新農(nóng)村建設(shè)背景下中等農(nóng)業(yè)職業(yè)教育發(fā)展對策研究

【摘要】:黨和國家高度重視“三農(nóng)”問題,從2004年開始連續(xù)九年發(fā)布了以“三農(nóng)”為主題的中央一號文件,制定出了“推進農(nóng)業(yè)結(jié)構(gòu)調(diào)整”、“推進現(xiàn)代農(nóng)業(yè)建設(shè)”等一系列惠農(nóng)政策,從建構(gòu)和諧社會和建設(shè)全面小康社會的戰(zhàn)略高度,出臺了致力于推進農(nóng)民增收及新農(nóng)村建設(shè)的問題。2012年國家頒布的《現(xiàn)代農(nóng)業(yè)發(fā)展規(guī)劃(2011-2015年)》中再次明確:提高農(nóng)民素質(zhì)是建設(shè)社會主義新農(nóng)村,促進農(nóng)業(yè)發(fā)展、提高農(nóng)民收入的關(guān)鍵。農(nóng)業(yè)職業(yè)教育肩負著培養(yǎng)新農(nóng)村建設(shè)所需的人才和農(nóng)業(yè)技術(shù)推廣的重任,在提高農(nóng)民素質(zhì)、發(fā)展現(xiàn)代農(nóng)業(yè)、推動農(nóng)村經(jīng)濟增長方式的轉(zhuǎn)變等方面扮演著重要地不可替代的角色。 本文運用歷史研究法、比較研究法、文獻法等多種研究方法,對我國中等農(nóng)業(yè)職業(yè)教育發(fā)展過程中的相關(guān)問題進行深入分析,探討新時期農(nóng)業(yè)職業(yè)教育發(fā)展新思路。文章闡述了新農(nóng)村建設(shè)與中等農(nóng)業(yè)職業(yè)教育之間的關(guān)系,即新農(nóng)村建設(shè)為農(nóng)業(yè)職業(yè)教育提供發(fā)展空間,農(nóng)業(yè)職業(yè)教育為新農(nóng)村培養(yǎng)所需的新型農(nóng)民。系統(tǒng)梳理了農(nóng)業(yè)職業(yè)教育的發(fā)展歷程,總結(jié)了農(nóng)業(yè)職業(yè)教育的發(fā)展經(jīng)驗,在此基礎(chǔ)上界定了中等農(nóng)業(yè)職業(yè)教育內(nèi)涵,認為需堅持服務(wù)新農(nóng)村建設(shè)、農(nóng)業(yè)科技推廣和促進農(nóng)村剩余勞動力轉(zhuǎn)移的職能;分析了中等農(nóng)業(yè)職業(yè)教育在我國新農(nóng)村建設(shè)中面臨的形勢和任務(wù),指出農(nóng)民農(nóng)業(yè)知識的增長、農(nóng)業(yè)產(chǎn)業(yè)化和規(guī);⑥r(nóng)業(yè)科技推廣人才的培養(yǎng)都需要中等農(nóng)業(yè)職業(yè)教育。對我國中等農(nóng)業(yè)職業(yè)學(xué)校的學(xué)校數(shù)、學(xué)生數(shù)、專業(yè)設(shè)置等現(xiàn)狀進行了調(diào)查,,分析了我國中等農(nóng)業(yè)職業(yè)教育存在的問題,提出了大力宣傳農(nóng)業(yè)職業(yè)教育,開展創(chuàng)業(yè)教育,職前教育向職后教育延伸,搭建科技推廣平臺,對從事規(guī)模經(jīng)營的人員實施農(nóng)業(yè)綠色證書制度的建議。
[Abstract]:The Party and the state attach great importance to the issue of "agriculture, countryside and farmers". Since 2004, the Party has issued the first document of the Central Committee with the theme of "agriculture, rural areas and farmers" for nine consecutive years, and formulated a series of favorable agricultural policies such as "promoting the adjustment of agricultural structure" and "promoting the construction of modern agriculture". From the strategic perspective of constructing a harmonious society and building a well-off society in an all-round way, In 2012, the "Modern Agricultural Development Plan 2011-2015" issued by the State once again made it clear that improving farmers' quality is to build a new socialist countryside and promote agricultural development. The key to raising farmers' income is that agricultural vocational education is shouldering the important task of cultivating talents and promoting agricultural technology for the construction of new rural areas. In order to improve the quality of farmers and develop modern agriculture, Promoting the transformation of rural economic growth mode plays an important and irreplaceable role. In this paper, the historical research method, comparative research method, literature method and other research methods are used to deeply analyze the related problems in the development of secondary agricultural vocational education in China. This paper probes into the new thinking of the development of agricultural vocational education in the new period, and expounds the relationship between the construction of the new countryside and the secondary agricultural vocational education, that is, the construction of the new countryside provides the space for the development of the agricultural vocational education. Agricultural vocational education is a new type of farmer for the cultivation of new countryside. This paper systematically combs the development course of agricultural vocational education, sums up the development experience of agricultural vocational education, and defines the connotation of secondary agricultural vocational education on this basis. The functions of serving the construction of new countryside, popularizing agricultural science and technology and promoting the transfer of rural surplus labor force are considered, and the situation and task of secondary agricultural vocational education in the construction of new countryside in our country are analyzed, and the increase of farmers' agricultural knowledge is pointed out. Agricultural industrialization and scale, the cultivation of agricultural science and technology extension talents all need secondary agricultural vocational education. The number of secondary agricultural vocational schools in our country, the number of students, the number of specialties and so on are investigated. This paper analyzes the problems existing in secondary agricultural vocational education in China, and puts forward the following points: vigorously propagating agricultural vocational education, carrying out entrepreneurship education, extending pre-vocational education to post-vocational education, and setting up a scientific and technological extension platform. To engage in scale management personnel to implement agricultural green certificate system proposal.
