的一系列的問題。第四部分是安徽省高職高專院校檔案工作規(guī)范管理評價指標(biāo)體系的構(gòu)建。該部分首先對構(gòu)建評價指標(biāo)體系的必要性、可行性、目的、目標(biāo)和原則進(jìn)行闡述。其次具體描述評價指標(biāo)體系的類別和內(nèi)容,即以管理體制與機(jī)構(gòu)設(shè)置、條件保障、檔案基礎(chǔ)工作、檔案服務(wù)工作為一級指標(biāo),分層次進(jìn)行詳細(xì)具體的描述。再次是對安徽省高職高專院校檔案工作規(guī)范管理評價指標(biāo)體系進(jìn)行賦分說明,對各級指標(biāo)考核的具體內(nèi)容以及各項(xiàng)考核內(nèi)容的分值設(shè)置進(jìn)行解釋說明。最后,以附表的形式完整的展示安徽省高職高專院校檔案工作規(guī)范管理評價指標(biāo)體系。第五部分是保障安徽省高職高專院校檔案工作規(guī)范管理評價指標(biāo)體系實(shí)施的建議。該部分從行政主管部門和檔案業(yè)務(wù)主管部門層面、高職高專院校層面、高職高專院校檔案部門層面、高校檔案工作者層面展開,多層次、多角度的探討保障本評價指標(biāo)體系貫徹落實(shí)的有效辦法,從而實(shí)現(xiàn)構(gòu)建本評價指標(biāo)體系的意義。
[Abstract]:The overall level of archives work in Higher Vocational Colleges of Anhui province than in the past has risen, but from the standardized requirements there is still a significant gap, there are many problems also exist in comparison and universities. However, we carry out the archives work on laws and regulations documents do not distinguish between colleges and higher vocational colleges the High Commissioner of the guidance of higher vocational college archives work for lacking. Therefore, based on the current situation of Higher Vocational Colleges of Anhui province archives work, combined with the relevant laws and regulations, to build specifically for the higher vocational colleges of Anhui province archives evaluation index system, effectively promote the standardization of the development of higher vocational colleges the archives work.
